A motion was made by Commissioner Hicks, seconded by Vice President Smith Watts, to approve recommendation. Greg McMullen/Police Officer/Police (25 yrs., 1 mo.) Beverly Nieves/Personnel Analyst III-Confidential/Human Resources (30 yrs., 2 mos.) On behalf of the Civil Service Commission, Executive Director and Secretary Kandice Taylor-Sherwood presented a Certificate of Appreciation to Detective Greg McMullen, for 25 years, 1 month of distinguished and exemplary service to the City of Long Beach. Lieutenant Joe Gaynor, of the Investigations Bureau, Detective Division, spoke on behalf of the Police Department, to recognize and highlight Detective McMullen’s career with the Long Beach Police Department and United States Secret Service. The Commission congratulated Detective McMullen on his retirement. A motion was made to approve recommendation on the Consent Calendar. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM 8. 18-055CS RECOMMENDATION FOR A TEMPORARY CHANGE IN CIVIL SERVICE MEETING DATE(S) Staff report prepared by Kandice Taylor-Sherwood, Executive Director, Civil Service Due to the Civil Service Commission meeting of Wednesday, April 18, 2018, coinciding with the Southern California Public Management Association - Human Resources (SCPMA-HR) Annual Conference, which Civil Service personnel are scheduled to attend, it is recommended that the Civil Service Commission meetings for April 2018, be changed from April 4, 2018, and April 18, 2018, to just one meeting for the month, to be held on Wednesday, April 11, 2018. Ms. Taylor-Sherwood briefed the Commission on this request. It was moved that the regularly scheduled Civil Service Commission meetings for April 2018 (April 4, 2018, and April 18, 2018) be changed to just one meeting for the month, to be held on Wednesday, April 11, 2018, and that a contingent meeting of April 25, 2018, be scheduled in the event a city department has an urgent request that cannot wait for approval until the Commission meeting of May 2, 2018. The meeting of April 25, 2018, can be cancelled if it is deemed unnecessary. A motion was made by Vice President Smith Watts, seconded by Commissioner Hicks, to approve recommendation. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM MANAGERS’ REPORT Recruitment & Selection Special Projects Administration Support Services Executive Director Recruitment & Selection Ms. Taylor-Sherwood spoke on behalf of Deputy Director and Recruitment & Selection Division Manager Crystal Slaten. Ms. Taylor-Sherwood thanked Vaniah De Rojas, Economic Development Administrative Officer, for connecting Workforce Development to Civil Service to determine if interns can be assigned to Civil Service on a year-round basis. Shellie Goings, Personnel Analyst, provided the Commission with an update on research projects the CSULB interns have chosen as part of their practicum. Maria Macias, Personnel Assistant, will be attending LBUSD Career Day on Thursday, March 8, 2018. Kris Ramos, Assistant Administrative Analyst, is managing the Police Recruit application and testing process; deadline to file has been extended to March 16, 2018. Special Projects Ms. McDonald advised that Sharon Hamilton, Special Projects Division Webmaster, has updated the Civil Service website with a new tab which connects to current eligible lists. Keion Bryant, Administrative Analyst-NC, will be job shadowing at Long Beach TV, providing an excellent opportunity to enhance his expertise in videography, and build on his technology degree. Ms. McDonald is working with Sofia Style, FUSE Executive Fellow on the Hire Smart On-Line Workflow model. After a presentation is given to the Assistant City Manager, results of the project will be shared with the Commission. Administration Support Services Ms. Alamo updated the Commission on the Alternate Certification project, and will be creating a procedures manual for future reference. She also updated the Commission on the 2016 open requisition project. Ms. Alamo will be attending the FY19 budget kick-off meeting later this morning, during which Page 7 of 10 CITY OF LONG BEACH WEDNESDAY, MARCH 7, 2018 CIVIL SERVICE COMMISSION 333 W. Executive Director’s Report Ms. Taylor-Sherwood acknowledged staff for their efforts to address work backlog, document policies and procedures, and continually look for opportunities to learn and create workflow efficiencies. UNFINISHED BUSINESS President Arias asked for an update from subcommittee members. Commissioner McGilton-McGlamery advised that the Experience Credit Subcommittee will be meeting on Thursday, March 22, 2018. NEW BUSINESS Commissioner McGilton-McGlamery commended Civil Service staff for their hard work, dedication, and continous efforts to enhance Civil Service processes and operations. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM 9. 18-056CS CLOSED SESSION - Executive Director’s Performance Evaluation; Public Employee Discipline/Dismissal/Release (Pursuant to Paragraph (b)(1) of Section 54957 of the California Government Code) President Arias announced before going into the Closed Session, that she wanted to ensure there was no misunderstanding regarding the purpose of the session. President Arias then moved to strike the heading: Public Employee Discipline/Dismissal/Release, from the Closed Session, clarifying that the Commission will not be discussing that topic. A motion was made by Commissioner Hicks, seconded by Vice President Smith Watts, to approve the recommendation to strike the heading: Public Employee Discipline/Dismissal/Release from the Closed Session.
