Scott, Interim Director Stella Ursua, Commissioner Valerie Davis, Executive Assistant FINISHED AGENDA & DRAFT MINUTES CALL TO ORDER The Parks and Recreation Commission meeting was called to order by President Ron Antonette at 9:05 am, at the El Dorado West Sr. Center, Bridge Room. Interim Director Scott took roll call and confirmed a quorum. ROLL CALL Interim Director Scott reported that Commissioner Stacey Morrisson has resigned from the Parks & Recreation Commission due to professional committments. She will continue to stay active in the community. Vice President Goldberg made a motion to excuse Commissioner Heggeness from the November 19, 2015 Parks & Recreation Commission meeting due to business obligations. Commissioner Sievers seconded the motion. The motion passed unanimously. A motion was made by Vice President Goldberg, seconded by Commissioner Sievers, to approve recommendation. STUDEBAKER ROAD, 9:00 AM 2. 15-069PR Authorize the Director, or his or her management designee, to execute the Personal Services and Instruction Agreements and amend Attachment "A" of the agreements as needed. Gladys Kaiser provided the staff report. A motion was made by Vice President Goldberg, seconded by Commissioner Ursua, to approve recommendation. The motion carried by the following vote: Yes: 5 - Stella Ursua, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette Absent: 1 - Julie Heggeness 3. 15-070PR Recommendation to approve the fee waiver requests outlined in Attachment "A" in accordance with the Fee Waiver policy. Gladys Kaiser provided the staff report. Vice President Goldberg spoke. A motion was made by Vice President Goldberg, seconded by Commissioner Ursua, to approve recommendation. The motion carried by the following vote: Yes: 5 - Stella Ursua, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette Absent: 1 - Julie Heggeness 5. 15-072PR Authorize the Director of Parks, Recreation and Marine to execute a Non-exclusive Revocable Permit with Fleet Street, Inc., (dba Empact Communities), a California Corporation, for the use of the storage area under the bleachers at Houghton Park, to conduct a bicycle education and safety program for a term of one year, with three, one-year renewal options at the discretion of the Director. (District 9) Robert Livingstone provided the staff report. Commissioner Ursua spoke. Mr. Gamboa spoke. Commssioner Sievers spoke. A discussion ensued. A motion was made by Vice President Goldberg, seconded by Commissioner Sievers, to approve the recommendation with the request that PRM staff examine parameters defining the City of Long Beach consitutes as a "Senior" participant, with the report due back to Commission in 90 days. COMMUNITY CNTR COMMISSION MINUTES SENIOR CENTER LIBRARY 2800 N. STUDEBAKER ROAD, 9:00 AM STAFF COMMENTS: Gladys Kaiser reviewed upcoming groundbreakings. Meredith Reynolds discussed DeForest and Houghton Park and the Riverwalk. *Commissioner Zanatta asked for an update on DeForest Park. Robert Livingstone reported on tree loss at El Dorado Golf Course due to the recent high winds we experienced. Additionally he provided an update on Heartwell Park Golf Course clubhouse renovations. Hurley Owens spoke regarding El Nino preparations and documentation the City is gathering in preparation. Preparation includes photos of buildings, roofs, etc. COMMISSIONER COMMENTS: President Antonette thanked staff for all of their hard work. Commissioner Ursua thanked staff as well or taking the time to explain duties and the workings of the department. Vice President Goldberg said that Commissioner Morrison will be missed and wished her well in the future.
