Retirement Certificate Presentation On behalf of the Civil Service Commission, Executive Director and Secretary Kandice Taylor-Sherwood presented a Certificate of Appreciation to Gas Pipeline Welder/Layout Fitter, Carl Rogers, for 27 years, 2 months of distinguished and exemplary service to the City of Long Beach. Bob Dowell, Director of Long Beach Gas & Oil; Nathan Lynch, Superintendent, Pipeline Maintenance Division; and Michael Ulichney, Gas Maintenance Supervisor II, Pipeline Maintenance Division, spoke on behalf of the Long Beach Gas & Oil Department, to recognize and highlight Mr. Rogers’ career with the City of Long Beach. Wendell Phillips, General Counsel of the Association of Long Beach Employees (ALBE), acknowledged the contributions Mr. Rogers made to ALBE as a representative of the Union. The Commission congratulated Mr. Rogers on his retirement. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM 11. 18-034CS RECOMMENDATION TO APPROVE EXAMINATION RESULTS - FIRE RECRUIT Staff Report by Shellie Goings, Personnel Analyst Shellie Goings, Personnel Analyst, briefed the Commission on the extensive recruiting efforts for the Fire Recruit position. Civil Service received 2,930 applications for the position. Upon concluding testing efforts through the National Testing Network (NTN), 1,607 applicants were placed on the eligible list. Commissioner Hicks asked Ms. Goings what her impression was of conducting examinations through NTN. Ms. Goings stated that NTN was very responsive to any requests for additional testing dates, or concerns that were made regarding testing sites. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM Absent: 2 - Rick McGilton-McGlamery and Robin Perry 13. 18-037CS RECOMMENDATION FOR EXTENSION OF PROBATIONARY PERIOD - Robert Brothers, Special Services Officer III-Armed Communication from Stacey Lewis, Director of Human Resources, Harbor Ms. Taylor-Sherwood briefed the Commission on this request. Drew Schneider, Assistant Director of Security, and David Espinoza, Administrative Analyst / Senior Human Resources Business Partner, Harbor Department, were present to answer questions from the Commission. Mr. Espinoza clarified that the first request to extend the probation of SSOIII Brothers will end on March 21, 2018. This current request to extend probation for SSOIII Brothers will commence upon the conclusion of the first probation extension. Ms. Taylor-Sherwood explained that both SSOIII Alcaraz and SSOIII Brothers recently completed POST Modular training, and only require additional time to complete the Field Training Officer (FTO) program to demonstrate proficiency in the classification. Luna, Chief of Police, Long Beach Police Department Ms. Taylor-Sherwood briefed the Commission on this request. Christopher Silva was present at the Commission meeting. Paula Gallegos, Personnel Administrator, Police Department, was present to answer questions from the Commission. Commissioner Hicks requested that in the future, he would like to see more detailed research and background information provided by the Departments regarding reappointment requests. The Commission welcomed Mr. Silva back to the Police Department and the City of Long Beach. A motion was made by Vice President Smith Watts, seconded by Commissioner Hicks, to approve recommendation. Russ Ficker, Personnel Officer, Public Works Department, was present to answer questions from the Commission. Mr. Ficker explained the background of Mr. Luna’s previous employment with the City of Long Beach. The Commission engaged in discussion regarding the reappointment of resigned employees, ultimately approving this request. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM MANAGERS’ REPORT Recruitment & Selection Special Projects Administration Support Services Executive Director Recruitment & Selection Ms. Sheree Valdoria, Personnel Analyst, spoke on behalf of Deputy Director and Recruitment & Selection Division Manager Crystal Slaten. Ms. Valdoria acknowledged Shellie Goings, Personnel Analyst for leading the recruitment efforts for the Fire Recruit position. Ms. Valdoria also thanked An Lan Pham, Assistant Administrative Analyst, for assisting Ms. Goings with the extensive recruitment and testing process. Ms. Valdoria acknowledged Kris Ramos, Assistant Administrative Analyst, who is leading the recruitment efforts for Police Recruit. 715 applications have been received to date. Police Recruit information workshops have been scheduled for February 20, and 28, 2018, at 6:00 p.m., at the Long Beach Police Academy, 7290 Carson Street, in Long Beach. More information can be found on the Civil Service Department social media website. Mr. Ramos participated in a recruiting event at Camp Pendleton. Mr. Ramos and Maria Macias, Personnel Assistant attended the Andy Street event to promote the Police Recruit position. Civil Service staff will also attend recruiting events at CSULB, CSUDH, the Black College Expo, and the Tet Festival (Celebration of the Lunar New Year) at the OC Fair Complex. Ms. Valdoria announced that Deputy Director Crystal Slaten is an Advisory Board member of the Computer Application and Technology Department at East Los Angeles College. Ms. Slaten has encouraged students at East LA College to apply for technology positions with the City of Long Beach. Ms. Valdoria announced that Shellie Goings, Personnel Analyst, is leading the Civil Service Department’s CSULB Internship program. Part-time Clerical Aides will also assist the Department in proctoring examinations. Ms. Valdoria introduced Ms. Carmelita Underwood of the Harbor Department who has been selected to assist Civil Service with Harbor Department recruitments. Special Projects Ms. McDonald announced that representatives from Development Services, Long Beach Gas Page 12 of 15 CITY OF LONG BEACH WEDNESDAY, FEBRUARY 7, 2018 CIVIL SERVICE COMMISSION 333 W. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM & Oil, and Public Works have been added to the Rules and Regulations Committee. Committee members have changed over the past few years, however Meg Rau, Fire Department Administrative Officer has been a constant throughout the review process. Ms. McDonald will devise a plan to present the Rules and Regs in their entirety to the current Committee for a final review, and identify a target date to bring Committee recommendations to the Commission, Unions, and ultimately to the City Council for approval and adoption. Last week, Ms. McDonald assisted the City of Commerce with NEOGOV training as they are relatively new users of the system. Ms. McDonald explained that opportunities such as these are extremely beneficial as it sharpens the skills of the instructor, enhances networking, and provides valuable training and guidance to our colleagues in neighboring cities that also utilize NEOGOV. Administration Support Services Ms. Alamo announced a new component to the Certification Desk, wherein Administrative Officers can create dispositions directly into NEOGOV. Disposition attachments will no longer be required which will streamline the HR1 process. Ms. Alamo attended an ERP meeting, where it was announced that Financials, which historically started in July of each year, will be moved to coincide with the beginning of each fiscal year. Executive Director’s Report Ms. Taylor-Sherwood acknowledged Sheree Valdoria, Personnel Analyst, who was instrumental in launching the first unproctored on-line exam. Ms. Taylor-Sherwood appreciated Ms. Valdoria’s willingness to collaborate with Financial Management to execute a new testing process. Ms. Taylor-Sherwood acknowledged Shellie Goings, Personnel Analyst, who volunteered to mentor the three CSULB Interns, and lead the Industrial Organizational Psychology Internship Program. Ms. Taylor-Sherwood explained it was an exceptional opportunity for professional growth for Ms. Goings, as well as an extraordinary benefit for the Civil Service Department. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM UNFINISHED BUSINESS President Arias announced that during the last CSC meeting, a subcommittee was formed to study the role of Civil Service in developing classification specifications. President Arias will be requesting updates from subcommittees during future Commission meetings. Commissioner Hicks inquired if there was an update on the Special Services Officer classification. Ms. Taylor-Sherwood advised that she and Deputy Director Crystal Slaten met with Debbie Mills to discuss the SSO classification. Ms. Mills has held interviews to gather data and identify requirements of the classification. Civil Service has offered to create on on-line survey to poll incumbents of the position to assist Ms. Mills in compiling more data to further her study. The Commission was pleased to hear of the progress being made. NEW BUSINESS COMMENTS FROM THE PUBLIC - The Civil Service Commission will hear from members of the public on matters within the Commission's jurisdiction. Vice-President Smith-Watts announced that she attended Yesterday, Today, and Tomorrow, a Black History event. It was the fourth year that the City of Long Beach helped to sponsor the event. Vice-President Smith-Watts was pleased to see members of Civil Service and the Police Department in attendance. The event is held at the Expo Center in Bixby Knolls on the first Friday in February each year.
