President Arias asked Vice-President Smith Watts to lead the Pledge of Allegiance.
President Arias announced that Vice-President Smith Watts is a recipient of Mayor Robert
Garcia’s Go Long Beach award. Vice-President Smith Watts received the acknowledgement
for her involvement in numerous community organizations and activities, and for her
dedication and commitment to the City of Long Beach.
Mayor Garcia's 8th annual Go Long Beach Awards event was held on Friday, March 16,
2018.

Disability Retirement Appeal 07-DR-1617, Suggested Date June 21,
2018
President Arias announced that Agenda Item #6 - Recommendation to
approve reschedule for hearing(s), would be removed from the Agenda,
explaining that once a Disability Retirement (DR) appeal hearing is initially
scheduled, it does not need to be placed back on the Consent Calendar
when a continuance is requested and the hearing is rescheduled.
A motion was made by Commissioner Hicks, seconded by
Commissioner Perry, to remove Item #6 from the Consent
Calendar. The motion carried by the following vote:

Communication from Glenda Williams, Director, Department of
Library Services
Ms. Taylor-Sherwood briefed the Commission on this request. The
Department of Library Services requested an extension of the provisional
appointment of Mr. Roger Estrada, Office Services Assistant III, for an
additional 400 hours.
Michael Lektorich, Executive Assistant, Department of Library Services, was
present to answer any questions from the Commission.
A motion was made by Commissioner Perry, seconded by Vice
President Smith Watts, to approve recommendation. The

Ms. Taylor-Sherwood advised the Commission that the Department of Parks,
Recreation and Marine asked to withdraw this item from the Agenda.
This CS-Agenda Item was withdrawn.
9. 18-065CS RECOMMENDATION TO DISCUSS THE CIVIL SERVICE
COMMISSION’S SCHEDULING OF EMPLOYEE APPEAL HEARINGS
Communication from Wendell Phillips, General Counsel, Association
of Long Beach Employees (ALBE)
President Arias announced that Mr. Wendell Phillips, General Counsel for
the Association of Long Beach Employees (ALBE), submitted
correspondence to the Commission, requesting that his communication on
behalf of ALBE-represented employees be agendized.
As there were no ALBE representatives present at the Commission meeting
to speak on the matter, the consensus of the Commission was to remove
Agenda Item #9 from the calendar.

Ms. Slaten updated the Commission on recent, and upcoming recruiting events.
On Friday, March 23, 2018, Ms. Slaten and Ms. Stephanie Correa will be attending Jordan
High School’s 3rd annual Career Day Expo.
Ms. Slaten and Ms. Sheree Valdoria recently met with the Dean of the DeVry University Long
Beach Campus, to develop a partnership with students and encourage them to apply for
positions with the City of Long Beach.
On Saturday, March 24, 2018, Ms. Shellie Goings and Fire Department personnel will be
attending the California Firefighter Joint Apprenticeship Committee (Cal-JAC) Career Expo,
to encourage Fire Science graduates to apply for LBFD’s Fire Recruit position.
Ms. Slaten thanked Ms. Taylor-Sherwood, Ms. Valdoria, and Ms. Carolyn Pen for their
assistance in evaluating processes, and updating forms and templates. Analysts will begin
using the revised forms to submit requests to the Commission for review and consideration.
Special Projects
Ms. McDonald advised that the Special Projects Division recently completed a Classification
Specification audit. The audit was necessary as Civil Service became aware of a
classification title change that had not been presented to the Commission for approval.
Mr. Keion Bryant compared classification titles from Salary Resolution 2013, to the current
Resolution, to identify any classification titles that may have changed. Mr. Bryant confirmed
that only one classification title had changed.
Ms. McDonald advised that Human Resources will be submitting a formal request to the
Commission to adopt the new classification title, and she thanked Mr. Bryant for his efforts in
completing the audit.
Administration Support Services
Ms. Alamo advised that Administration Support Services staff attended LB COAST overview
training of ERP (Enterprise Resource Planning), the new Financial Management and Human
Resources system that will replace the city’s current system.

Ms. Alamo also provided the Commission with an update on the Civil Service budget for
FY19. Ms. Alamo, Ms. Taylor-Sherwood, and the Commission engaged in discussion
regarding potential impacts to Civil Service Department services and personnel.
Executive Director’s Report
Ms. Taylor-Sherwood announced that Civil Service will be presenting an informational
overview of the Performance Management Pilot Study. The overview and kick-off will be held
at Harbor Department Headquarters on Thursday, March 29, 2018.
Ms. Taylor-Sherwood extended an invitation to anyone who is interested in seeing the pilot
project, to attend any of the two-hour training sessions which will conducted throughout the
day on March 29th.
After a feedback period, estimated to conclude in June 2018, Civil Service will make
improvements and determine what the final Classified Performance Evaluation form will look
like and how city departments will implement it.
Ms. Taylor-Sherwood updated the Commission on the three CSULB interns who are working
on directed project assignments and are assisting Analysts with Public Works and Water
Department exams.

UNFINISHED BUSINESS
As a reminder, during the Civil Service Commission meeting on Wednesday, March 7,
2018, it was moved that the regularly scheduled meetings for April 2018 (April 4, 2018,
and April 18, 2018), be changed to just one meeting for the month, to be held on
Wednesday, April 11, 2018.
This change was requested in order for Civil Service personnel to attend the Southern
California Public Management Association - Human Resources (SCPMA-HR) annual
conference on April 18, 2018.
A contingent meeting for April 25, 2018, is tentatively scheduled in the event that a city
department has an urgent request that cannot wait for approval until the next regularly
scheduled Commission meeting on May 2, 2018. The meeting of April 25, 2018, can be
cancelled if it is deemed unnecessary.
The motion carried, and the Civil Service Commission meeting schedule for April 2018
will be:
April 11, 2018
April 25, 2018 - (Contingent on need; will be cancelled if deemed unnecessary).
NEW BUSINESS
Commissioner Hicks asked Ms. Taylor-Sherwood to check on the status of the Special
Services Officer classification. Ms. Taylor-Sherwood confirmed that she would and will report
her findings at a future meeting.
President Arias asked for an update on subcommittees, and Commissioner Perry advised
that the Experience Credit Subcommittee is scheduled to meet on Thursday, March 22, 2018.
