CALL TO ORDER/ROLL CALL A regular meeting of the Homeless Services Advisory Committee of the City of Long Beach convened at 3:37 p.m. at the Multi-Service Center. Chair Jeffrey Johnson presiding. Commissioners Sheila Finch, James Howat, Jeffrey Johnson, Julie Lie, Eboney Present: Pearson, Susan Redfield, Susana Sngiem, Linda Wilson and Allison Kripp Commissioners Sandy Giraldo and Christopher Graeber Absent: Also Present: Teresa Chandler, Manager, Bureau of Human Services; Shannon Parker, Homeless Services Officer; Elsa Ramos, Special Projects Coordinator; David Thompson, Homeless Impacts Coordinator; Candace Facemeyer, Resource Liaison 2. APPROVAL OF MINUTES 18-011HS Recommendation to approve the minutes of the Homeless Services Services Advisory Committee meeting held Wednesday, September 5, 2018. The motion carried by the following vote: Yes: 9 - Sheila Finch, James Howat, Jeffrey Johnson, Julie Lie, Eboney Pearson, Susan Redfield, Susana Sngiem, Linda Wilson and Allison Kripp Absent: 2 - Sandy Giraldo and Christopher Graeber 3. PUBLIC PARTICIPATION: No public participation 4. NEW BUSINESS Social Media Campaign Presentation with Anabel Chavez, City Manager’s Office Chair Johnson introduced Anabel Chavez with the City Manager’s Office to provide an overview on the City’s Social Media platforms. Chavez provided information on the social media platforms the City maintains as well as the opportunities for sharing successes in Homeless Services. Committee Member Pearson joins the meeting at 3:43 p.m. Committee Member Kripp joins the meeting at 4:01 p.m. Discussion ensued among the committee members regarding the item above. 2018 Continuum of Care Notice of Funding Availability Ad Hoc Recommendations Shannon Parker, Homeless Services Officer, and Elsa Ramos, Special Projects Coordinator, provided an overview on proposals received and reviewed by the Continuum of Care New Project Ad Hoc Committee. Parker reported that the Ad Hoc had made the following funding recommendations: • Lutheran Social Services: “It’s a New Day”, Reallocation Project, $340,000 • Mental Health America: “Transitional Rapid Rehousing Project”, Bonus Project, $468,118 • Interval House: “Transitional Rapid Rehousing”, DV Bonus Project, $439,511 Ramos informed the HSAC that the U.S. Department of Housing and Urban Development must approve the new project submissions. If approved the funding would be available effective July 1, 2019. No appeals were filed. Committee Member Howat moved to approve the Ad Hoc Recommendation, seconded by Committee Member Finch. Carried by the following vote: AYES: Johnson, Finch, Howat, Kripp, Lie, Pearson, Redfield, Sngiem, and Wilson. NOES: None. ABSENT: Giraldo, and Graeber. ABSTAIN: None. Mayor’s Fund for the Homeless Ordinance Teresa Chandler, Manager, Bureau of Human Services, Shannon Parker, Homeless Services Officer, and Elsa Ramos, Special Projects Coordinator, provided an overview on proposed changes to the Mayor’s Fund for the Homeless Ordinance. Proposed changes include the name of the fund, adding administrative costs and making the fund available for prevention services. The HSAC recommended that staff take back the following recommendations for consideration: • Change the name to: Mayor’s Fund Toward Ending Homelessness • Administrative costs of 10% • Remove “gap language” addressing the impacts of homelessness • Eliminating the minimum balance for the ordinance (if applicable) Discussion ensued among the committee members regarding the item above. Everyone Home Long Beach Task Force Update Chair Johnson introduced the item and provided an overview on the Task Force meeting held on Friday, August 21st. Johnson reported on policy recommendation discussions as well as recommendations for the Homeless Emergency Aid Program (HEAP). Committee Member Sngiem provided supplemental information covered at the Task Force meeting. The next Task Force meeting will take place Friday, September 21, 2018 at will be hosted at the Villages at Cabrillo. Discussion ensued among the committee members regarding the item above. Homeless Emergency Aid Program (HEAP) Shannon Parker, Homeless Services Officer, provided an overview on the HEAP funding, its Page 3 of 5 CITY OF LONG BEACH WEDNESDAY, SEPTEMBER 5, 2018 HOMELESS SERVICES LONG BEACH MULTI-SERVICE CENTER ADVISORY COMMITTEE 1301 W. 12TH STREET, CONFERENCE ROOM,, MINUTES 3:30 PM eligible funding activities and proposed funding allocations. Parker informed the HSAC that the City needs to declare a shelter crisis in order to receive the funding. Parker provided an overview on the proposed activities including: year round shelter, storage facility site, transportation, job program, enhanced rapid response model, safe parking, prevention services, strengthening the coordinated entry system and youth programs (5% of total budget). Discussion ensued among the committee members regarding the item above and recommendations for proposed funding allocations under HEAP were made. Recommendations made include: • Have Pacific Gateway fund a Job Program instead of utilizing HEAP and use those designated funds to expand prevention services. • HSAC support other proposed activities. 5. HOMELESS SERVICES OFFICER’S REPORT Shannon Parker, Homeless Services Officer, and Elsa Ramos, Special Projects Coordinator provided an overview on the following items: · U.S. Department of Housing and Urban Development, Continuum of Care Application due on September 18, 2018. · Continuum of Care Board Retreat to take place in October to review strategies on income growth, homeless prevention and retention strategies. · Spare Change for Change Campaign, partnership with the Department of Health and Human Services and the Long Beach Airport. Discussion ensued among the committee members regarding the items above. 6. DISTRICT REPORTS FROM HOMELESS SERVICES ADVISORY COMMITTEE MEMBERS None 7. FUTURE AGENDA ITEM Presentation on Affordable Housing Development by Development Services Presentation on the Housing Voucher Program by the Long Beach Housing Authority 8.
