At 2:30 pm, Chairman Thornburg called the meeting to order at the Long Beach Yacht Club.

APPROVAL OF MINUTES
1. 19-016MA Recommendation to approve the Marine Advisory Commission minutes
for the meeting held on Thursday, April 11, 2019.
A motion was made by Commissioner Mayes, seconded by
Commissioner Daniels, to approve recommendation. The
motion carried by the following vote:

NEW BUSINESS
2. 19-017MA Recommendation to receive and file the Jr. Lifeguards facility rebuild
oral report presented by Tidelands Capital Projects Team.
Joshua Hickman, Program Manager Tidelands, presented the Jr. Lifeguards
facility rebuild project. The presentation included:

3. 19-021MA Recommendation to receive supporting documentation into the record,
conclude the public hearing, consider the Appeal from Chang Kim; and
deny the Appeal and uphold the Marine Bureau's decision to terminate
Permit No.1348285 for violation of the Long Beach Marina Rules and
Regulations. (District 3)
Elvira Hallinan, Manager, Marine Bureau reviewed the supporting
documentation to terminate Permit No. 1348285.
Mr. Chang Kim presented his appeal to the Marine Advisory Commission.

4. 19-020MA Recommendation to receive and file the Commission’s Ad hoc
committee letter to approve the Mayor and City Council regarding the
Marina Drive Road Diet.
Commissioner Marino spoke.
Guest Ann Cantrell offered a handout to the Commissioners. Ms. Cantrell
spoke on the Heron nests on Marina Drive.
Commissioner Mayes spoke.
Guest Anna Christensen spoke on the Coastal Commission meeting. Ms.
Christensen commented she felt Parks and Recreation, and the California
Fish and Wildlife were not kept in the loop on the decisions being made.
Guest Corliss Lee spoke on Melinda Cotton’s behalf regarding Ms. Cotton’s
recent appeal.
Commissioner Mayes read the conclusion portion of the committee letter to
the public.
A motion was made by Vice Chair Turpin, seconded by
Commissioner Kuhn, to receive and file. The motion carried by
the following vote:

Elvira Hallinan gave an overview on the new/replacement benches and
locations.

updates.
LBPD- Marine Patrol Unit Update
Steven Covarubias, Special Services Officer, gave the following brief update:
· The new Marine Sergeant will be announced in the near future.
· Reminded the public to contact Marine Patrol if they see something
suspicious.

Omar Naranjo, Lifeguard Captain, gave the following update:

· The Wibit in Bayshore was reviewed. The play structure will be
positioned in the bay on May 15, 2019. Sonar will be used to monitor
safety.
· Rookie Academy update.
· Reviewed “See Something, Say Something”.
Beach Maintenance
Cory Forrester, Superintendent, Beach Maintenance gave the following
update:
· Five new staff will begin work on Monday.
· Completed Grand Prix, a successful event.
· All debris has been removed from the beaches.
· Current south swells were reviewed.
· Preparation for Memorial weekend.
· Improvements on landscape.

· The faded signs in Colorado Lagoon have been replaced.
· The Marine Maintenance locker room is almost completed.

Commissioner Mayes commented all items were discussed at today’s meeting.
PUBLIC COMMENT
Guest Anna Christensen spoke on the ongoing pesticide debate, and tree ordinance. Ms.
Christensen thanked the MAC Commission for setting up the “Special Meeting” scheduled on
May 23, 2019.
