A motion was made by Vice Mayor Richardson, seconded by
Councilwoman Price, to approve Consent Calendar Items
1 - 12. The motion carried by the following vote:

1. 21-0001 Recommendation to authorize City Attorney to submit Compromise and
Release for approval by the Workers’ Compensation Appeals Board,
and if so approved, authority to pay $100,000 in compliance with the
Appeals Board Order for Maria Clay.
A motion was made to approve recommendation on the
Consent Calendar.
2. 21-0002 Recommendation to authorize City Attorney to submit two Stipulations
with Request for Award for approval by the Workers’ Compensation
Appeals Board, and if so approved, authority to pay 1) $181,322.50 for
Stipulations with Request for Award with a life pension thereafter of
$170.08 subject to COLA increases per week, and 2) separate
authority to pay $99,542.50 in compliance with the Appeals Board
Order for Robert Hamilton.
A motion was made to approve recommendation on the

3. 21-0003 Recommendation to authorize City Attorney to submit Compromise and

Kitchen, for an original application of an Alcoholic Beverage Control
License, at 5295 East Second Street. (District 3)
A motion was made to approve recommendation on the
Consent Calendar.
11. 21-0011 Recommendation to authorize City Manager, or designee, to execute all
documents and subsequent amendments, with the Los Angeles County
Development Authority, (formerly the Housing Authority of the County
of Los Angeles), to provide supplemental law enforcement services to
the Carmelitos Housing Development, for an initial term of six months,
commencing on January 1, 2021 and ending on June 30, 2021, with
four, one-year extension options. (District 8)
A motion was made to approve recommendation on the
Consent Calendar.
12. 21-0012 Recommendation to adopt resolution authorizing City Manager, or
designee, to execute an agreement, and all necessary documents
including any amendments, with Downtown Long Beach Alliance, of
Long Beach, CA, for enhanced services on First Street between
Pacific Avenue and Long Beach Boulevard, and trash receptacles
throughout the Downtown area, for a two-year term from January 1,
2021 through December 31, 2022, in an annual amount of $243,400
for calendar year 2021, and $252,000 for calendar year 2022.

conclude the public hearing, and determine that the project is
categorically exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15305 (Class 5 - Minor Alterations to Land
Use Limitations) of the CEQA Guidelines and none of the exceptions in
15300.2 apply, and that it is further exempt pursuant to Section 15308
(Actions by Regulatory Agencies for Protection of the Environment)
and Section 15061(b)(3) (Common Sense Exemption), as it will not
result directly or indirectly in significant environmental impacts.

Fund Group in the Public Works Department in the amount of $20,000,
offset by the Fifth Council District One-time District Priority Funds
transferred from the General Fund Group in the Citywide Activities
Department to support sidewalk repairs in the Fifth Council District.

licenses to equity applicants; [2] explore the feasibility of a
cap on delivery-only cannabis retail licenses; [3] remove "is a
Long Beach resident currently receiving unemployment
benefits" as an eligibility criteria for the cannabis social equity
program; and [4] recommend staff to return directly to the
City Council, as needed, to further amend the cannabis social

provide as-needed video surveillance installation, repair, and
maintenance to new and existing systems, in an annual aggregate
