Passed the Consent Calendar. A motion was made by Vice Mayor Andrews, seconded by Councilwoman Price, to approve Consent Calendar Items 1 - 8, except for Item 3. The motion carried by the following vote: Yes: 9 - Zendejas, Pearce, Price, Supernaw, Mungo, Andrews, Uranga, Austin and Richardson 1. 20-0962 Recommendation to receive and file the Quarterly Report of Cash and Investments for the quarter ending December 31, 2019. A motion was made to approve recommendation on the Consent Calendar. 2. 20-1002 Recommendation to refer to City Attorney damage claims received between September 28, 2020 and October 5, 2020. A motion was made to approve recommendation on the Consent Calendar. 3. 20-1003 Recommendation to confirm City Manager’s promulgation of the revised Safer at Home Health Order, issued on October 1, 2020, by the City of Long Beach Health Officer as a regulation. The motion carried by the following vote: Yes: 7 - Zendejas, Pearce, Supernaw, Andrews, Uranga, Austin and Richardson No: 2 - Price and Mungo 4. 20-1006 Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 34497 with AECOM Technical Services, Inc., dba AECOM, of Orange, CA, for the Climate Action and Adaptation Plan, to extend the term of the contract to September 30, 2022, at the discretion of the City Manager. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 5. 20-1007 Recommendation to adopt resolution approving the Annual Report for October 1, 2020 to September 30, 2021, for the Long Beach Tourism Business Improvement Area, declaring its intention to levy the annual assessment, and setting the date of hearing for Tuesday, November 17, 2020. Enactment No: RES-20-0133 6. 20-1008 Recommendation to authorize City Manager, or designee, to execute all necessary agreements and any subsequent amendments with the State of California, Department of Community Services and Development, to provide direct credit of allocated federal funds to the City of Long Beach on behalf of gas utility accounts of low-income gas customers, to extend the term of the contract for an additional three-year period through March 31, 2023. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 7. 20-1004 Recommendation to authorize City Manager, or designee, to execute all necessary documents and any subsequent amendments, including amendments to award amount, with the California Department of Public Health, to accept and expend grant funding in the amount of $1,000,000 over the course of 22 months, for the Black Infant Health Public Awareness Campaign, for the period of September 1, 2020 through June 30, 2022, with the option to extend the agreement for one additional two-year period, at the discretion of the City Manager; and Increase appropriations in the Health Fund Group in the Health and Human Services Department by $1,000,000, offset by grant revenue. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 8. 20-1005 Recommendation to authorize City Manager, or designee, to amend Contract No. 35047 with the State of California Office of Environmental Health Hazard Assessment, for the continued provision of reviews and assessments of human health and/or environmental risks at various citywide locations, to extend the term for a two-year period, with the option to renew for two additional two-year periods, at the discretion of the City Manager. The motion carried by the following vote: Yes: 9 - Zendejas, Pearce, Price, Supernaw, Mungo, Andrews, Uranga, Austin and Richardson 11. 20-1011 Recommendation to approve the Fiscal Year 2020 second departmental and fund budget appropriation adjustments in accordance with existing City Council policy. (Citywide) A motion was made by Vice Mayor Andrews, seconded by Councilmember Uranga, to approve recommendation. The motion carried by the following vote: Yes: 9 - Zendejas, Pearce, Price, Supernaw, Mungo, Andrews, Uranga, Austin and Richardson ORDINANCE (5:53 PM) 12. 20-1024 Recommendation to declare ordinance amending the Long Beach Municipal Code by amending Sections 5.90.200 and 5.92.915, all relating to the hours of operation for medical and adult-use marijuana dispensaries, read the first time and laid over to the next regular meeting of the City Council for final reading.
