Interim Director Scott took roll call and confirmed a quorum. STUDEBAKER ROAD, 9:00 AM November 2015 Employee of the Month Michelle Wilson introduced Ken Roberts, Interim Superintendent of Facility Maintenance as the November 2015 Employee of the Month. Hurley Owens spoke regarding Ken Roberts leadership and teamwork in the Department. Congratulations Ken Roberts! APPROVAL OF MINUTES 1. 15-081PR Recommendation to approve the Parks & Recreation Commission Meeting minutes of November 19, 2015. A motion was made by Vice President Goldberg, seconded by Commissioner Ursua, to approve recommendation. The motion carried by the following vote: Yes: 6 - Stella Ursua, Julie Heggeness, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette COMMISSION ACTION ITEMS 2. 15-076PR Authorize the Director, or his or her management designee, to execute the Personal Services and Instruction Agreements and amend Attachment "A" of the agreements as needed. Gladys Kaiser provided the staff report. Commissioner Ursua spoke. A motion was made by Vice President Goldberg, seconded by Commissioner Heggeness, to approve recommendation. The motion carried by the following vote: Yes: 6 - Stella Ursua, Julie Heggeness, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette 3. 15-077PR Recommendation to approve the fee waiver requests outlined in Page 2 of 9 CITY OF LONG BEACH THURSDAY, DECEMBER 17, 2015 PARKS AND RECREATION EL DORADO PARK W. COMMUNITY CNTR COMMISSION MINUTES SENIOR CENTER LIBRARY 2800 N. STUDEBAKER ROAD, 9:00 AM Attachment "A" in accordance with the Fee Waiver policy. Gladys Kaiser provided the staff report. Vice President Goldberg spoke. A motion was made by Vice President Goldberg, seconded by Commissioner Heggeness, to approve recommendation. The motion carried by the following vote: Yes: 6 - Stella Ursua, Julie Heggeness, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette 4. 15-078PR Approve the proposed improvements to Cherry Park and authorize the Director of Parks, Recreation and Marine to execute all documents necessary for a Right of Entry Permit for Long Beach Plaza Little League and/or its agents for a period of two years; accept a donation of planning, labor and materials; and install various improvements to the fields at Cherry Park. (District 7) A motion was made by Vice President Goldberg, seconded by Commissioner Heggeness, to approve recommendation. The motion carried by the following vote: Yes: 6 - Stella Ursua, Julie Heggeness, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette DIRECTOR'S REPORT TO COMMISSION 5. 15-079PR Recommendation to receive and file the Director's monthly highlights report, "We Create Community" for December of 2015. A motion was made by Commissioner Heggeness, seconded by Commissioner Zanatta, to approve recommendation. Update on California Parks & Recreation Society Conference (March 8-11) Long Beach, California CORRESPONDENCE 6. 15-080PR Recommendation to recieve and file correspondence. Mary Parsell of the El Dorado Audubon regarding the El Dorado Duck Pond. Ann Cantrell regading artificial turf. Commissioner Zanatta spoke. A motion was made by Commissioner Heggeness, seconded by Vice President Goldberg, to received and filed. The motion carried by the following vote: Yes: 6 - Stella Ursua, Julie Heggeness, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette COMMITTEE STATUS REPORTS EXECUTIVE COMMITTEE President Antonette - Chair President Antonette provided the update. A. 2016 CPRS Conference was discussed and an update was provided by Interim Director Scott B. January 22, 2016 Parks and Recreation strategic planning meeting was discussed. Commissioner Zanatta spoke. FINANCE & APPEALS COMMITTEE Vice President Goldberg - Chair VIce President Goldberg provided the update. MAINTENANCE & INFRASTRUCTURE COMMITTEE President Antonette, Chair President Antonette provided the update. Commissioner Sievers spoke. Commissioner Zanatta spoke. PARKS USAGE & REGULATIONS COMMITTEE Commissioner Heggeness - Chair The Committee did not meet. OLD BUSINESS NEW BUSINESS Vice President Goldberg asked about the naming of the North Library and PRM's involvement. Interim Director Scott stated PRM would be involved in assisting the Library Services Department with Community Outreach. Each speaker is limited to three minutes unless extended by the Parks and Recreation Commission. Lucy Johnson spoke. STAFF COMMENTS: Gladys Kaiser provided an overview of PRM Holiday events and vacation programs for youth during the winter break. Meredith Reynolds provided an update on grants and specifically the grant application for the El Dorado Duck Pond. * Commissioner Sievers spoke. * Commissioner Ursua spoke. Commissioner Zanatta asked about the PRM process for dealing with homeless issues. Hurley Owens provided an overview of the City process. Interim Director Scott spoke regarding PRM accomplishments in 2015. He thanked the Commission for their hard work. COMMISSIONER COMMENTS: Commissioner Zanatta wished all a Merry Christmas and Happy New Year. Commissioner Ursua thanked PRM staff for their hard work. She's very happy to be part of the Commission. Commissioner Heggeness wished everyone Happy Holidays. Commissioner Sievers wished everyone Happy Holidays. Vice President Goldberg wished everyone Happy Holidays and thanked everyone for their hard work. President Antonette thanked everyone for a wonderful year and gave wishes for Happy Holidays.
