(District 2) Meredith Reynolds presented a brief verbal overview of the September 15, 2015 presentation on Lincoln Park. Commissioner Zanatta spoke. Acting Director Scott spoke. President Antonette called for public comment. David Denevan spoke. Amy Bodek, Director of Development Services spoke. A discussion ensued. Ann Cantrell spoke. Director Bodek spoke. A motion was made by Commissioner Heggeness, seconded by Vice President Goldberg, to approve recommendation. Gladys Kaiser presented the staff report. A motion was made by Vice President Goldberg, seconded by Commissioner Heggeness, to approve recommendation. The motion carried by the following vote: Yes: 7 - Stella Ursua, Julie Heggeness, Stacey Morrison, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette 3. 15-063PR Recommendation to approve the fee waiver requests outlined in Attachment "A" in accordance with the Fee Waiver policy. Gladys Kaiser presented the staff report. Vice President Goldberg spoke. A motion was made by Vice President Goldberg, seconded by Commissioner Heggeness, to approve recommendation. The motion carried by the following vote: Yes: 7 - Stella Ursua, Julie Heggeness, Stacey Morrison, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette 4. 15-064PR Authorize the Director of Parks, Recreation and Marine to execute all documents necessary to enter into an agreement with the Los Angeles County Area Agency on Aging for the continuation of the Senior Community Services Employment Program at the Long Beach Senior Center located at 1150 East 4th Street, Long Beach, for a term of three years, ending on June 30, 2018. Humphry - Lincoln Park Historical Cannon Ann Cantrell - Artificial Turf David Denevan - Lincoln Park Historical Cannon A motion was made by Vice President Goldberg and seconded by Commissioner Heggeness to receive and file correspondence for October 2015. COMMITTEE STATUS REPORTS EXECUTIVE COMMITTEE President Antonette provided the update. The Lincoln Park presentation was discussed. FINANCE & APPEALS COMMITTEE Vice President Goldberg provided the report. Discussion centered around the Livingston Tot Lot and recent damage to playground equipment due to a vehicle accident that impacted the park. Commissioner Sievers provided an update. The group toured El Dorado Regional Park. Fishing line disposal was discussed as well as the habitats existing in dead trees in the parks. PARKS USAGE & REGULATIONS COMMITTEE Commissioner Heggeness - Chair The Committee did not meet. A. Special Events and Filming report was reviewed B. STUDEBAKER ROAD, 9:00 AM Opportunity is given to those members of the public who would like to address the Parks and Recreation Commission on non-agenda items. Each speaker is limited to three minutes unless extended by the Parks and Recreation Commission. Lucy Johnson spoke regarding condition of the beach at Bayshore and the need for dredging. In addition she spoke regarding the lack of soap in the showers at the pool. Ann Cantrell thanked the Maintenance and Infrastructure Committee for looking into fishing line disposal. Ms. Cantrell also asked about the status of bids on artificial turf. Acting Director Scott indicated the bidding process is still open. STAFF COMMENTS: Gladys Kaiser provided information on upcoming events, including the Youth Fishing Derby, El Dorado Nature Center trail walk and Sugar Peach Festival. Amy Manning advised the Winter Recreation Connection guide is published. Acting Director Scott advised PRM is finishing closing out the 2015 Fiscal Year. COMMISSIONER COMMENTS: Commissioner Zanatta requested an update on Marine Bureau Operations. Commissioner Heggeness provided a report on the recent tour with the Metropolitan Water District. Commissioner Sievers advised there will be a free concert for Partners of Parks members at the El Dorado Nature Center on November 14, 2015.
