MINUTES A motion was made by Vice Chair Highberger, seconded by Commissioner Smith, to approve recommendation. REGULAR AGENDA (2) 1 17-025CH Recommendation to approve a Certificate of Appropriateness request for a façade renovation and upgrades on a non-contributing apartment building with 21 affordable housing units, located at 475 W. 5th Street, within the Drake Park/Willmore City Historic District. (District 1) Christopher Koontz, Advance Planning Officer, introduced Alison Spindler, Planner, who presented the staff report. Vice Chair Highberger spoke.
