CALL TO ORDER
At 2:30 pm, Chairman Thornburg called the meeting to order at the Long Beach
Yacht Club. Elvira Hallinan, Manager, Marine Bureau, took roll call and confirmed
a quorum.
At 2:31 pm Commissioner Avila announced he will be departing the meeting at
3:30 pm today.

18-004MA Recommendation to approve the Marine Advisory Commission minutes for
the meeting held on Thursday, March 8, 2018.
A motion was made by Commissioner Peterson, seconded by
Commissioner DuRee, to approve recommendation. The
motion carried by the following vote:

NEW BUSINESS
At 2:32 pm Chairman David Thornburg announced individuals who are giving
testimony today will need to be sworn in. Chairman David Thornburg asked the
individuals to stand and take the oath.
At 2:33 pm Chairman David Thornburg read the following recommendation:
Recommendation to receive supporting documentation into the record, conclude
the public hearing, consider the Appeal from Bill Barker dba Grand Romance
Riverboat; and deny the Appeal and uphold the decision of the Director of the

Marine Advisory Commission 2017 Annual Report Draft - David Thornburg,
Chairman
Chairman Thornburg stated the information required for the annual report is now
complete. A draft will be sent to the Commissioners for review.
Alamitos Bay Marina Rebuild - Elvira Hallinan, Manager, Marine Bureau
Elvira Hallinan gave the following update:
· The dock work has been completed.
· The parking areas in Basin three will be slurry sealed and re-striped next
week. Boat owner parking will be increased.
Commissioner Schnack asked if the City will charge for parking. Elvira Hallinan
responded the City is conducting a parking impact study. Meters and/or Pay
Stations are being considered.
Commissioner Mayes asked if 300 parking spots will be added for boat owners.
Elvira Hallinan answered the City is short 300 parking spots.
MARINE BUREAU MANAGER'S REPORT
Marine Operations Update
Kurt Borsting, Superintendent, Marine Operations gave the following brief update:
· The Grand Prix is scheduled on April 13-15, 2018. There are thirty guest
boat owners in Rainbow Harbor and Shoreline Marina for the event.
Elvira Hallinan provided information on the ribbon cutting event on April 27, 2018,
hosted by Bellingham, for the completion of the Alamitos Bay Marina rebuild. On
April 28, 2018, the Marine Bureau will host an event for the boatowners in
Alamitos Bay Marina.

Commissioner Schachter inquired on the location of the celebration. Elvira
Hallinan responded the celebration event will be held in the parking lot in Basin 3
under a white tent.

LBFD- Marine Safety/Lifeguards Update

LBPD- Marine Patrol Unit Update
Steven Covarubias, Marine Patrol gave the following brief update:
· Five new trainees have been hired.
Commissioner DuRee asked if there were any issues with the recent 5K run.
Steven Covarubias responded there were no issues reported.

Chairman Thornburg commented that all items covered at the Executive meeting
were reviewed at today’s meeting.

Commissioner Mayes gave the following summary on the topics discussed:
· Staff are busy prepping for the Grand Prix this weekend.
· The sand and water lines are being cleaned for the upcoming Grand Prix
event.
· New staff are in the hiring process in Beach Maintenance.
· New light poles are being placed in Alamitos Bay Landing.
· In November, the lights will be replaced on Appian Way.
· The restroom lighting is fifty percent completed.
· Painting is being completed in the downtown area for the Grand Prix.
Tidelands Capital Projects (TCP)
A meeting was not held.
Operations Committee
The meeting was cancelled.
Finance and Information Committee
A meeting was not held.
At 5:15 pm Commissioner Turpin departed the MAC Commission meeting.
PUBLIC COMMENT
Guest Bob Hubbard complimented the Marine Bureau on the entrance & exit
areas at Shoreline.
