Ms. Slaten briefed the Commission on this request.
President Arias complimented the Department of Public Works for how
clearly their request was articulated on the Provisional Request form.
Russ Ficker, Personnel Officer for the Department of Public Works
explained the Department’s need for the provisional recruitment.

Recruitment & Selection
As today, Wednesday, April 25, 2018, is Administrative Professionals Day, Ms. Slaten asked
all Civil Service Department Administrative Professionals to stand and be recognized by the
Commission for their hard work and dedication to the Department.
Ms. Slaten advised that Recruitment and Selection Division staff attended the Cambodian
New Year Festival on Saturday, April 21st, at El Dorado Park.
Ms. Slaten estimates that the testing process for Police Sergeant and Police Lieutenant may
begin again before the end of this year, several months sooner than initially anticipated.
Ms. Slaten advised that Civil Service hopes to fill the vacant Personnel Analyst position in the
Recruitment and Selection Division in the very near future.

Special Projects
Ms. McDonald updated the Commission on the status of the NEOGOV Performance
Management study, advising that 35 people attended the first training session. The next
phase of the study will commence next month with participants completing ratings in the
system.
Ms. McDonald created templates for departments to use for their online requisition workflow.
Sofia Style, FUSE Executive Fellow, will also use the templates to streamline and identify
efficiencies with the requisition process.
Administration Support Services
No updates as Ms. Alamo was attending an off-site training course today.
Executive Director’s Report
No report as Ms. Taylor-Sherwood is a board member of WRIPMA and is presenting at the
annual WRIPMA conference in Sacramento this week.
Ms. Slaten advised that the CSULB interns will be completing their practicum projects in early
May. The Department is researching the possibility of extending the interns time in the Civil
Service Department if additional funding becomes available through the original funding
Departments; Public Works and the Water Department.
UNFINISHED BUSINESS
NEW BUSINESS
President Arias cordially invited everyone to attend a reception next Wednesday, May 2,
2018, immediately after the Civil Service Commission meeting, to honor Commissioners
Charles Hicks, Jr., Ricky McGilton-McGlamery, and Robin Perry. The reception will be held
in the Civil Service Training Room.
President Arias announced that Commissioners Hicks, Jr., McGilton-McGlamery, and Perry
will be leaving the Civil Service Commission. She thanked them for their dedication,
professionalism, and extraordinary service to the City of Long Beach, its employees and the
Civil Service Commission. Their commitment and expertise is deeply appreciated and will be
greatly missed.
President Arias commented on a meeting that she, Ms. Taylor-Sherwood, and Mr. Wendell

Phillips, General Counsel to the Association of Long Beach Employees (ALBE), had recently
regarding the scheduling of hearings. A discussion followed between the Commissioners and
Gary Anderson, Advising Counsel to the Commission.

10. 18-087CS CLOSED SESSION - Executive Director’s Performance Evaluation
(Pursuant to Paragraph (b)(1) of Section 54957 of the California
Government Code)
At 8:25 a.m., President Arias recessed the Commission to a Closed
Session. Upon returning from the Closed Session, President Arias
announced the Commission's decision regarding Ms. Taylor-Sherwood's
Annual Performance Evaluation.
A motion was made by Commissioner Hicks, seconded by
Commissioner McGilton-McGlamery, to approve
recommendation to approve a 3% merit increase for the
Executive Director, effective May 1, 2018, and includes an
option for payout of up to 40 hours of unused executive leave
prior to the end of each calendar year. The motion carried by
the following vote:
