Director Marie KNight took roll call and confirmed a quorum. ROLL CALL Commissioners Stella Ursua, Margo Morales, Ron Sievers, David Zanatta, Present: Benjamin Alan Goldberg and Ron Antonette Commissioners Julie Heggeness Absent: A motion was made by Vice President Goldberg and seconded by Commissioner Ursua to excuse Commissioner Heggeness from the April 21, 2016, Parks & Recreation Commission. The motion carried. Additionally, Hurley Owens recognized Ken Roberts on his permanent appointment to Maintenance Operations Bureau Superintendent of Facilities. Congratulations to all on your achievments! STUDEBAKER ROAD, 9:00 AM 1. 16-017PR Recommendation to approve the Parks & Recreation Commission Meeting minutes of March 17, 2016. Commissioner Morales abstained from the vote due to her excused absence at the March 17, 2016 Parks and Recreation Commission meeting. A motion was made by Vice President Goldberg, seconded by Commissioner Ursua, to approve recommendation. The motion carried by the following vote: Yes: 5 - Stella Ursua, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette Abstain: 1 - Margo Morales Absent: 1 - Julie Heggeness COMMISSION ACTION ITEMS 2. 16-019PR Recommendation to approve the fee waiver requests outlined in Attachment "A", in accordance with the Fee Waiver policy. The motion carried by the following vote: Yes: 6 - Stella Ursua, Margo Morales, Ron Sievers, David Zanatta, Benjamin Alan Goldberg and Ron Antonette Absent: 1 - Julie Heggeness 4. 16-021PR Authorize the Director of Parks, Recreation and Marine to execute all documents necessary to re-issue a Use Permit to LARPBO: Los Angeles Responsible Pit Bull Owners, dba LARPBO Dog Training for the continued provision of on-leash dog training/handling classes (commercial recreation) at Stearns Champions Park for a term of three years, with one, two-year renewal option, at the discretion of the Director or his designee beginning April 12, 2016. FINANCE & APPEALS COMMITTEE Chair Goldberg stated the committee met and the Fee Waivers were reviewed. President Antonette spoke. STUDEBAKER ROAD, 9:00 AM MAINTENANCE & INFRASTRUCTURE COMMITTEE Chair Antonette stated the committee met at the Drake/Chavez future project site. Commissioner Zanatta spoke. MARKETING & RECREATION COMMITTEE Chair Zanatta stated the committee met and disucssed future marketing opportunities. PARKS USAGE & REGULATIONS COMMITTEE Chair Ursua stated the committee met the previous week to discuss topics to bring to the committee. 1. Special Events and Filming Report - The Special Events and FIliming report was reviewed. JOINT USE COMMITTEE Chair Sievers stated the committee met after the Parks and Recreation Commission meeting on March 17, 2016. Steve Scott spoke regarding identifying opportunities with LBUSD. COMMUNITY CNTR COMMISSION MINUTES SENIOR CENTER LIBRARY 2800 N. STUDEBAKER ROAD, 9:00 AM PUBLIC COMMENT: IMMEDIATELY PRIOR TO ADJOURNMENT Opportunity is given to those members of the public who would like to address the Parks and Recreation Commission on non-agenda items. Each speaker is limited to three minutes unless extended by the Parks and Recreation Commission. Commissioner Zanatta introduced St. Anthony student, Diana Palma. Ms. Palmer presented her findings in a global research study who presented her findings of an experiment of the Marine life to establish growth rates and the impact of water temperatures in Long Beach. Commissioner Zanatta spoke. Vice President Goldberg spoke. Commissioner Ursua spoke. Dr. Grant from St. Anthony's High School spoke. A discussion ensued. Susan Miller spoke regarding nesting. Lucy Johnston spoke regarding Belmont Pool. Commissioner Sievers spoke. STAFF COMMENTS Gladys Kaiser reported on day camp registration and Earth Day activities Director Knight spoke. Valerie Davis asked commissioners to forward any changes in schedules for subcommittee meetings to her so she can ensure staff assigned to the sub-committee have the meetings on their calendars and reserve appropriate conference rooms. COMMUNITY CNTR COMMISSION MINUTES SENIOR CENTER LIBRARY 2800 N. STUDEBAKER ROAD, 9:00 AM Commissioner Ursua relayed information on the Green Event at Admiral Kidd Park on April 30, 2016. Commissioner Zanatta thanked the Commission and Staff for allowing Ms. Palma to make her presentation. Vice President Goldberg encouraged Commissioners to attend the upcoming Mayor's Cup Golf Tournament, as well as the upcoming baseball game at Blair Field between CSULB and San Jose. NEXT MEETING The next Parks and Recreation Commission meeting will be held on Thursday, May 19, 2016, at the El Dorado Park West Community Center, Senior Center Library located at 2800 N.
