Director Marie Knight took roll call and confirmed a quorum. Narobert's ability to motivate and mentor participants and co-workers is outstanding! Congratulations! APPROVAL OF MINUTES 1. 16-066PR Recommendation to approve the Parks & Recreation Commission Meeting minutes of October 20, 2016. A motion was made by Commissioner Morales, seconded by Commissioner Sievers, to approve the recommendation. The motion carried by the following vote: Yes: 7 - Ron Antonette, Margo Morales, Ron Sievers, Stella Ursua, Julie Heggeness, David Zanatta and Benjamin Alan Goldberg COMMISSION ACTION ITEMS 2. 16-067PR Authorize the Director, or his or her management designee, to execute the Personal Services and Instruction Agreements and amend Attachment "A" of the agreements as needed. STUDEBAKER ROAD, 9:00 AM Gladys Kaiser presented the staff report. A motion was made by Vice President Heggeness, seconded by Commissioner Morales, to approve the recommendation. The motion carried by the following vote: Yes: 7 - Ron Antonette, Margo Morales, Ron Sievers, Stella Ursua, Julie Heggeness, David Zanatta and Benjamin Alan Goldberg 3. 16-068PR Recommendation to approve the fee waiver requests outlined in Attachment "A", in accordance with the Fee Waiver policy. Gladys Kaiser presented the staff report. A motion was made by Vice President Heggeness, seconded by Commissioner Antonette, to approve the recommendation with the exception of the request from North Long Beach Football and Cheer, to be discussed separately. STUDEBAKER ROAD, 9:00 AM A motion was made by Commissioner Antonette and seconded by Vice President Heggeness, to deny the fee waiver request for North Long Beach Football and Cheer and waiver the late fees associated with the permit. The motion carried by the following vote: Yes: Ron Antonette, Julie Heggeness, Margo Morales, Ron Sievers, David Zanatta and Benjamin Alan Goldberg DIRECTOR'S REPORT TO COMMISSION 4. 16-069PR Recommendation to receive and file the Director's monthly highlights report, "We Create Community", for November, 2016. Director Knight provided the update. The motion carried by the following vote: Yes: 7 - Ron Antonette, Margo Morales, Ron Sievers, Stella Ursua, Julie Heggeness, David Zanatta and Benjamin Alan Goldberg Email correspondence from Kinga Dobos Attias COMMITTEE STATUS REPORTS EXECUTIVE COMMITTEE President Goldberg provided the update and reported the agenda was discussed. FINANCE & APPEALS COMMITTEE Vice President Heggeness provided the report. Fee waivers were discussed. President Goldberg spoke Deputy Director Scott spoke MAINTENANCE & INFRASTRUCTURE COMMITTEE Commissioner Antonette provided the report. The Committee met at Houghton Park. Meredith Reynolds spoke. MARKETING & RECREATION COMMITTEE Commissioner Zanatta stated the committee did not meet this month, however, will be meeting in December. STUDEBAKER ROAD, 9:00 AM PARK USAGE & REGULATIONS COMMITTEE Commissioner Ursua provided the report. The committee met and discussed the field audit being conducted to ensure equitable use of fields. Commissioner Morales spoke Commissioner Ursua spoke JOINT USE COMMITTEE Commissioner Sievers stated the committee did not meet. However, the Park Usage and Regulations Committee work on the field audit will provide valuable information for Joint Use. Director Knight spoke President Goldberg spoke OLD BUSINESS NEW BUSINESS Director Knight advised we will be having a Commission meeting in December. There are potentially 2 items coming forward regarding naming of a City park. Please advise as soon as possible if you will not be at the December meeting. STUDEBAKER ROAD, 9:00 AM Opportunity is given to those members of the public who would like to address the Parks and Recreation Commission on non-agenda items. Each speaker is limited to three minutes unless extended by the Parks and Recreation Commission. The Brown Act prohibits Commissioners from responding to comments on non-agenda items. STUDEBAKER ROAD, 9:00 AM STAFF COMMENTS: Gladys Kaiser advised "Fall Fun Days" will be underway for students out of school for the Thanksgiving Holiday week. Meredith Reynolds spoke regarding upcoming park openings and ongoing projects. Ken Roberts reported on the amount of service calls the Maintenance Operations Bureau completed in the last month (537). Commissioner Zanatta spoke regarding homeless in the parks. Meredith Reynolds spoke. Director Knight spoke. COMMISSIONER COMMENTS: Commissioner Sievers advised he visited Jack Dunster Park and was very impressed with the drought tolerant landscaping. Additionally, Commissioner Sievers commented the Promenade Square Tot Lot, across from his office is nearly complete. Director Knight advised Commissioners would be receiving an invitation - the tentative date for the ribbon cutting is December 17, 2016. Commissioner Ursua thanked Belmont Pool staff for the excellent instruction for water aerobics. Vice President Heggeness congratulated Stephen Scott for his promotion to Deputy Director of the Department and Happy Thanksgiving to all. Commissioner Morales thanked staff for their help during the election at the polling place she worked. Commissioner Antonette also congratulated Stephen Scott on his promotion and wished everyone a Happy Thanksgiving.
