Director Marie Knight took roll call and confirmed a quorum. ROLL CALL Commissioners Ron Antonette, Margo Morales, Ron Sievers, David Zanatta and Present: Benjamin Alan Goldberg Commissioners Stella Ursua and Julie Heggeness Absent: A motion was made by Commissioner Antonette and seconded by Commissioner Morales to excuse Vice President Heggeness and Commissioner Ursua from the October 20, 2016 Parks & Recreation Commission meeting. Jeff has been instrumental in the implementation of the ActiveNet program. Joy Warren presented the Employee of the month for September, 2016 to PRM Recreation Services Supervisor of WRAP (Winners Reaching Amazing Potential), Etnangte Roeung. Etnangte's passion for the WRAP program inspires the program participants and employees every day. Congratulations Jeff and Etnangte! STUDEBAKER ROAD, 9:00 AM APPROVAL OF MINUTES 1. 16-060PR Recommendation to approve the Parks & Recreation Commission Meeting minutes of September 15, 2016. The motion carried with Commissioner Morales abstaining due to her absence from the Parks & Recreation Commission meeting on September 15, 2016. A motion was made by Commissioner Sievers, seconded by Commissioner Antonette, to approve the recommendation. The motion carried by the following vote: Yes: 4 - Ron Antonette, Ron Sievers, David Zanatta and Benjamin Alan Goldberg Abstain: 1 - Margo Morales Absent: 2 - Stella Ursua and Julie Heggeness COMMISSION ACTION ITEMS 2. 16-061PR Authorize the Director, or his or her management designee, to execute the Personal Services and Instruction Agreements and amend Attachment "A" of the agreements as needed. Gladys Kaiser provided the staff report. A motion was made by Commissioner Antonette, seconded by Commissioner Morales, to approve the recommendation. A motion was made by Commissioner Antonette, seconded by Commissioner Morales, to approve Fee Waiver request with the exception of #6859, to be pulled for further discussion. The motion carried by the following vote: Yes: 5 - Ron Antonette, Margo Morales, Ron Sievers, David Zanatta and Benjamin Alan Goldberg Absent: 2 - Stella Ursua and Julie Heggeness President Goldberg spoke. William Hong from St. Gregory's Catholic Church spoke. Commissioner Zanatta spoke. Commissioner Sievers spoke. Director Knight spoke. A discussion ensued. A motion was made by Commissioner Antonette and seconded by Commissioner Morales to deny the fee waiver for request #6859 (St. Gregory's Catholic Church). The motion carried unanimously. 4. 16-063PR Support the relocation of a previously-approved storage container to an existing cement pad in proximity to Field #2 in El Dorado Park West and authorize the Director of Parks, Recreation and Marine to execute an amendment to Right of Entry Permit P-00051, and any other necessary documents, with Los Altos Youth Baseball and Softball of Long Beach, Inc. a California non-profit corporation. STUDEBAKER ROAD, 9:00 AM MARKETING & RECREATION COMMITTEE David Zanatta, Chair The Committee met and discussed PRM website and social media. PARK USAGE COMMITTEE Stella Ursua, Chair The Committee will meet in November. JOINT USE COMMITTEE Ron Sievers, Chair The Committee will not meet. The City Joint Use Committee did not meet. OLD BUSINESS None NEW BUSINESS None PUBLIC COMMENT: IMMEDIATELY PRIOR TO ADJOURNMENT Opportunity is given to those members of the public who would like to address the Parks and Recreation Commission on non-agenda items. Each speaker is limited to three minutes unless extended by the Parks and Recreation Commission. The Brown Act prohibits the Commission from responding to public comments on non-agenda items. STUDEBAKER ROAD, 9:00 AM Susan Miller spoke regarding homeless issues at the Belmont Pool area parks. Ann Cantrell spoke regarding the use of Round Up in City parks. President Goldberg spoke. Director Knight spoke. Lucy Johnson spoke regarding the recent Aquatics Capital of America Awards Dinner. Commissioner Zanatta spoke. Ketty Gerterio spoke regarding homeless issues in Bixby Park. Director Knight spoke. Commissioner Morales spoke. Commissioner Zanatta spoke. Susan Miller spoke. At 10:30 a.m. the Great American Shakeout was conducted. Stephen Scott provided an overview of PRM involvement in Citywide Disaster Management Operations. STAFF COMMENTS: Gladys Kaiser thanked El Dorado Nature Center staff for their hard work on the annual plant sale. Stephen Scott introduced Marley Williams, Management Assistant. Hurley Owens reported the Maintenance Bureau is looking forward to the one-time additional funds coming forth from a couple of sources to fix some issues that have been on the list to be addressed for some time. COMMISSIONER COMMENTS: Commissioner Sievers stated he participated in the El Dorado Nature Center plant sale. Commissioner Zanatta encouraged the Commissioners to "like" Parks, Recreation and Marine on their social media pages.
