Director Marie Knight took the roll call and confirmed a quorum. A motion was made by Vice President Heggeness, seconded by Commissioner Ursua, to approve the recommendation. The motion carried by the following vote: Yes: 6 - Ron Antonette, Ron Sievers, Stella Ursua, David Zanatta, Julie Heggeness and Benjamin Alan Goldberg Excused: 1 - Margo Morales COMMISSION ACTION ITEMS 2. 17-012PR Authorize the Director, or his or her management designee, to execute the Personal Services and Instruction Agreements and amend Attachment "A" of the agreements as needed. A motion was made by Commissioner Ursua, seconded by Vice President Heggeness, to approve the recommendation. The motion carried by the following vote: Yes: 6 - Ron Antonette, Ron Sievers, Stella Ursua, David Zanatta, Julie Heggeness and Benjamin Alan Goldberg Excused: 1 - Margo Morales A motion was made by Vice President Heggeness and seconded by Commissioner Antonette to deny the fee waiver application for Taos II Homeowners Association. STUDEBAKER ROAD, 9:00 AM Commissioner Antonette offered a substitute motion, seconded by Vice President Heggeness, to approve a partial fee waiver for Bikeable Communities, for two hours of facility rental, per event, for one year retroactive to March 14, 2017, with the condition that the Bikeable Communities group formalize a Community Outreach plan/report to be submitted with future fee waiver applications. Commissioner Zanatta spoke. A friendly amendment to the substitute motion was made by Commissioner Zanatta to waive all three hours of facility usage. Commissioner Antonette accepted the friendly amendment. Vice President Heggeness did not agree, therefore the amendment to the motion was not added. Commissioner Zanatta offered a 2nd substitute motion to waive all three hours of facility usage, for one year. Commissioner Antonette seconded the motion with the condition that the Bikeable Communities group formalize a Community Outreach plan/report to be submitted with future fee waiver applications. FINANCE & APPEALS COMMITTEE Julie Heggeness - Chair The Committee met. Fee waivers and the loss report were discussed. MAINTENANCE & INFRASTRUCTURE COMMITTEE Ron Antonette - Chair The Committee met and toured Seaside and 14th Street Parks to review upcoming projects in both areas. MARKETING & RECREATION COMMITTEE Davis Zanatta - Chair The Committee is scheduled to meet in April PARKS USAGE & REGULATIONS COMMITTEE Stella Ursua - Chair The Committee has rescheduled their date to meet within two weeks. JOINT USE COMMITTEE Ron Sievers - Chair The Committee did not meet. OLD BUSINESS NEW BUSINESS Commissioner Sievers asked for an update on herbacides used by the Department and any modifications of the use of the products. Commissioner Sievers spoke. STUDEBAKER ROAD, 9:00 AM PUBLIC COMMENT: IMMEDIATELY PRIOR TO ADJOURNMENT Opportunity is given to those members of the public who would like to address the Parks and Recreation Commission on non-agenda items. Each speaker is limited to three minutes unless extended by the Parks and Recreation Commission. The Brown Act prohibits Commissioners from responding to comments on non-agenda items. Mary Mattiensen from Friends of the El Dorado Dog Park spoke. Greg Florez from Long Beach Community Band spoke and thanked staff regarding assisting them with moving from the Wardlow facility to the Senior Center. He also provided information regarding their upcoming anniversary event. Claudia Schou from Friends of Bixby Park spoke regarding parcel 1, in Bixby Park. Lucy Johnson with Aquatic Capital of America spoke regarding the Belmont Pool progress. STUDEBAKER ROAD, 9:00 AM STAFF COMMENTS: Gladys Kaiser provided an update on 100 Days of Summer. Staff is working diligently to get ready for summer. Spring fun Days will have a lot of LBUSD kids during Spring Break. April 8th is camp registration day. The Marina Sports Court opening will happen on April 1, 2017. Deputy Director Scott provided an update on Budget preparation for 2018. Director Knight spoke regarding resources and budget. Valerie Davis reminded Commissioners to file their Form 700 by April 1 to avoid penalties. Meredith Reynolds reported on projects at Willow Springs and Drake Chavez Greenbelt. Robert Livingstone reported on tree replanting at the City's golf courses. Hurley Owens reported on emergency tree removals and the City's quick response teams for Homeless encampments. The teams assist in appropriate coordination of services for the homeless and appropriate response and tagging and storing belongings. COMMISSIONER COMMENTS: Commissioner Ursua commented events in our parks need to be responsible for trash collection and recycling. Director Knight spoke. Commissioner Zanatta asked for an update on De Forest Wetlands. Commissioner Zanatta also complimented Ted Stevens and all of ACS for the excellent service he received recently while adopting a new dog. Commissioner Antonette congratulated Commissioner Zanatta on the new addition to his family.
