OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARD ROOM, 8:00 AM Retirements: On behalf of the Commission, the Secretary presented certificates of appreciation to Ron Brisson of Harbor Department and Valerie Decker of Development Services in recognition of their 31 years of dedicated services to the City of Long Beach. Representatives from the Harbor Department and Development Services were present, and spoke on their behalf. The Commission congratulated them on their retirement. 1. 17-163CS Recommendation to approve minutes: Regular Meeting of August 2, 2017 A motion was made by Commissioner Perry, seconded by Vice President Smith Watts, to approve recommendation. Garner, General Manager, Water Department) The Secretary briefed the Commission regarding this request. Jessica Stoudenmire was present to answer any questions. Commissioner Arias asked whether the extension of 522 hours will permit Christopher Trevino enough time to obtain the required training. Ms. Stoudenmire replied, yes. A motion was made by Commissioner Hicks, seconded by Vice President Smith Watts, to approve recommendation. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARD ROOM, 8:00 AM 8. 17-170CS RECOMMENDATION FOR SELECTIVE CERTIFICATION - Assistant Administrative Analyst Communication from Christopher J. Garner, General Manager, Water Department The Secretary briefed the Commission regarding this request. Krista Reger, Water Conservation Specialist from Water Department was present to answer any questions. Commissioner Perry asked a question from Ms. Reger. The question was; prior to making the selective certification request, whether the applicants the Water Department was looking for did not have a bachelor’s degree in the specific area, or whether they did not have any bachelor’s degree. Ms. Reger informed that these are new positions, and anyone who is hired for that position needs the required degrees. Ms.Taylor-Sherwood informed that the current employees who work in the Water Resources Bureau have the required competency. Ms. Taylor-Sherwood also mentioned that the department has requested the selective certification to guarantee that the new hires have a similar background and experience as same as the current employees. Commissioner Hicks asked how does the criteria specified in the selective certification request fit into the Assistant Administrative Analyst classification. Ms. Taylor-Sherwood informed that the required criteria are specified under desirable qualifications of job bulletins posted by the Civil Service Department A motion was made by Commissioner Hicks, seconded by Commissioner McGilton-McGlamery, to approve recommendation. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARD ROOM, 8:00 AM 9. 17-171CS RECOMMENDATION TO APPROVE PROTEST OF EXAMINATION ITEM(S) - Fire Engineer Staff Report prepared by Shellie Goings, Personnel Analyst The Secretary briefed the Commission regarding this request. Ms. Goings was present to answer any questions. Training Captain, James Farley of the Fire Department was present to answer any questions. Ms. Goings updated the Commission regarding the protest period and provided a detailed report of the nature of protests made by applicants. Captain Farley answered the questions of the Commissioners. After further discussion, the Commission approved protest of examination with the exception of question number 7. A motion was made by President Arias, seconded by Commissioner Perry, to approve recommendation with the exception of item 7. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARD ROOM, 8:00 AM MANAGERS’ REPORT Recruitment & Selection Special Projects Administration Support Services Executive Director Recruitment & Selection: Ms. Slaten updated the Commission regarding upcoming exams. Ms. Slaten thanked the Long Beach Gas & Oil Department for their assistance in conducting Gas Field Service Representative written exams. Ms. Slaten thanked Ms. Valdoria and Sheryl Bender of Harbor Department for their participation at Long Beach Police Department Youth Academy Event held at California State University Long Beach. Ms. Slaten informed the Commission regarding the Administrative Analyst pre-posted job bulletin. Ms. Slaten updated the Commission about the proposal of using the computer lab located at the Long Beach City College. Special Projects: Ms. McDonald updated the Commission regarding the requisition project that she is currently engaged in. Ms. McDonald thanked Ms. Martinez of Human Resources Department for her contribution on moving the project forward. Ms. McDonald thanked and congratulated the summer high school interns, Ozzie Pulido and Nnennaya Nkele for their contribution in implementing the City of Long Beach classified job descriptions and job classification specifications more user friendly. Ms. McDonald thanked Sharon Hamilton and Keion Bryant for their supervision and assistance with the project. The interns presented a video on Equipment Operator job classification that they completed during the internship. The interns thanked the Civil Service Commission and the staff members of the Civil Service Department for making their internship effective. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARD ROOM, 8:00 AM Executive Director: Ms. Taylor-Sherwood thanked Ms. McDonald, Ms. Hamilton, and Mr. Bryant for their contribution in making the internship of the summer high school interns successful. Ms. Taylor-Sherwood thanked Ms. Slaten for building relationships with external agencies of the City of Long Beach to expedite the services provided by the Civil Service Department. Ms. Taylor-Sherwood thanked Ms. Martinez for her contribution on the requisition project. Ms. Taylor-Sherwood updated the Commission regarding her training on State Volunteer and Donations Management course. Ms. Taylor-Sherwood informed the Commission regarding the presentation she made at International Leadership for WRIPMA-HR. Ms. Taylor-Sherwood informed that she was offered to serve on the regional board. The Commissioners congratulated Ms. Taylor-Sherwood of her accomplishment. UNFINISHED BUSINESS Commissioner Hicks asked about the status of the Special Services Officer position. Commissioner Hicks suggested that this item should be agendize for the next commission meeting. Commissioner Smith Watts requested for documents which provide background information on the status of the Special Services Officer position with other agencies. Commissioner Perry suggested that stake holders should be invited for the discussion. Ms. Rau stated that the Human Resources Department is currently working diligently with the Civil Service Department and other unions on this matter. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARD ROOM, 8:00 AM NEW BUSINESS Commissioner Perry appreciated the diversity and inclusion of people who are working and contributing for the implementation of the City of Long Beach. Commissioner Perry stated that the Civil Service Department provides an example for inclusiveness. Commissioner Perry thanked the Commissioners, the Executive Director, and all the others who work toward the progress of the City of Long Beach. COMMENTS FROM PUBLIC – The Civil Service Commission will hear from members of the public on matters within the Commission’s jurisdiction. Ms. Lewis thanked the Civil Service Commission, Ms. Taylor-Sherwood, Ms. Slaten, McDonald, Ms. Hamilton, Mr. Bryant, and the Human Resources Department for their efforts in making the high school internship program a success.
