COMMENTS FROM THE PUBLIC – The Civil Service Commission will hear from members
of the public on matters within the Commission’s jurisdiction.
Wendell Phillips, General Counsel, Association of Long Beach Employees, introduced Roy
Robledo, Refuse Operator in the Department of Public Works. Mr. Robledo addressed the
Commission and alleged unfairness in the Public Works Department’s process to upgrade
Refuse Operators. Mr. Phillips addressed the Commission and requested that the
Commission conduct a subcommittee investigation of this issue. Vice President Smith Watts
advised Mr. Phillips that he could submit a written request to the Interim Executive Director to
investigate this matter.

Mr. Honey announced President Arias requested one modification to the
minutes of December 5, 2018 regarding Item #2, changing the following

MANAGER'S REPORT
Recruitment & Selection
Ms. Slaten thanked the team for getting all the exams together before the holiday season and
updated the Commissioners on the upcoming Clerk Typist exams.
On December 18, 2018, Kris Ramos, Assistant Administrative Analyst, Sheree Valdoria,
Personnel Analyst, Ms. Slaten met with a team from the City Attorney’s Office, Innovation
Team and the Police Department regarding a recruitment study for Police Officers.
Ms. Slaten announced An Lan Pham-Jenkins, Assistant Administrative Analyst, was
promoted to a position in the Technology and Innovation Department, and her last day will be
December 20, 2018; and Carmelita Underwood, Administrative Analyst-NC, would also be
leaving the Civil Service Department on December 20, 2018.
Special Projects
On December 4, 2018, Admin Training started with Ms. Alamo, Keion Bryant, Administrative
Analyst-NC, and Sharon Hamilton, Administrative Aide, to have a back-up when Ms.
McDonald is out of the office.
On December 10, 2018, Ms. McDonald worked with the Police Academy to automate the
tracking process on NeoGov and eliminate paper copies.
Ms. McDonald thanked Mr. Ramos for his idea to have the Police Academy staff schedule
their own orientation for the first time and streamline the process between the Police
Academy and the Police Department.
Ms. McDonald thanked Ms. Hamilton on her work with the Task feature on NeoGov that she
recently learned from a conference.
Ms. McDonald announced she was working on the electronic transfer list to streamline
several different processes.

Administration Support Services
Ms. Alamo thanked Ms. McDonald for moving the electronic transfer list forward.
Ms. Alamo announced the Administrative Support Services was working on end of the year
housekeeping to send inactive files to the Records Center. Another housekeeping task is to
send a list of open FY2017 requisitions to citywide departments to update the status of the
requisitions.
Ms. Alamo provided an update on her training for LBCoast which will eliminate paper
Personnel Transactions and timesheets.
Executive Director
Mr. Honey provided an update on the Executive Assistant recruitment.
Mr. Honey announced the department is still working on the guidelines for how to handle
requests for exceptions to rules and regulations from departments.
On December 20, 2018, Mr. Honey announced he will be meeting with Jessica Quintana with
Centro CHA regarding workforce development. Mr. Honey also announced he will be meeting
the City’s Workforce Development Team and the Economic Development Department for
recruitment partnerships.
Mr. Honey wished everyone on behalf of the Staff, a Happy Holidays, Merry Christmas and a
Great 2019.
UNFINISHED BUSINESS
Commissioner Gonzalez Edmond inquired about the vacancies in the Administrative Support
Services.
Mr. Honey and Ms. Slaten advised the Commission the positions would be filled from the
upcoming Clerk Typist Eligible List.
Commissioner Morrison inquired about how many Clerk Typist positions were open.
Ms. Slaten advised the Commission there were approximately 15-20 positions available.
