On behalf of the Civil Service Commission, Executive Director and Secretary Kandice Taylor-Sherwood presented a Certificate of Appreciation to Gas Pipeline Welder/Layout Fitter, Scott Wheeler, for 32 years, 7 months of distinguished and exemplary service to the City of Long Beach. Bob Dowell, Director of Energy Resources, and Nathan Lynch, Superintendent of the Pipeline Maintenance Division spoke on behalf of the Department of Energy Resources, to recognize and highlight Mr. Wheeler’s career with the City of Long Beach. Wendell Phillips, General Counsel for the Association of Long Beach Employees (ALBE), acknowledged the contributions Mr. Wheeler made to the City of Long Beach while in his position with the Department of Energy Resources, and as a member of ALBE. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM 8. 18-073CS RECOMMENDATION FOR PROVISIONAL RECRUITMENT - Port Planner Communication from Stacey Lewis, Director of Human Resources, Harbor Ms. Taylor-Sherwood briefed the Commission on this request, advising that the form and process by which City Departments request Provisionals has been updated. Sandy Witz, Assistant Director of Human Resources for the Harbor Department was present to answer questions from the Commission. President Arias clarified that during the January 2018 subcommittee meeting, Provisional Recruitments were identified as one of the item requests recommended for process streamlining. A discussion ensued with Ms. Taylor-Sherwood, Ms. Slaten, Ms. Witz, President Arias, Commissioner Hicks, Ms. McDonald, and Vice-President Smith Watts. The request was ultimately approved. Sheryl Bender, Superintendent of Personnel and Training, Department of Parks, Recreation and Marine was present to answer questions from the Commission. Vice-President Smith Watts was excused during the discussion of this matter and therefore did not cast a vote on this Agenda Item. A motion was made by Commissioner Hicks, seconded by Commissioner McGilton-McGlamery, to approve recommendation. David Espinoza, Administrative Analyst / Senior Human Resources Business Partner, Harbor Department was present to answer questions from the Commission. A discussion ensued with President Arias, Mr. Espinoza, and Commissioner McGilton-McGlamery. The request was ultimately approved. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM MANAGERS’ REPORT Recruitment & Selection Special Projects Administration Support Services Executive Director Recruitment & Selection Ms. Slaten invited the Commission to attend the Cambodian New Year celebration at El Dorado Park on Saturday, April 21st. Police and Fire personnel will be in attendance again this year, as they were in 2017. Ms. Slaten participated in the Port of Long Beach Summer High School Internship interview panel on Friday, April 13th. High school juniors and seniors interested in working for the Harbor and other city departments were interviewed. The Civil Service Department anticipates accepting one student for the Summer Internship program. On Friday, April 13th, the Office of the City Auditor and CSULB hosted a tour at City Hall for CSULB finance students, to showcase finance-related positions with the City of Long Beach. Ms. Slaten was encouraged to see students showing a true interest in applying for city positions. Ms. Slaten advised that the Civil Service Department has a current vacancy for a Personnel Analyst position. Montage interviews of applicants will be conducted on Monday, April 16th. Ms. Slaten announced that Ms. An Lan Pham, Assistant Administrative Analyst, is getting married on April 15th. The Commission congratulated Ms. Pham on her impending wedding. Special Projects Ms. McDonald congratulated President Arias and Vice-President Smith Watts on their reappointments as President and Vice-President to the Civil Service Commission for another one-year term. Ms. McDonald advised the Pilot Program for Performance Management kicked off on March 29th, and was well attended by personnel from nine city departments. Another training session is scheduled for Thursday, April 12th. Ms. McDonald advised that Keion Bryant is continuing to update the Civil Service website. Commissioner McGilton-McGlamery thanked Mr. Bryant for his hard work and dedication. Administration Support Services Ms. Alamo advised the Commission that budget scenarios for Civil Service FY19 operations Page 11 of 15 CITY OF LONG BEACH WEDNESDAY, APRIL 11, 2018 CIVIL SERVICE COMMISSION 333 W. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM were submitted to the Financial Management Department for review. Ms. Alamo updated the Commission on the anticipated implementation of the Tyler Munis financial system. President Arias inquired as to when Civil Service might receive feedback regarding FY19 budget scenarios. Ms. Alamo will continue to monitor the situation and update the Commission. Executive Director’s Report Ms. Taylor-Sherwood acknowledged Leadership Long Beach for receiving a Key to the City during the City Council meeting on Tuesday, April 3, 2018. Ms. Taylor-Sherwood also acknowledged Vice-President Smith Watts for her participation and being highlighted in the Leadership Long Beach video presentation which was played during the meeting. Ms. Taylor-Sherwood announced the first session of the Executive Program of Leadership Long Beach just kicked off. Sandy Witz, Assistant Director of Human Resources for the Harbor Department is assisting with the program. Ms. Taylor-Sherwood acknowledged the Special Projects Division Team of Ms. McDonald, Sharon Hamilton, and Keion Bryant for their hard work, dedication, and expertise in producing excellent product and results for the recent Performance Management Pilot Project. Ms. Taylor-Sherwood is looking forward to automating the Employee Performance Evaluation process. Ms. Taylor-Sherwood congratulated Ms. Pham on her impending wedding and her extraordinary efforts to elevate Civil Service via social media. Ms. Taylor-Sherwood asked Ms. Pham to provide the Commission with an overview of recent updates. In addition to her primary responsibilities as an Assistant Administrative Analyst in the Recruitment and Selection Division, Ms. Pham began updating Civil Service social media in December 2017, focusing on Twitter, Facebook, and Instagram. In four short months, Ms. Pham has increased the Civil Service Instagram account with 400 new followers. Ms. Pham has also included LinkedIn users. She has elevated the profile of Civil Service by giving its social media a fresh new look, and rebranding it by including career tips, and personal and professional growth tips, in addition to information about current and upcoming job postings. Ms. Pham advised that the Civil Service Department has received excellent feedback from social media users. Ms. Taylor-Sherwood is a board member of the Western Region International Public Page 12 of 15 CITY OF LONG BEACH WEDNESDAY, APRIL 11, 2018 CIVIL SERVICE COMMISSION 333 W. She will be presenting at the 2018 Western Region Conference in Sacramento from April 25th to 27th. UNFINISHED BUSINESS President Arias asked for subcommittee updates. Commissioner McGilton-McGlamery advised that the Experience Credit subcommittee met recently, and Commissioner Perry will prepare a report of their findings and recommendations, to be submitted at a future meeting. NEW BUSINESS COMMENTS FROM THE PUBLIC – The Civil Service Commission will hear from members of the public on matters within the Commission’s jurisdiction. Mr. Wendell Phillips, General Counsel for the Association of Long Beach Employees (ALBE) addressed the Commission regarding two issues, both occurring in the Department of Public Works. One issue involves employees working out of their classification; the second involves the assignment of overtime. Mr. Phillips advised he will submit a formal letter to the Commission on these matters. Ms. McDonald thanked Sharon Hamilton, Keion Bryant and Sandy Witz for their assistance with the Performance Management Pilot Project kickoff. In addition to the nine city departments that participated during the March 29th session, representatives from two unions also participated in the pilot project; the IAM and the POA. 12. 18-077CS CLOSED SESSION - Executive Director’s Performance Evaluation; (Pursuant to Paragraph (b)(1) of Section 54957 of the California Government Code) President Arias recessed the Commission to a Closed Session.
