President Perry question the legality of the Special Meeting, since it was not called by the President or two members of the Commission according to Civil Service Rules and Regulations, Section 111 - "Meeting of the Commission shall be held either at the call of its President or at the request of two members of the Commission."... Gary Anderson, Principal Deputy City Attorney and Commission Advisor, stated that the meeting was properly called and posted. After discussion, President Perry and the Commission agreed to proceed with the special meeting. Stacey Lewis, Assistant Director of Human Resources, Harbor, briefed the Commission and answered questions regarding the request. Dan McMullen, Assistant Director, Security Operations - Harbor, also addressed the Commission. David Sterling, IAM Business Representative, was present and spoke on behalf of Mr. Nguyen. President Perry requested a training on the Rules and Regulations and Policies and Procedures be scheduled for the Commission. A motion was made by Vice President McGilton-McGlamery, seconded by Commissioner Arias, to approve recommendation. The motion carried by the following vote: Yes: 3 - Rick McGilton-McGlamery, Robin Perrys and Phyllis O.
