CALL TO ORDER
The Parks and Recreation Commission meeting was called to order by President
Goldberg at 9:03 a.m., at the El Dorado Senior Center Library. Director Marie Knight took
the roll call and confirmed a quorum.

The employee of the month for November, 2016 will be presented at the January 19,
2017 Parks and Recreation Commission meeting.
APPROVAL OF MINUTES
1. 16-071PR Recommendation to approve the Parks & Recreation Commission
Meeting minutes of November 17, 2016.
Commissioner Antonette requested an amended motion for a revision in the
minutes of November 17, 2016, to include additional information relative to fee
waivers. Vice President Heggeness accepted the amended motion and
Commissioner Ursua seconded the motion.
An amended motion was made by Commissioner Antonette and
accepted by Vice President Heggeness, seconded by
Commissioner Ursua, to approve the minutes of November 17,
2016, with changes . The motion carried by the following vote:
Yes: 7 - Ron Antonette, Margo Morales, Ron Sievers, Stella Ursua,
Julie Heggenes, David Zanatta and Benjamin Alan

2. 16-072PR Authorize the Director, or his or her management designee, to
execute the Personal Services and Instruction Agreements and
amend Attachment "A" of the agreements as needed.

A motion was made by Commissioner Antonette, seconded by
Commissioner Sievers, to approve the recommendation. The
motion carried by the following vote:

3. 16-073PR Recommendation to approve the fee waiver requests outlined in
Attachment "A", in accordance with the Fee Waiver policy.
Gladys Kaiser provided the staff report.
A motion was made by Vice President Heggeness, seconded by
Commissioner Antonette, to approve the fee waiver for the Long
Beach Jr. League, and pull the balance of fee waiver requests for
discussion. The motion carried by the following vote:

Julie Heggenes, David Zanatta and Benjamin Alan

report, "We Create Community", for December, 2016.
Director Knight provided the update.
A motion was made by Vice President Heggeness, seconded by
Commissioner Ursua, to receive and file the Director's report for
the month of December, 2016. The motion carried by the
following vote:

President Goldberg provided the update. The agenda and fee waiver requests were
discussed.
FINANCE & APPEALS COMMITTEE
Vice President Heggeness provided the update. Fee waivers and loss reports were
discussed.
MAINTENANCE & INFRASTRUCTURE COMMITTEE
Commissioner Antonette provided the staff report. Future visits to park sites were
reviewed.
MARKETING & RECREATION COMMITTEE
Commissioner Zanatta spoke regarding the upcoming committee meetings now
scheduled quarterly beginning in January, 2017.
PARKS USAGE & REGULATIONS COMMITTEE
Commissioner Ursua stated the committee did not meet.
JOINT USE COMMITTEE
Commissioner Sievers stated the committee did not meet.

PUBLIC COMMENT: IMMEDIATELY PRIOR TO ADJOURNMENT
Jill Brennan spoke regarding El Dorado Regional Park and the impacts created by special
events, and maintenance concerns.
Opportunity is given to those members of the public who would like to address the Parks
and Recreation Commission on non-agenda items. Each speaker is limited to three
minutes unless extended by the Parks and Recreation Commission. The Brown Act
prohibits Commissioners from responding to comments on non-agenda items.

STAFF COMMENTS:
Meredith Reynolds reported that work on the youth sports court at Marina Vista Park had
commenced. The Promenade Tot Lot grand opening is coming up this weekend.
Hurley Owens spoke regarding the drought.
Deputy Director Scott thanked the Commissioners for their work during the past year.
Gladys Kaiser provided an update on Winter Fun Days and PRM youth participants work
on the Thanksgiving event for Seniors at Silverado Park.
COMMISSIONER COMMENTS:
Commissioner Sievers mentioned if you have visitors over the holidays, Bixby Bluff is a
spot for a beautiful view. Commissioner Sievers also reported on different park sites he
visited during the past month.
Commissioner Ursua asked when Gumbiner Park will be open.
Meredith Reynolds spoke.
Commissioner Ursua wished all happy holidays and encouraged everyone to be green in
2017.
Commissioner Zanatta spoke regarding community concerns for Gumbiner Park and
potential homeless issues. He wished all happy holidays.
Commissioner Morales stated the Promenade Tot Lot is beautiful and is sorry she wont
be able to attend the event.
Commissioner Antonette thanked everyone for a great year. He provided some
information regarding Partners of Parks and their ongoing efforts to be strong in the
community.
Vice President Heggeness thanked staff and congratulated Stephen Scott on his recent
promotion. Happy Holidays.
President Goldberg talked about Brown Act violations and the need to be very careful
when relaying information and during commission meetings. Happy Holidays.
