Yes: 7 - Sandy Giraldo, James Howat, Jeffrey Johnson, Julie Lie, Susana Sngiem, Linda Wilson and Allison Kripp Abstain: 1 - Sheila Finch Absent: 2 - Paula Barrow and Christopher Graeber 3. PUBLIC PARTICIPATION: Natalie Swit, community member with Temple Israel Long Beach and the National Council of Jewish Women introduced herself, and invited the committee members to the Long Beach Area Homeless Coalition mixer taking place on Thursday, February 8 from 6pm to 9pm at Tracy’s Bar and Grill. A copy of the flyer was made part of the permanent record. Committee Member Paula Barrow joins the meeting at 3:41 pm. 4. NEW BUSINESS Presentation on Jurisdictional Boundaries Related to Outreach Coordination Shannon Parker, Homeless Services Officer, introduced Sarah Green, with the City Attorney’s office, and Quality of Life Officers Johnny Dodson and Richard Armond with the East Division Police Department. Parker provided a brief overview on the coordination of the Interdepartmental Work group. City Attorney Green provided an overview on her role in addressing constitutional law with regard to homeless impacts. Officers Dodson and Armond discussed their role in coordination within multi-jurisdictional entities. Presenters responded to questions from the committee members. HSAC Annual Report Committee Member Jeffrey Johnson provided an update on the progress regarding the Homeless Services Advisory Committee Report. Yes: 9 - Paula Barrow, Sheila Finch, Sandy Giraldo, James Howat, Jeffrey Johnson, Julie Lie, Susana Sngiem, Linda Wilson and Allison Kripp Absent: 1 - Christopher Graeber 5. HOMELESS SERVICES OFFICER’S REPORT Shannon Parker, Homeless Services Officer, and Elsa Ramos, Special Projects Coordinator: · Introduced new staff: o Amy Davis-Pacheco to support administrative operations o Candace Facemyer, Resource Liaison · Mayor’s Fund Recommendation was approved by Council on January 16, 2018 · Form 700-to be completed by April 1, 2018 · HUD 2017 Continuum of Care Award o $8.18 million o All projects renewed o New project not funded o Strategic planning for FY 2018 NOFA o UFA status granted, 100% score. · Homeless Count-Shelter Count Only · Measure H Update o Contract in final stages o Billing can start 2/1/2018 o MDT Teams available to the city o Working on FY 2018/2019 negotiations · Directed by CD3 to develop a work program · Faith Based breakout sessions · Webinar showcasing the HEART unit · Tulare Presentation: LB Best Practices · Port Expansion Project Discussion ensued among the committee members regarding the items above. DISTRICT REPORTS FROM HOMELESS SERVICES ADVISORY COMMITTEE MEMBERS Susana Sngiem (CD4) provided an update on a community meeting held at Orizaba Park regarding homeless impacts. Julie Lie (At Large) provided an update regarding her visit to the Winter Shelter site. 7. FUTURE AGENDA ITEM Brown Act Rules Pertaining to Fundraising Social Media Campaign Presentation Mayor’s Fund Request Process HSAC Annual Report Faith Based Summit Update 8.
