APPROVAL OF MINUTES 18-008HS Recommendation to approve the minutes of the meeting on June 6, 2018. The motion carried by the following vote: Yes: 10 - Sheila Finch, Sandy Giraldo, Christopher Graeber, James Howat, Jeffrey Johnson, Julie Lie, Eboney Pearson, Susan Redfield, Susana Sngiem and Linda Wilson Absent: 1 - Allison Kripp 3. PUBLIC PARTICIPATION: Natalie Swit, community member with Temple Israel Long Beach and the National Council of Jewish Women introduced herself and provided some commentary on the North Division Police Department Forum. 4. NEW BUSINESS Shannon Parker, Homeless Services Officer, provided an overview on proposals received and reviewed by the Emergency Solutions Grant Request for Proposals Ad Hoc (Ad Hoc). Parker reported that the Ad Hoc had made the following recommendations: · Interval House: Homeless Prevention in the amount of $134,082; · Catholic Charities of Los Angeles: Emergency Shelter Funds for Elizabeth Anne Seton in the amount of $148,975; · Catholic Charities of Los Angeles: Emergency Shelter Funds for Project Achieve in the amount of $108,986; and · Lutheran Social Services: Street Outreach Services in the amount of $39,989. Parker informed the HSAC that the funding would be available effective October 1, 2018. A special meeting of the HSAC was tentatively scheduled for Thursday, August 9, 2018 at 3:30 p.m. at the Multi-Service Center to respond to appeals if received. Discussion ensued among the committee members regarding the item above. 2018 Continuum of Care Notice of Funding Availability Request for Proposals Shannon Parker, Homeless Services Officer, provided an overview on the following topics pertaining to the 2018 Continuum of Care Notice of Funding Availability: · Score and ranking process for new and renewal projects; Page 2 of 4 CITY OF LONG BEACH WEDNESDAY, AUGUST 1, 2018 HOMELESS SERVICES LONG BEACH MULTI-SERVICE CENTER ADVISORY COMMITTEE 1301 W. 12TH STREET, CONFERENCE ROOM, MINUTES 3:30 PM · Reallocation process; and · Prioritization process. Parker informed the HSAC that the final application was due to the U.S. Department of Housing and Urban Development on September 18, 2018. Committee Member Sngiem joins the meeting at 4:06 p.m. 5. HOMELESS SERVICES OFFICER’S REPORT Shannon Parker, Homeless Services Officer, and Elsa Ramos, Special Projects Coordinator provided an overview on the following items: · Welcome new appointees: Susan Redfield (At Large) and Ebony Pearson (CD2) · HSAC Report Update · Mayor’s Fund Update: o Current Balance: $156,845.81 o This year’s solicitation has yielded: $27,888.20 (starting 9/30/2018) · State ESG Contract Update: prevention and rapid rehousing now available · Measure H-Funding Update · Everyone Home LB Task Force Meeting Update · West Coast Mayor’s Alliance-LB Presentation · National Alliance to End Homelessness Conference July 22-25 · Behavioral Health Urgent Care Facility Now Open · Homeless Emergency Aid Program (HEAP) Funding Overview Discussion ensued among the committee members regarding the items above. Committee Member Lie retires from the meeting at 5:11 p.m. Committee Member Lie rejoins the meeting at 5:13 p.m. Committee Member Graeber retires from the meeting at 5:16 p.m. Committee Member Graeber rejoins the meeting at 5:19 p.m. Committee Member Lie retires from the meeting at 5:28 p.m. Committee Member Lie rejoins the meeting at 5:29 p.m. 6. DISTRICT REPORTS FROM HOMELESS SERVICES ADVISORY COMMITTEE MEMBERS Committee Member Howat reported that he had attended the North Division Police Department Forum where Elsa Ramos, Special Projects Coordinator, presented on homeless Page 3 of 4 CITY OF LONG BEACH WEDNESDAY, AUGUST 1, 2018 HOMELESS SERVICES LONG BEACH MULTI-SERVICE CENTER ADVISORY COMMITTEE 1301 W. 12TH STREET, CONFERENCE ROOM, MINUTES 3:30 PM impact response coordination being done by the City of Long Beach. Howat stated that the audience was challenging and that Ramos had done a good job addressing questions and concerns. Committee Member Wilson stated that Council District 9 was looking into the possibility of using nuisance motels for long term housing options. 7.
