OCEAN BLVD COMMISSION MINUTES COUNCIL CHAMBER, 5:00 PM Alan Burks, Chair Kathleen Irvine, Commissioner Julianna Roosevelt, Vice Chair Kevin McGuan, Commissioner Tasha Hunter, Commissioner Dr. Lourdes Ramos, Commissioner Craig Smith, Commissioner FINAL AGENDA AND MINUTES CALL TO ORDER Chair Burks called the meeting to order at 5:02 p.m. ROLL CALL Also present: Linda Tatum, Director of Development Services; Christopher Koontz, Planning Bureau Manager; Patricia Diefenderfer, Advanced Planning Officer; Alejandro Plascencia, Planner; Pluchette Slusher, Clerk. Commissioners Tasha Hunter, Kathleen Irvine, Kathleen Irvine, Kevin McGuan, Present: Lourdes Ramos, Craig Smith, Julianna Roosevelt and Alan Burks FLAG SALUTE Commissioner Hunter lead the flag salute. MINUTES 19-028CH Recommendation to receive and file the Cultural Heritage Commission minutes from May 13, 2019. A motion was made by Commissioner Hunter, seconded by Irvine, to approve recommendation. A motion was made by Chair Burks, seconded by Commissioner Hunter, to approve recommendation. The motion carried by the following vote: Yes: 4 - Tasha Hunter, Kathleen Irvine, Craig Smith and Alan Burks Abstain: 1 - Kevin McGuan Absent: 2 - Lourdes Ramos and Julianna Roosevelt DIRECTOR'S REPORT Alejandro Plascencia, Planner, spoke. PUBLIC PARTICIPATION: Members of the public are invited to address the Commission's Board on items of interest to the public within the Commission's Board jurisdiction. Each speaker will be limited to three minutes unless that time is extended by the Chair. SWEARING OF WITNESSES: Do you solemnly swear or affirm that the evidence you shall give in this Cultural Heritage Commission Meeting shall be the truth, the whole truth, and nothing but the truth. El Roble Street, and 3735 Pine Avenue, and approve Mills Act contracts for properties located at 3200 E. 1st Street. (District 3) and 5281 E. El Roble Street (District 3). Patricia Diefenderfer, Advance Planning Officer, introduced Alejandro Plascencia, Planner, who presented staff report. Chair Burks spoke. A motion was made by Commissioner Smith, seconded by Vice Chair Roosevelt, to approve recommendation. OCEAN BLVD., 5:00 PM GUIDE FOR PERSONS INTENDING TO SPEAK This guide has been prepared as an aid so that you will be able to express your opinions briefly and clearly before the Commission and thus increase the effectiveness of your presentation. Remarks are generally limited to 3 minutes. 1. State your name and address. 2. Organization you represent, if any. 3. State whether for or against the proposal. 4. Your statement should include all pertinent facts within your knowledge; avoid gossip, emotion and repetition. It is important to discuss only those matters relating to the hearing and to tie your discussion of the facts directly to the decision you wish the Commission to reach. A clear, concise and non-repetitive argument is impressive. In order to have written material included in the Planning Commissioner’s mailed Agenda Packet, twelve (12) copies of the material must be delivered to the Department of Development Services, Planning Bureau, no later than ten (10) calendar days before the date of the Planning Commission Hearing. Written material that is presented to the Planning Commission after this date and up to 1:00 p.m. the day of the Planning Commission Hearing, will be included in the Commissioners’ Agenda folder, but may not be reviewed by the individual Commissioners due Page 3 of 3
