Scott, Interim Director Stella Ursua, Commissioner Valerie Davis, Executive Assistant Margo Morales, Commissioner FINISHED AGENDA AND DRAFT MINUTES CALL TO ORDER The Parks and Recreation Commission meeting was called to order by President Ron Antonette at 9:05 a.m., at the El Dorado West Sr. Center, Bridge Room. Interim Director Scott took roll call and confirmed a quorum. ROLL CALL A motion was made by Commissioner Heggeness and seconded by Vice President Goldberg, to excuse Commissioner Ursua from the February 18, 2016 Parks & Recreation Commission Meeting. The motion carried. Additionally, it was noted Commissioner Sievers had not arrived at the meeting at the time of roll call, and had not noted an anticipated absence from the February 18, 2016 meeting. Michelle Wilson spoke. Gladys Kaiser spoke. Congratulations to Kim Wendt! President Antonette welcomed Commissioner Margo Morales to the Parks & Recreation Commission. Commissioner Morales gave a brief overview of her background and stated she was very pleased to be serving on the Commission. STUDEBAKER ROAD, 9:00 AM 1. 16-005PR Recommendation to approve the Parks & Recreation Commission Meeting minutes of January 21, 2016. Commissioner Morales asked that it be noted she was not at the Commission meeting January 21, 2016. Due to paperwork processing and filing of mandatory State forms, Commissioner Morales' first official Parks and Recreation Commission meeting was February 18, 2016. A motion was made by Vice President Goldberg, seconded by Commissioner Heggeness, to approve recommendation. The motion carried by the following vote: Yes: 6 - Julie Heggeness, Margo Morales, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette Absent: 1 - Stella Ursua COMMISSION ACTION ITEMS 2. 16-006PR Recommendation to approve the fee waiver requests outlined in Attachment "A" in accordance with the Fee Waiver policy. Gladys Kaiser provided the staff report. Vice President Goldberg spoke. A motion was made by Vice President Goldberg, seconded by Commissioner Heggeness, to approve the recommendation, excluding item number 4693 (LB Area Council of Boy Scouts of America). The motion carried by the following vote: Yes: 5 - Julie Heggeness, Maro Morales, Ron Sievers, David Zanatta, Ron Antonette Absent: 1 - Stella Ursua Abstain: 1 - Benjamin Alan Goldberg 3. 16-007PR Approve the Fitness Station improvements to the northern portion of Cesar A. Chavez Park between the Tot Lot and restroom, which meets a recreational need within the City. (District 1) Meredith Reynolds provided the staff report. Commissioner Sievers spoke. The motion carried by the following vote: Yes: 6 - Julie Heggeness, Margo Morales, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette Absent: 1 - Stella Ursua 4. 16-008PR Authorize the Director of Parks, Recreation and Marine to execute all documents necessary to enter into a Host Agency Agreement with Coaching Corps, a 501(c)3 organization, for the facilitation and placement of its volunteer coaches within the Department’s youth sports programs for a term of one year, with two, one-year renewal periods at the discretion of the Director. Valerie Davis stated this was an oversight on her part. She would review emails received and make the correspondence available. STUDEBAKER ROAD, 9:00 AM EXECUTIVE COMMITTEE President Antonette - Chair President Antonette stated the Committee met and discussed the agenda and committee matrix. Committee assignments were discussed. The upcoming California Parks and Recreation Society conference was discussed. FINANCE & APPEALS COMMITTEE Vice President Goldberg - Chair Vice President Goldberg stated the Committee met. Department budget and water use was discussed. Losses for the month of January were discussed. MARKETING & RECREATION COMMITTEE Commissioner Zanatta - Chair The Committee did not meet. MAINTENANCE & INFRASTRUCTURE COMMITTEE President Antonette - Chair President Antonette stated the Committee met at Bixby Park. The newly installed exercise equipment was discussed, as well as future visits to PRM projects at various parks. Commissioner Zanatta spoke. PARKS USAGE & REGULATIONS COMMITTEE Commissioner Ursua - Chair The Committee did not meet. Commissioner Sievers spoke. 1. Ranger Report 2. Special Events and Filming Report JOINT USE COMMITTEE Commissioner Sievers - Chair The Committee did not meet. OLD BUSINESS Vice President Goldberg asked for an update on artificial turf fields. STUDEBAKER ROAD, 9:00 AM NEW BUSINESS PUBLIC COMMENT: IMMEDIATELY PRIOR TO ADJOURNMENT Opportunity is given to those members of the public who would like to address the Parks and Recreation Commission on non-agenda items. Each speaker is limited to three minutes unless extended by the Parks and Recreation Commission. Ann Cantrell spoke regarding use of pesticides in the parks and bulrush removal. Vice President Goldberg spoke. Jill Brennan stated she is concerned about pesticides and also the removal of the Bulrush. She would like to move forward and continue to be involved in ensuring El Dorado Regional Park and El Dorado Nature Center remain the jewel that they are. President Antonette spoke. Interim Director Scott spoke. Cindy Coke spoke regarding stopping the use of Round Up. Vice President Goldberg thanked the public for their concerns regarding the environment. STUDEBAKER ROAD, 9:00 AM STAFF COMMENTS: Gladys Kaiser reminded all that Summer Season is upon us. April 15th is the start of sign-ups for Summer Camps. Valerie Davis reminded the Commissioners about their obligations to submit their Form 700's. She will email Commissioners individually. Meredith Reynolds discussed upcoming Maintenance and Infrastructure Committee meetings, as well as the Park Tour for CPRS. Gladys Kaiser provided additional information regarding CPRS. President Antonette spoke. Interim Director Scott spoke. Commissioner Zanatta spoke. Robert Livingstone spoke regarding the upcoming Foot Golf pilot program at Little Rec Golf Course, to be operated by American Golf Corporation as an additional revenue source. COMMISSIONER COMMENTS: Commissioner Heggeness welcomed Commissioner Morales Commissioner Zanatta thanked Kelly Parkins for the information relayed. Jill Brennan spoke. Vice President Goldberg expressed his appreciation for receiving information from Staff the Public on Park operations. President Antonette expressed his appreciation to our former Commission and Commissioners for focusing the Commission on making positive changes in areas under their purview.
