Director Marie Knight took the roll call and confirmed a quorum. PRESENTATIONS Employee of the Month - January 2017 Gladys Kaiser introduced Deborah Brubaker from the Animal Care Services Bureau as employee of the month for January 2017. Animal Care Services Bureau Manager, Ted Stevens, stated Deborah's knowledge of ACS is outstanding and her customer services skills are very much appreciated. The motion carried by the following vote: Yes: 7 - Ron Antonette, Margo Morales, Ron Sievers, Stella Ursua, David Zanatta, Julie Heggeness and Benjamin Alan Goldberg COMMISSION ACTION ITEMS 2. 17-006PR Recommendation to approve the fee waiver requests outlined in Attachment "A", in accordance with the Fee Waiver policy. (District 9) Director Knight spoke. Robert Livingstone provided the staff report. Commissioner Ursua recused herself from the vote and stepped down from the dias to avoid a conflict of interest Commissioner Zanatta spoke. Ann Cantrell spoke. Stella Ursua spoke. A motion was made by Commissioner Morales, seconded by Vice President Heggeness, to approve the recommendation and support the proposed activity and allow the Office of Special Events and Filming to execute a permit with Green Education, Inc., for the operation of the Green Prize Festival. The motion carried by the following vote: Yes: 6 - Ron Antonette, Margo Morales, Ron Sievers, David Zanatta, Julie Heggeness and Benjamin Alan Goldberg Recused: 1 - Stella Ursua 4. 17-008PR Support the proposed activity and allow the Office of Special Events and Filming to execute Speical Event Application with Carlos Gaspar, dba a for-profit organizer of the Tacos and Beer 5K Run in El Dorado East Regional Park Area III. (District 5) Or Determine the poposed activity does not provide a sufficient overall public benefit and instruct the Office of Special Events and Filming to deny Special Event Application with Carlos Gaspar, dba a for-profit organzier of the Tacos and Beer 5K Run in El Dorado East Regional Park Area III. A discussion ensued A motion was made by Vice President Heggeness, seconded by Commissioner Antonette, to approve the recommendation to support the proposed activity and allow the Office of Special Events and Filming to execute a Permit with Garlos Gaspar dba, a for-profit organizer of the Tacos and Beer 5K Run, with parameters determined by the Offices of Special Events and Filming and the Department of Parks, Recreation & Marine. The motion carried by the following vote: Yes: 5 - Ron Antonette, Ron Sievers, Stella Ursua, Julie Heggeness and Benjamin Alan Goldberg No: 2 - Margo Morales and David Zanatta 5. 17-009PR Recommend to the City Manager the approval of a Class I bike path as an improvement for public recreation at El Dorado Park, which meets a recreational need within the City. The motion carried by the following vote: Yes: 7 - Ron Antonette, Margo Morales, Ron Sievers, Stella Ursua, David Zanatta, Julie Heggeness and Benjamin Alan Goldberg DIRECTOR'S REPORT TO COMMISSION 6. 17-010PR Recommendation to receive and file the Director's monthly highlights report, "We Create Community", for February, 2017. Director Knight provided the update and provided information regarding: Emergency tree removals Changes to Fee Waiver policy will be vetted through the Finance & Appeals Committee We will also be creating a process for vetting community group projects that will be vetted through the Maintenance & Infrastructure Committee. A motion was made by Vice President Heggenes, seconded by Commissioner Ursua, to receive and file the Director's Report. The motion carried by the following vote: Yes: 7 - Ron Antonette, Margo Morales, Ron Sievers, Stella Ursua, David Zanatta, Julie Heggeness and Benjamin Alan Goldberg CORRESPONDENCE Director Knight reviewed the process for submitting communications to the Parks & Recreation Commission. After confirming with the City Clerk, to be consistent with other City Commissions and Committees, Correspondence will be omitted from the Parks and Recreation Commission Agenda going forward, and all communications from the Public will be heard under the Public Comment section of the meeting. FINANCE & APPEALS COMMITTEE President Goldberg provided the update on behalf of Vice President Heggeness. The committee asked for information regarding cost recovery. MAINTENANCE & INFRASTRUCTURE COMMITTEE Commissioner Antonette provided the update and stated the committee met at the El Dorado Nature Center to review the entryway and bridge projects. MARKETING & RECREATION COMMITTEE Commissioner Zanatta advised the committee will meet in April. PARKS USAGE & REGULATIONS COMMITTEE Commissioner Ursua advised the meeting will be rescheduled due to time constraints encountered before today's meeting. JOINT USE COMMITTEE Ron Sievers - Chair - The Committee did not meet. Each speaker is limited to three minutes unless extended by the Parks and Recreation Commission. The Brown Act prohibits Commissioners from responding to comments on non-agenda items. Lucy Johnson spoke regarding Belmont Pool. Jeff Miller spoke regarding Belmont Pool and the PRM budget. Ann Cantrell spoke. Mark Olson from Friends of El Dorado Dog Park introduced himself. STAFF COMMENTS: Meredith Reynolds advised the Commissioners to look for upcoming "save the dates" for grand opening events. Hurley Owens advised his crews are prepping for rain storms. Director Knight reminded the Commissioners of an appeal for the denial of a fee waiver made by the Parks & Recreation Commission that will come before the City Council on February 21, 2017. Gladys Kaiser thanked Jim Rugirello for his years of service to the City of Long Beach and his dedication to the Parks, Recreation & Marine Department. Valerie Davis thanked Jim Rugirello for his assistance with today's Commission meeting. COMMISSIONER COMMENTS: Commissioner Morales congratulated Commissioner Zanatta for his excellent representation of the Parks & Recreation Commission at the Molina Park ground breaking. Commissioner Sievers mentioned the highlight of his days has been walking by the Promenade Tot Lot. He is also looking forward to the opening of the El Dorado Nature Center entry. Commissioner Ursua thanked the Commission for their support of the Green Prize Festival. Vice President Heggeness thanked the Commission and Staff for the concern and support during the recent passing of her Mom. NEXT MEETING The next Parks and Recreation Commission meeting will be held on Thursday, March 16, 2017, at a location to be determined.
