ROLL CALL Commissioners Alice Bruns, Ciara Calsita, Connie Gutierrez, Nubia Flores Present: Cedeno, David Gauthier and Deaka McClain Commissioners Sherry Diamond, Chris Karadjov and Jamone Pili Absent: FLAG SALUTE The flag salute was led by Commissioner Calsita. PUBLIC PARTICIPATION APPROVAL OF THE MINUTES 1. 18-046CA Recommendation to approve minutes from the November 8, 2018 meeting of the Citizen's Advisory Commission on Disabilities. A motion was made by Vice Chair Gauthier, seconded by Secretary Cedeno, to approve recommendation. There was no report this month. A motion was made by Vice Chair Gauthier, seconded by Commissioner Bruns, to approve recommendation. The motion carried by the following vote: Yes: 6 - Alice Bruns, Ciara Calsita, Connie Gutierrez, Nubia Flores Cedeno, David Gauthier and Deaka McClain Absent: 3 - Sherry Diamond, Chris Karadjov and Jamone Pili 3. 18-048CA Recommendation to receive and file monthly report by the Accessibility, Transportation & Services standing committee and/or adopt any recommendations this body would like to make. There was no report this month. A motion was made by Vice Chair Gauthier, seconded by Commissioner Calsita, to approve recommendation. OCEAN BOULEVARD, 1:00 PM 4. 18-049CA Recommendation to receive and file and/or approve any recommendations from the 'Stamped Concrete/Decorative Surfaces' ad hoc committee. Commissioner Bruns reported that there were no recommendations to be made this month. A motion was made by Vice Chair Gauthier, seconded by Commissioner Calsita, to approve recommendation. The motion carried by the following vote: Yes: 6 - Alice Bruns, Ciara Calsita, Connie Gutierrez, Nubia Flores Cedeno, David Gauthier and Deaka McClain Absent: 3 - Sherry Diamond, Chris Karadjov and Jamone Pili NEW BUSINESS 5. 18-050CA Recommendation to fill vacanies and make any other necessary changes to both the Youth, Employment & Programs standing commitee and the Accessibility, Transportation & Services standing committee. OCEAN BOULEVARD, 1:00 PM Yes: 6 - Alice Bruns, Ciara Calsita, Connie Gutierrez, Nubia Flores Cedeno, David Gauthier and Deaka McClain Absent: 3 - Sherry Diamond, Chris Karadjov and Jamone Pili 6. 18-051CA Recommendation to request the Accessibility, Transportation and Services standing committee review the requirement of evacuation chairs in multi-story residential buildings and bring back, if applicable, any suggested recommendations CACoD should consider forwarding to the mayor, city council and/or city manager. John Kendrick, co-founder of LB Environmental Alliance and LB Gray Panthers, requested that CACoD consider all multi-story buildings if a recommendation is made. Mr. Kendrick also expressed his concern regarding the lack of policy in general related to evac chairs, especially in earthquake zones. A motion was made by Vice Chair Gauthier, seconded by Commissioner Calsita, to approve recommendation. The motion carried by the following vote: Yes: 6 - Alice Bruns, Ciara Calsita, Connie Gutierrez, Nubia Flores Cedeno, David Gauthier and Deaka McClain Absent: 3 - Sherry Diamond, Chris Karadjov and Jamone Pili STAFF REPORT Heather Blackmun, Citywide Accessibility Coordinator, reported that the last of the Disability, Access and Functioning Needs (DAFN) Inclusionary Project working sessions wrapped up on December 12th. The consultants will present their final recommendations in mid-January. Ms. Blackmun also reported that the main library will be permanently closing its doors on Saturday, January 19th in preparation for this summer's grand opening of the new, state-of-the-art library that will be part of the new civic center. Lastly, Ms. Blackmun made sure the commission was aware of the impending Blue Line closure that will go into effect in January. FUTURE AGENDA ITEMS Commissioner Gauthier reminded the commission of the economic blueprint and airport presentations that still need to be scheduled/rescheduled.
