Director Marie Knight took roll call and confirmed a quorum. Recognition - Racers Who Care - Joy Warren Recognition to Mr. Donald Galaz with "Racers who Care". Racers who Care sponsors hundreds of children to attend the annual Toyota Grand Prix of Long Beach to be mentored by real race car drivers and crews. We appreciate your efforts! STUDEBAKER ROAD, 9:00 AM Presentation on information regarding measures A and B - Tom Modica - Assistant City Manager Mr. Modica relayed information to the Commissioners regarding the upcoming ballot measures, A&B. Commissioner Ursua spoke. Commissioner Goldberg spoke. Commissioner Zanatta spoke. President Antonette asked if there was any public comment. Ann Cantrell spoke. Ramen Vasishth spoke. Mr. Modica spoke. Alexis Marrero spoke. A discussion ensued. APPROVAL OF MINUTES 1. 16-024PR Recommendation to approve the Parks & Recreation Commission Meeting minutes of April 21, 2016. A motion was made by Vice President Goldberg, seconded by Commissioner Ursua, to approve recommendation. The motion carried by the following vote: Yes: 7 - Stella Ursua, Julie Heggeness, Margo Morales, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette COMMISSION ACTION ITEMS 2. 16-025PR Recommendation to approve the fee waiver requests outlined in Attachment "A", in accordance with the Fee Waiver policy. STUDEBAKER ROAD, 9:00 AM A motion was made by Vice President Goldberg, seconded by Commissioner Morales, to approve recommendation with the exception of, #4660, United Jr. Olympic Archery, #5719, Long Beach Community Band and #5726, Pasadena Sr. Center, for separate discussion. The motion carried by the following vote: Yes: 7 - Stella Ursua, Julie Heggeness, Margo Morales, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette President Antonette asked for a friendly amendment to the motion to also pull #5718, Success in Challenges, for futher discussion. Vice President Goldberg accepted the amendment and it was seconded by Commissioner Morales. Fee Waiver #5718, Success in Challenges, was discussed. Gladys Kaiser spoke. Reverend Leon Wood, Jr. spoke. Commissioner Zanatta spoke. A motion was made by Vice President Goldberg and seconded by Commissioner Zanatta to approve the fee waiver, #5718, Success in Challenges. The motion carried unanimously. Commissioner Morales spoke. A motion was made by Vice President Goldberg and seconded by Commissioner Heggeness to approved the fee waiver, #5719, Long Beach Community Band. The motion carried with Commissioner Morales recused herself from the vote due to a potential conflict of interest. 3. 16-026PR Approve and authorize the Director of Parks, Recreation and Marine to issue standard "Permits for the Operation of a Picnic Service Concession": at El Dorado Regional Park, El Dorado Park and Recreation Park, with picnic catering providers, for a term of three and one-half years from June 1, 2016 through December 31, 2019, with one, three-year renewal option at the discretion of the Director. MAINTENANCE & INFRASTRUCTURE COMMITTEE Ron Antonette, Chair The Committee met at the PE Right of Way to look at the project. Commissioner Zanatta spoke. MARKETING & RECREATION COMMITTEE David Zanatta - Chair The Committee did not meet. PARKS USAGE & REGULATIONS COMMITTEE Stella Ursua, Chair The Committee met. OLD BUSINESS None NEW BUSINESS None PUBLIC COMMENT: IMMEDIATELY PRIOR TO ADJOURNMENT Opportunity is given to those members of the public who would like to address the Parks and Recreation Commission on non-agenda items. Each speaker is limited to three minutes unless extended by the Parks and Recreation Commission. The Brown Act prohibits the Commission from responding to public comments on non-agenda items. Ann Cantrell spoke regarding use of Round Up. Ramen Vasishth spoke regarding the Joint Use Committee. Steve Scott spoke. ' Alexis Morero spoke regarding Stearns Park and the excellent work on behalf of PRM Maintenance. She also spoke regarding the musical theater group that she has and asked if PRM could assist in recruitment of teens into her program. STUDEBAKER ROAD, 9:00 AM STAFF COMMENTS: Gladys Kaiser spoke regarding upcoming 100 Days of Summer campaign and the Summer kick-off concert to be held at Marine Stadium on Friday, May 27th. Valerie Davis stated there would also be a Meet and Greet for Marie Knight at the Summer kick - off concert. Hurley Owens spoke regarding testing of pesticides and the testing being conducted. He provided information regarding the fencing being installed in parks to rehabilitate our soccer fields, as well as the amount of work orders processed through Maintenance. COMMISSIONER COMMENTS: Commissioner Sievers spoke regarding the use of Round Up and the need for a serious discussion about it's application. Commissioner Ursua thanked all who attended the Green Prize Festival. Veronica Ortega and her staff were wonderful! The community was thrilled with the event. The next event will be in April 2017, most likely in North Long Beach. Commissioner Zanatta congratulated Commissioner Ursua on the success of the Green Prize Festival.
