Commissioner Gonzalez Edmond pulled Agenda Item 3 for a separate discussion.

A motion was made by Commissioner Gonzalez Edmond,
seconded by Commissioner Arias, to approve Consent
Calendar Items (4-10), except for Item (3). The motion carried
by the following vote:

3. 22-015CS Recommendation to approve examination results:

X-Ray Technician Test #04
Commissioner Gonzalez Edmond wanted to know why many
candidates did not participate in the written portion. Ms. Ramos
explained the recruitment process. She also informed the
Commission that many candidates did not complete the NTN exam
which is part of the application process.
A motion was made by Commissioner Gonzalez Edmond,
seconded by Vice President Wheeler, to approve
recommendation. The motion carried by the following vote:

11. 22-023CS RECOMMENDATION TO APPROVE EXTENSION OF
PROVISIONAL APPOINTMENT - Michael Cardoza, Storekeeper
Communication from Elsa Ramos, Personnel Analyst
Ms. Pizarro Winting introduced Elsa Ramos, Personnel Analyst who
briefed the Commission regarding this item.
Commissioner Gonzalez Edmond had a concern regarding the deadlines.
Ms. Ramos reassured the extension will be enough time to meet the needs
of the department.
A brief discussion between Commissioners took place noting this
provisional appointment was originally approved in April 2021.
Commissioner Arias confirmed the understanding that this was a Civil
Service request of extension on behalf of the department.
A motion was made by Vice President Wheeler, seconded by
Commissioner Gonzalez Edmond, to approve
recommendation. The motion carried by the following vote:

Commissioner Gonzalez Edmond reported that a meeting was held last week and
would like to recognize Caprice McDonald for the work and time put into the report
provided. Vice President Wheeler also commended Ms. McDonald for a thorough
and thought-out report.
Commissioner Gonzalez Edmond advised the Commission of another meeting
coming up to discuss testing rules that was previously mentioned prior to the
holidays.
C. Special Projects Committee
The Special Projects Committee did not have any new information to report.
13. REPORTS FROM MANAGERS
A. Recruitment and Outreach Services Division - Crystal Slaten
Crystal Slaten gave a brief staffing update. She informed the Commission that
interviews will be conducted for Clerk Typist and Administrative Aide next week,
hoping to be fully staffed by February.
B. Employment Services Division - Caprice McDonald
Ms. McDonald thanked Commission for the kind comments received. She advised of
one of three new staff will be starting Monday. She also recognized staff member,
Shellie Goings for the Battalion Chief bulletin going through and being on the agenda
after a lot of conversation between department and staff.
C. Administration and Support Services Division - Maria Alamo
Maria Alamo reported Admin Support worked on the onboarding and set up new
procedures for future telecommuting staff. Ms. Alamo gave a brief budget update,
advising we are close to cleaning up fiscal year 2022 positions. She will be able to
see what fiscal year 2023 will look like, soon.
D. Executive Director - Christina Pizarro Winting
Ms. Pizarro Winting thanked her senior leadership team. She advised that she is
moving forward to find a new Executive Assistant soon, hoping to fill the position
within the next three weeks.

Brief discussion between President Garnica and Ms. Pizarro Winting thanking the
Finance Director for allowing Marla Camerino to assist in training in her time of
transition.
Also thanking Mr. George Wong at the Water Department for taking care of the
technical issues from a previous meeting.
Commissioner Gonzalez Edmond wanted to commend staff for the social media
website being handled, although they are under-staffed.
14. UNFINISHED BUSINESS
Ms. Pizarro Winting advised of correspondence received from Mr. Osburn
confirming he will have legal representation by his scheduled hearing date.
President Garnica began a discussion pertaining to the current COVID-19 testing
demographics choices and if those choices could be replicated within the City. She would
like staff to look into what committee this should be assigned to and looks forward to
collecting proper data.
15. NEW BUSINESS
There was no new business to discuss.
