Staff report prepared by Lourdes Ferrer, Administrative Analyst & Sheree Valdoria, Personnel Analyst The Secretary briefed the Commission regarding this request. Mr. Gustavo Sedano addressed the Commission, requesting that he be accepted into the Garage Service Attendant examination process, stating that he did not understand the instructions regarding the Scantron at the time he participated in the examination. Ivan Ortega, Fleet Services Supervisor, informed the Commission that he was present to speak on behalf of John Seevers, Superintendent, Fleet Maintenance Division, in support of Mr. Sedano being allowing to participate in the examination. The Secretary informed the Commission that this is an opportunity for staff to provide some test taking tips, by going to departments and creating scenarios for individuals and explain what is required when taking tests. A motion was made by Hicks, seconded by Vice President McGilton-McGlamery, to approve recommendation. Commissioner Hicks questioned the impact of extending eligible lists. The Secretary informed the Commission that staff surveys user departments for input on the extension of eligible lists. However, she stated that staff can add broader ranges for departments decisions to extend eligible lists on the current survey. A motion was made by Hicks, seconded by Commissioner Arias, to approve recommendation. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARD ROOM, 8:00 AM MANAGERS’ REPORT Recruitment & Selection Special Projects Administration Support Services Executive Director Ms. Slaten informed the Commission that Civil Service will be using Montage e-raters for the writing exercise portion of the Administrative Analyst and Assistant Administrative Analyst examinations. She commended staff for moving forward with the process, which will help to streamline the process. Ms. Slaten acknowledged Lourdes Ferrer, Administrative Analyst, and Shellie Goings, Personnel Analyst, for providing Public Works some training on Civil Service testing process. Ms. Slaten provided the Commission with Police Recruit stats for the NTN and PELLETB testing. She stated that over the next few years they will be analyzing which candidates are completing the Field Training Officer Program, POST or NTN. Commissioner Arias suggested the information being shared with user departments regarding the testing processes and Civil Service Rules and Regulations be shared with the Commissioners. Ms. Slaten stated that the Director has scheduled meetings with Gary Anderson, Commission Advisor, and staff managers to review the Rules and Regulations and Commission Policies and Procedures and make recommended changes as necessary to better service our customers. Commissioner McGilton-McGlamery questioned if any of the recruitment efforts are targeting females for Police Recruit. Ms. Slaten stated that staff is attending more diverse recruitment job fairs to attract more female candidates and candidates of different backgrounds. Ms. McDonald informed the Commission that the Test Construction Interns will be conducting the testing process for Clerk Typist and that she will be assisting. Commissioner Arias questioned the use of NEOGOV for open-ended questions to screen candidates at the time of filing. Ms. McDonald informed the Commission that NEOGOV is being used to ask open-ended questions for screening job applications, but its more difficult for screening classifications when the minimums are basic. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARD ROOM, 8:00 AM Mr. Pfingsthorn provided the Commission with an update regarding Special Services Officer, stating that the Harbor department is the only department that requested a six months extension of Special Services Officer. He stated that a new recruitment for Special Services Officer will be conducted to establish a new eligible list. He further stated that all user departments are requested to respond to extension of expiring eligible lists. Commissioner Hicks expressed concern that many Special Services Officers are operating as Peace Officers and there needs to be specific requirements established for these positions and proper training. The Secretary informed the Commission that during meetings she has attended with user department representatives for Special Services Officer, the focus is on clarifying the need of Peace Officers vs. a Special Services Officer. The Secretary informed the Commission that she attended two days of the Force Science training at CSLB, which she was invited by the Police Department. The Secretary also stated that she assisted with the Port of Long Beach High School Summer Internship interviews, and that two will be working for the Civil Service Department this summer. The Secretary also stated that she and President Perry have met with some councilmembers to gain support of Civil Service proposed budget. President Perry stated that Civil Service has been underfunded for many years and the Commission need to advocate for more funds. He acknowledged the Secretary for the great she is doing at telling the story and history of Civil Service and how important we are to Public Safety and the successful recruiting of Police Recruits. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARD ROOM, 8:00 AM 12. 16-062CS EXECUTIVE SESSION - Executive Director’s Performance Evaluation (Pursuant to Paragraph (b)(1) of Section 54957 of the California Government Code) President Perry recessed the meeting to an Executive Session pursuant to Paragraph (b)(1) of Section 54957 of the California Government Code. It was moved by Commissioner Hicks, seconded by Vice President McGilton-McGlamery to approve a 7% merit increase for the Executive Director, effective October 1, 2015, and includes an option for payout of up to 40 hours of unused executive leave prior to the end of each calendar year. At the meeting of April 20, 2016, the Commission will approve the minutes from today’s Executive Session of April 6, 2016. The motion carried by a unanimous roll call vote. The Commission reconvened to the regular meeting and announced the Commission’s decision. A motion was made by Hicks, seconded by Vice President McGilton-McGlamery, to approve a 7% merit increase for the Executive Director, effective October 1, 2015, and includes option for payout of up to 40 hours of unused executive leave prior to the end of each calendar year.
