Richard Suarez, Grand Lodge Representative of the International Association of Machinists and Aerospace Workers (IAM) addressed the Commission. The IAM is currently in the Meet and Confer process with the Police Department and the Long Beach Airport regarding a proposal to have LBPD assume command of training Special Services Officers assigned to the Airport. Mr. Suarez asked the Civil Service Department to monitor the situation. He also asked the Commission to evaluate the proposed changes if it is within the scope of their responsibilities. 1. 18-155CS Recommendation to approve minutes: Regular Meeting of August 1, 2018 A motion was made by Vice President Smith Watts, seconded by Commissioner Morrison, to approve recommendation. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM 3. 18-157CS Recommendation to receive and file bulletin(s): Housing Assistance Coordinator Painter Supervisor Permit Technician Petroleum Operations Coordinator President Arias requested a motion to pull one agenda item for discussion, specifically Agenda Item #3 - the Housing Assistance Coordinator job bulletin. Vice President Smith Watts made the motion to pull the bulletin. A brief discussion followed with Vice President Smith Watts, Principal Deputy City Attorney and Advising Counsel Gary Anderson, President Arias and Commissioner Gonzalez Edmond. President Arias then asked for a motion to approve Consent Calendar Items #2 through #6, with the exception of the Housing Assistance Coordinator job bulletin under Agenda Item #3. The motion was made by Vice President Smith Watts, seconded by Commissioner Morrison, and the motion passed. President Arias then explained that the requirements to file described in the Housing Assistance Coordinator job bulletin need to be corrected because Associate of Arts degrees are not awarded in the specific fields of Public Health, Public Administration or Social Work. President Arias requested the requirements be corrected to reflect that applicants may qualify by having an AA degree with an emphasis in Social Sciences, Public Services, or Health Sciences. A discussion followed with President Arias, Bureau Manager for the Housing Authority Alison King, Vice President Smith Watts, Advising Counsel Gary Anderson and Ms. Taylor-Sherwood. President Arias then requested a motion to approve the Housing Assistance Coordinator job bulletin with the understanding that the requirements to file will be corrected to reflect currently available Associate of Arts degrees awarded by Community Colleges, so that the job bulletin may still be posted on Friday, August 17, 2018, as indicated on the bulletin. Alison King, Bureau Manager of the Housing Authority for the Department of Health and Human Services was present to answer questions from the Commission. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM 8. 18-162CS RECOMMENDATION TO APPROVE PROTEST OF EXAMINATION ITEM(S) - Fireboat Pilot Staff Report prepared by Sheree Valdoria, Personnel Analyst Staff Report presented by Shellie Goings, Personnel Analyst Ms. Taylor-Sherwood turned the meeting over to Shellie Goings, Personnel Analyst who explained the details of the protest of the Fireboat Pilot examination. Ms. Goings advised that Jim Arvizu, Battalion Chief of the Fire Prevention Bureau, and Michael Caputo, Captain of the Fire Operations Bureau were present to answer any questions from the Commission. A discussion followed with Vice President Smith Watts, President Arias and Ms. Goings, with the recommendation ultimately being approved. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM MANAGERS’ REPORT Recruitment & Selection Special Projects Administration Support Services Executive Director Recruitment & Selection Ms. Slaten invited the Commissioners to attend Beach Streets on Shoreline Drive, scheduled for Saturday, August 25, 2018, from 5:00 to 10:00 p.m. RSD staff will be recruiting at this event. Ms. Slaten also invited Commissioners to attend the Ready Long Beach 2018 Emergency Preparedness Expo, presented by Long Beach CERT, scheduled for Saturday, September 15, 2018, from 10:00 a.m. to 4:00 p.m. at the CSULB Pyramid. RSD staff will be recruiting at this event as well. Ms. Slaten reported on the City Council budget information session she attended on Tuesday, August 14th. Long Beach Police and Fire will be conducting back-to-back academies. RSD staff will be planning for these upcoming recruiting needs. Analyst Kris Ramos is responsible for the Police Recruit continuous application process. To date, he has received almost 600 applications. A Police Recruit informational workshop was held recently at the Police Academy and was well attended. Mr. Ramos announced two more Police Recruit informational workshops; one which will be held on Tuesday, August 28, 2018, and another on Saturday, September 15, 2018, for those who cannot attend workshops during the week. Ms. Slaten updated the Commission regarding on-line test vendors being used and evaluated by Civil Service. Ms. Slaten is encouraging other city departments to consider using on-line testing for their position classifications. Special Projects Ms. McDonald thanked Sharon Hamilton and Keion Bryant of the Special Projects Division for their help and support during recent weeks. OCEAN BLVD., 7TH FLOOR MINUTES CIVIL SERVICE BOARDROOM, 8:00 AM Executive Director’s Report Ms. Taylor-Sherwood updated the Commission on the RFP for on-line and broad-based testing. She thanked Geoffrey Hall, Assistant to the City Manager, for his help in facilitating the RFP through the City Manager’s Office, and Tommy Ryan, Buyer with the Procurement Services Division in Financial Management, for his assistance with the final version of the RFP. A Webex meeting has been scheduled for Thursday, September 13, 2018, for prospective vendors to participate in the RFP process. Ms. Taylor-Sherwood thanked the City Manager’s Office for supporting the RFP; it will put Civil Service on a new and streamlined trajectory for testing processes. Ms. Taylor-Sherwood advised she will be speaking again at the Northern California Chapter of the International Public Management Association (NCCIPMA) Emerging Leaders Program, scheduled for October 24 - 26, 2018, in Oakland. She also congratulated Sheila Chan from the Harbor Department, who has been accepted into the Emerging Leaders Program. On Tuesday, August 14, 2018, Ms. Taylor-Sherwood coordinated a meeting with Porter Gilberg, Executive Director of The LGBTQ Center of Long Beach, and executives from the City and CSULB, to discuss the development of polices and guidelines for LGBTQ employees and prospective employees. Ms. Taylor-Sherwood invited everyone to attend a workplace inclusion and diversity presentation by Porter Gilberg, scheduled for Wednesday, August 29, 2018, 10:00 a.m. to 12:00 noon in the Council Chambers. Ms. Taylor-Sherwood also invited everyone to attend an implicit bias presentation by Lisa Stewart, scheduled for Wednesday, September 5, 2018, 10:00 a.m. to 12:00 noon in the Council Chambers. Informational flyers will be distributed soon. A discussion followed with President Arias, Ms. Taylor-Sherwood and Vice President Smith Watts, who encouraged everyone to attend the presentations. Ms. Taylor-Sherwood asked Ms. Karen Hernandez, Port of Long Beach 2018 Summer High School Intern, to come before the Commission to be recognized for the outstanding work she completed during her internship with the Civil Service Department. Ms. Taylor-Sherwood asked Ms. Hernandez to describe the projects she was involved in during her internship. Ms. Hernandez assisted Sofia Style, FUSE Executive Fellow with special projects, created graphics for Civil Service social media sites, compiled excel spreadsheets and flow charts, and assisted with the Fire Engineer examination. Ms. Hernandez received a round of applause from the Commission and audience for her successful internship this summer, and her commitment and dedication to the YLLB program. UNFINISHED BUSINESS President Arias reminded the Commissioners that she will request subcommittee updates and reports during this portion of the CSC meeting. Any final subcommittee recommendations to be presented to the Commission can be agendized for individual consideration. NEW BUSINESS Commissioner Gonzalez Edmond attended the City Council budget meeting on Tuesday, August 14, 2018, and inquired into the Commission’s role in the budget process. Vice President Smith Watts encouraged everyone to attend the Ready Long Beach 2018 Emergency Preparedness Expo, presented by Long Beach CERT (Community Emergency Response Team), scheduled for Saturday, September 15, 2018, from 10:00 a.m. to 4:00 p.m. at the Pyramid at CSULB (1250 Bellflower Boulevard, Long Beach). Vice President Smith Watts advised that Long Beach CERT, under the direction of the Long Beach Fire Department has become one of the most advanced programs in the region, and emphasized the importance of being prepared for emergency situations at all times; whether you are at home, in your vehicle, or at work. Chris Rowe, Deputy Chief of the Long Beach Fire Department Support Services Bureau, reiterated the comments by Vice President Smith Watts, advising that Ready Long Beach was recognized last year by the Federal Emergency Management Agency (FEMA), as one of the top emergency preparedness programs in the nation. Deputy Chief Rowe acknowledged Jake Heflin, the Fire Department’s CERT Program Manager for his expertise, enthusiasm, and dedication in coordinating Ready Long Beach each year. Ms. Taylor-Sherwood acknowledged Keion Bryant, Administrative Analyst-NC, for being a key contributor to Ready Long Beach four years in a row. Vice President Smith Watts added that, as a result of Keion's contributions and other Civil Service staff who have volunteered in the past, Reginald Harrison, Director of the Disaster Preparedness and Emergency Communications Department asked the Civil Service Department to facilitate the City’s Spontaneous Volunteer program.
