Acting Director Scott took roll call and confirmed a quorum. ROLL CALL A motion was made by Commissioner Heggeness and seconded by Vice President Goldberg to excuse Commissioner Ursua's absence to the September 17, 2015 meeting. The motion passed unanimously. Michelle Wilson spoke. HEARINGS 2. 15-055PR Adopt a resolution and approve the proposed Fiscal Year 2016 (FY 16) General Park fees and fee changes and make such changes effective October 1, 2015. The hearing was opened by President Antonette and the oath was administered by Executive Assistant Valerie Davis to parties testifying. Amy Manning provided the staff report. Acting Director Scott spoke. Commissioner Zanatta spoke. Amy Manning spoke. Vice President Goldberg spoke. A motion was made by Vice President Goldberg, seconded by Commissioner Sievers, to approve recommendation. COMMISSION ACTION ITEMS 3. 15-056PR Authorize the Director, or his or her management designee, to execute the Personal Services and Instruction Agreements and amend Attanchment "A" of the agreements as needed. A motion was made by Commissioner Heggeness, seconded by Vice President Goldberg, to approve recommendation. FINANCE & APPEALS Vice President Goldberg - Chair Commissioner Heggeness provided the update. Fee waivers were reviewed. MAINTENANCE & INFRASTRUCTURE COMMITTEE President Antonette provided the update. MARKETING & RECREATION COMMITTEE Commissioner Morrison provided the update. The committee met and reviewed marketing efforts related to dissemination of Parks & Recreation information to LBUSD Back to School nights. PUBLIC SAFETY & PARK USAGE COMMITTEE Commissioner Heggeness - Chair The Committee did not meet. STUDEBAKER ROAD, 9:00 AM PUBLIC COMMENT: IMMEDIATELY PRIOR TO ADJOURNMENT Opportunity is given to those members of the public who would like to address the Parks and Recreation Commission on non-agenda items. Each speaker is limited to three minutes unless extended by the Parks and Recreation Commission. Ann Cantrell spoke regarding artificial turf. Acting Director Scott spoke. Ron Beeler spoke. STAFF COMMENTS Gladys Kaiser reported on start of school year and after school programming. Upcoming events: Movies in the Park, Cinderella at El Dorado Park West Friday, September 18; READY Preparedness Expo on September 19 at Heartwell Park; also on Saturday, September 19 the California Coastal Cleanup and finally on October 10, the El Dorado Nature Center annual Native Plant Sale. COMMUNITY CNTR COMMISSION MINUTES SENIOR CENTER LIBRARY 2800 N. STUDEBAKER ROAD, 9:00 AM Commissioner Zanatta thanked CRS Superintendent Michelle Wilson for a quick response to an information request. A thank you also to Valerie Davis for saving paper and postage with the new LINK process. Commissioner Morrison spoke regarding Willow Springs Park and a future presentation to the Commission. Meredith Reynolds spoke. Commissioner Zanatta spoke. Commissioner Sievers spoke. Commissioner Sievers spoke regarding attending a Los Cerritos Wetlands event on the north side of the Colorado Lagoon. It was a very nice event. Vice President Goldberg reported kicking off the "100 Days of Fall" with a neighborhood concert sponsored by the 3rd District and Assemblyman Patrick O'Donnell on September 18, 2015. President Antonette spoke regarding fall soccer season. He appreciates the department is looking at all options to make playing fields safer with a goal of striking a balance for residents and athletes. Commissioner Zanatta asked for staff to keep in touch with Code Enforcement regarding the private oil operations at Willow Springs.
