A motion was made by Councilmember Uranga, seconded by Councilmember Zendejas, to approve Consent Calendar Items 1 - 32, except for Item 22. Enactment No: RES-20-0127 11. 20-0969 Recommendation to authorize City Manager, or designee, to execute all documents necessary for a lease between WCCP Airport Plaza L.B., LLC (Landlord), and the City of Long Beach (Tenant) for office space at 5001 Airport Plaza Drive, Suite 130, for the Office of Special Events and Filming. (District 5) A motion was made to approve recommendation on the Consent Calendar. 12. 20-0971 Recommendation to authorize City Manager, or designee, to execute all documents necessary to enter into an agreement with Grow America Fund, Inc., a nonprofit organization, for the purpose of continuing various business loan programs administered by Grow America Fund, Inc., and to promote the City’s business assistance loan programs, in an annual amount not to exceed $75,000, for a period of one year, with the option to renew for two additional one-year periods, at the Page 4 of 19 CITY OF LONG BEACH TUESDAY, OCTOBER 6, 2020 CITY COUNCIL MINUTES TELECONFERENCE, 5:00 PM discretion of the City Manager. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 13. 20-0972 Recommendation to adopt Specifications No. ITB FS20-062 and award a contract to Los Angeles Truck Centers, LLC, dba Velocity Truck Center, of Whittier, CA, for furnishing and delivering a Ford F-650 flatbed tow truck, for a total contract amount not to exceed $171,189, inclusive of taxes and fees; and, authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 14. 20-0973 Recommendation to adopt Specifications No. ITB FS20-035 and award contracts to California Motorcycle Assessories, Inc., dba Del Amo Motor Sports, of Long Beach, CA, South Coast Shipyard, Inc., of Newport Beach, CA, and Indel Engineering, Inc., dba Marina Shipyard, of Long Beach, CA, for providing marine vessel haul out and repair services, in an annual contract amount of $640,000, with a 25 percent contingency of $160,000 per year, for a total aggregate annual contract amount not to exceed $800,000, for a period of two years, with the option to renew for three additional one-year periods; and, authorize City Manager, or designee, to execute all documents necessary to enter into these contracts, including any necessary amendments. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 15. 20-0974 Recommendation to authorize the refund of $86,236 to the State of California Department of Health Care Services, for the Targeted Case Management Program interim reconciliation process, tentative settlement for Fiscal Year 2018-2019. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 17. 20-0976 Recommendation to authorize City Manager, or designee, to execute all necessary documents and any subsequent amendments, including any amendments to the award amount, with the State of California Department of Public Health (CDPH), to accept and expend grant funding in the amount of $1,154,694 for the Childhood Lead Poisoning Prevention Program (CLPPP), for a three-year period to begin July 1, 2020 through June 30, 2023, with the option to extend the agreement for one additional three-year period, at the discretion of the City Manager; and Increase appropriations in the Health Fund Group in the Health and Human Services Department (Health Department) by $765,197, offset by grant revenue. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 18. 20-0977 Recommendation to authorize City Manager, or designee, to execute any and all documents necessary for the Fourth Amendment to Lease No. 24271 with Flight Safety International, LLC, a New York corporation, for City-owned property at 4330 East Donald Douglas Drive. (District 5) A motion was made to approve recommendation on the Consent Calendar. 20. 20-0979 Recommendation to authorize City Manager, or designee, to execute the First Amendments to Long Beach Airport Commercial Use Permit Numbers 1950 and 1958 with Million Air North, Inc., a California corporation, for City-owned property at 4137 East Donald Douglas Drive. (District 5) A motion was made to approve recommendation on the Consent Calendar. 21. 20-0980 Recommendation to authorize City Manager, or designee, to execute a grant agreement with the Long Beach Navy Memorial Heritage Association, to accept grant funds in the amount not to exceed $40,000, for the Houghton Park Historic Structures Report and Landmark Designation project; and execute all necessary documents for the administration of the Houghton Park Historic Structures Report and Landmark Designation project; and Increase appropriations in the General Grants Fund Group in the Parks, Recreation and Marine Department by $40,000, offset by grant revenue. Enactment No: RES-20-0128 26. 20-0985 Recommendation to authorize City Manager, or designee, to enter into a Memorandum of Understanding, and any necessary documents including subsequent amendments, with the South Asian Helpline and Referral Agency (SAHARA), to address the needs of Elder Abuse Victims under the California Governor’s Office of Emergency Services Elder Abuse (Cal OES XE) Grant Program. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 27. 20-0986 Recommendation to adopt Specifications No. RFP PD19-100 and award a contract to Vital Medical Services, of Glendale, CA, for providing jail inmate physician and relief nursing services at the Long Beach City Jail, in an annual amount not to exceed $700,000, for a period of two years, with the option to renew for three additional one-year periods, at the discretion of the City Manager; and authorize City Manager, or designee, to execute all documents necessary to enter into the contract, including any necessary amendments.
