The motion carried by the following vote: Yes: 8 - Zendejas, Price, Supernaw, Mungo, Saro, Uranga, Austin and Richardson Absent: 1 - Allen 1. 21-0365 Recommendation to authorize City Attorney to submit two Stipulations with Request for Award for approval by the Workers’ Compensation Appeals Board, and if so approved, authority to pay 1) $148,842.50 for Stipulations with Request for Award with a life pension thereafter of $115.96 subject to COLA increases per week 2) separate authority for zero percent Stipulated Award in compliance with the Appeals Board Order for Kevin Davis. A motion was made to approve recommendation on the Consent Calendar. 2. 21-0366 Recommendation to authorize City Attorney to submit Stipulations with Request for Award for approval by the Workers’ Compensation Appeals Board, and if so approved, authority to pay $104,182.50 in compliance with the Appeals Board Order for Raul Romero. A motion was made to approve recommendation on the Consent Calendar. 3. 21-0367 Recommendation to authorize City Attorney to pay sum of $325,000, in full settlement of lawsuit entitled Jackeline Almeida, et al. v. City of Long Beach, et al., United States District Court Case No. 2:19-cv-08391-DDP (Ex). (Citywide) A motion was made to approve recommendation on the Consent Calendar. 8. 21-0372 Recommendation to authorize City Manager, or designee, to execute an agreement, and all necessary documents and any subsequent amendments, with U.S. Green Building Council, Inc. (USGBC), to participate in the LEED for Cities Local Government Leadership Program: 2021 National Cohort, for the period of April 1, 2021 to March 31, 2022, with the option to extend the term by up to 12 months, at the discretion of the City Manager. (Citywide) Page 3 of 14 CITY OF LONG BEACH TUESDAY, MAY 4, 2021 CITY COUNCIL MINUTES TELECONFERENCE, 5:00 PM A motion was made to approve recommendation on the Consent Calendar. 9. 21-0373 Recommendation to authorize City Manager, or designee, to execute a contract and all necessary amendments, including term extensions, with the City of Los Angeles, to receive and expend Department of Homeland Security grant funding for the 2020 Urban Area Security Initiative Grant, in an amount not to exceed $5,923,124, for the period of September 1, 2020 through May 31, 2023; and Increase appropriations in the General Grants Fund Group in the Disaster Preparedness and Emergency Communications Department by $325,000, in the General Grants Fund Group in the Fire Department by $3,120,000, in the General Grants Fund Group in the Health and Human Services Department by $372,668, in the General Grants Fund Group in the Parks, Recreation and Marine Department by $105,456, and in the General Grants Fund Group in the Police Department by $2,000,000, offset by grant revenue. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 10. 21-0374 Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and all necessary documents and amendments, with Vasquez and Company, LLP, of Los Angeles, CA, for as-needed accounting services, in an amount not to exceed $210,000 for the period ending November 30, 2021. (Citywide) A motion was made to approve recommendation and adopt Resolution No. RES-21-0040 on the Consent Calendar. Enactment No: RES-21-0040 11. 21-0375 Recommendation to authorize City Manager, or designee, to execute all documents necessary to amend Contract No. 33519 with Walters Wholesale Electric Company, of Long Beach, CA, and Contract No. 33518 with Consolidated Electrical Distributors, Inc., of Los Angeles, CA, for furnishing and delivering as-needed electrical supplies, to extend the term of the contract to November 30, 2021. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 13. 21-0377 Recommendation to authorize City Manager, or designee, to execute all documents necessary to enter into a Temporary License Agreement with GCC Long Beach, LLC, for the use of the parking lot area adjacent to 2019 East Wardlow Road, for fire apparatus driver training and driver testing, from May 10, 2021 through June 25, 2021. (District 5) A motion was made to approve recommendation on the Consent Calendar. 14. 21-0378 Recommendation to authorize City Manager, or designee, to execute a contract, and any necessary documents including any necessary amendments or subgrants, with Volunteers of America Los Angeles, of Los Angeles, CA, for providing homeless services for the Continuum of Care Homeless Assistance Program, in an amount not to exceed $430,008 for the period of July 1, 2021 to June 30, 2022. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 16. 21-0380 Recommendation to adopt resolution authorizing City Manager, or designee, to execute a contract, and any necessary documents including any necessary amendments, with Laboratory Corporation of America, of Burlington, NC, for patient specimen collection services and laboratory data management, in the amount of $60,000, with a 25 percent contingency in the amount of $15,000, for a total contract amount not to exceed $75,000, for a period of one year, effective December 1, 2020 through November 30, 2021. (Citywide) A motion was made to approve recommendation and adopt Resolution No. RES-21-0041 on the Consent Calendar. Enactment No: RES-21-0041 17. 21-0381 Recommendation to receive and file the Long Beach Airport Advisory Commission Report for the period of January 2019 through December 2020. (Citywide) A motion was made to approve recommendation on the Consent Calendar. 18. 21-0382 Recommendation to authorize City Manager, or designee, to accept funds in the amount of $8,300 from Sk8 Dojo, a group under fiscal sponsorship with Habitat for Humanity, to place additional cement pathways at Michael K. Green Skate Park in 14th Street Park; and Increase appropriations in the General Fund Group in the Parks, Recreation and Marine Department by $8,300, offset by donation revenue from Sk8 Dojo. The motion carried by the following vote: Yes: 9 - Zendejas, Allen, Price, Supernaw, Mungo, Saro, Uranga, Austin and Richardson 19. 21-0383 Recommendation to authorize City Manager, or designee, to terminate Management Agreement No. 3557, effective June 1, 2021, with Conservation Corps of Long Beach, for the management and operation of 340 Nieto Avenue, and execute all documents necessary to enter into a Master Lease with the Conservation Corps of Long Beach, a nonprofit public benefit corporation, for the operation and maintenance of (1) Willow Springs Park Urban Wood Recovery and Utilization Program at 2750 Orange Avenue; (2) the building at 340 Nieto Avenue; and, (3) DeForest Park Environmental Stewardship Center at 6255 DeForest Avenue, from June 1, 2021 through May 31, 2041, with one five-year option to renew, at the discretion of the City Manager.
