4. 19-044MA Recommendation to approve for submission to City Council Marine
Advisory Commission Annual Report for 2018.
A motion was made by Commissioner Mayes, seconded by
Vice Chair Turpin, to approve recommendation. The motion
carried by the following vote:

5. 19-046MA Recommendation to support the Marine Bureau’s request for City
Council authorization for the execution of a new permit and any
amendments, with Dockside Boat & Bed, Inc., of Long Beach, CA, to
occupy and use portions of the docks, slips, and end ties in Rainbow
Harbor to operate bed and breakfast inn accommodations and charters
for a three-year term, from January 1, 2020 through December 31,
2022, with two, three-year options to renew through December 31,
2028.

discussion ensued.

Council authorization to amend and restate Permit No. 27276 with
Harbor Breeze Corporation, for the use of docks in Rainbow Harbor for
charters, harbor cruises, and whale watching tours for a term of 15
years, with three, five-year renewal options.

to offer Swan Pedal Boat rentals for a term of five years, with two,
two-year renewal options.

· Christmas Trees in the bay.
· Reinstalling bathroom doors to metal from wood due to vandalism.
· Belmont Pier, painting the restroom.
· Alamitos Bay Marina office interior update.
· Announced Cedric Banks as the newly hired Supervisor for Marine
Maintenance.

update:
· Rainfall expected next week.
· Two new large sanitizers have been purchased.
· Two employees have retired last month.
· Turkey Trot.
· Tree trimming: Palm Trees and Evergreens.

LBPD- Marine Patrol Unit Update
Elvira Hallinan gave the following update for Marine Patrol (due to an all-day
training):
· Marine Patrol conducted several interviews to fill current vacant
positions. Several names have been processed to move onto the

background phase.
· Marine Patrol will add an additional Supervisor position for the
graveyard shift. This will create a promotional opportunity for a
current Special Services Officer within the City.
Specific Highlight Events:
· Nov. 12th - A couple of PD Officers were flagged down regarding a
suspicious person at Cerritos Bahia Marina. They requested Marine
Patrol Officers to assist. The investigation determined the person
detained had committed two boat burglaries. The individual was
taken safely into custody.
· Nov 13th - Marine Patrol Officers were requested to assist in the
recovery of a stolen boat. The boat was stolen from the Port of Long
Beach on November 12th. Officers from the Port Police Division took
the suspect into custody without further incident.
