Director Marie Knight took the roll call and confirmed a quorum. STUDEBAKER ROAD, 9:00 AM EMPLOYEE OF THE MONTH PRESENTATION Gladys Kaiser introduced Elyse Garcia as the March 2017 Employee of the Month. Elyse's dedication to her assignments is outstanding. She is a huge advocate and active in the Adaptive Recreation community as well as at her current assignment at the 4th Street Senior Center. Congratulations Elyse! Director Knight spoke. Elyse Garcia spoke. Gretchen Swanson - President of the Rose Park Neighborhood Association presented the Parks & Recreation Commission and PRM with "Easter Baskets" that include wonderful messages from the Rose Park Community, in appreciation of the Commission's support of the event recently held in Rose Park. APPROVAL OF MINUTES 1. 17-019PR Recommendation to approve the Parks & Recreation Commission Meeting minutes of March 16, 2017. Commissioner Morales requested that the Commission minutes of 3/16/17 be corrected under "roll call" and item number 1 to reflect her absence. A motion was made by Vice President Heggeness, seconded by Commissioner Ursua, to approve the minutes of 3/16/17 with corrections. STUDEBAKER ROAD, 9:00 AM 2. 17-020PR Authorize the Director, or his or her management designee, to execute the Personal Services and Instruction Agreements and amend Attachment "A" of the agreements as needed. Gladys Kaiser provided the staff report. President Goldberg spoke. Gladys Kaiser spoke. Commissioner Antonette spoke. A motion was made by Vice President Heggeness, seconded by Commissioner Antonette, to approve the recommendation. The motion carried by the following vote: Yes: 7 - Ron Antonette, Margo Morales, Ron Sievers, Stella Ursua, David Zanatta, Julie Heggeness and Benjamin Alan Goldberg 3. 17-021PR Recommendation to approve the fee waiver requests outlined in Attachment "A", in accordance with the Fee Waiver policy. A motion was made by Vice President Heggeness, seconded by Commissioner Antonette, to approve fee waiver requests #9399 and 9302 for Friends of Bixby Park, and pull request #9278, Global GLOW, for futher discussion. Commissioner Antonette offered a friendly amendment to the motion to require future fee waiver approval recipients to provide the Commission with a report detailing the event/program's results. The motion carried by the following vote: Yes: 7 - Ron Antonette, Margo Morales, Ron Sievers, Stella Ursua, David Zanatta, Julie Heggeness and Benjamin Alan Goldberg Vice President Heggeness spoke. Commissioner Morales offered a substitute motion to approve %50 of the stated fee waiver request for #9278, Global GLOW. The motion was seconded by Commissioner Antonette. President Goldberg called for the vote on the substitute motion by Commissioner Morales to waive 50% of the requested amount of the fee waiver. The motion failed by the following vote: Yes: 2 - Margo Morales, Ron Antonette No: 5 - Ron Sievers, Stella Ursua, Julie Heggeness, Benjamin A. Goldberg, David Zanatta The original motion was then brought back to the floor. President Goldberg asked for additional Commissioner and Public Comments. Seeing none President Goldberg called for the vote on the original motion, made by Vice President Heggeness, and Commissioner Ursua seconded the motion to approve fee waiver #9278, GLOBAL GLOW. Yes: 5 - Ron Sievers, Stella Ursua, Julie Heggeness, Benjamin A. Goldberg, David Zanatta No: 2 - Margo Morales, Ron Antonette 4. 17-022PR Authorize the Director of Parks, Recreation and Marine to execute the Second Amendment to Permit No. 29815 with Gregory M. Ruvolo, an individual doing business as El Dorado Express, to support the continued operation of an 18-gauge model railway concession, operation of up to nine reservable picnic sites and ancillary services in El Dorado East Regional Park through September 30, 2018, with one, one-year renewal option at the discretion of the Director. Director Knight provided the update. A motion was made by Commissioner Ursua, seconded by President Goldberg, to receive and file the April 2017 Director's Report. STUDEBAKER ROAD, 9:00 AM COMMITTEE STATUS REPORTS EXECUTIVE COMMITTEE President Goldberg provided the report - the Agenda was discussed FINANCE & APPEALS COMMITTEE Vice President Heggeness provided the report - Fee waivers, loss report, budget and water were discussed. MAINTENANCE & INFRASTRUCTURE COMMITTEE Commissioner Antonette provided the report - the Committee met at the Colorado Lagoon. MARKETING & RECREATION COMMITTEE Commissioner Zanatta stated the Committee met and discussed 100 Days of Summer and Summer camp registration and the new Partnerships to Enhance Park Programs (PEPPS). PARKS USAGE & REGULATIONS COMMITTEE Commissioner Ursua provided the report. New Athletic Field allocations process and procedures were discussed. STUDEBAKER ROAD, 9:00 AM Measure "A" Playground Replacements Director Knight presented information regarding playgrounds that will be replaced at Jackson Park, Veteran's Park, Drake Park, Los Cerritos and Whaley Parks. Commissioner Sievers spoke. Director Knight spoke. President Goldberg spoke. A motion was made by Vice President Heggeness and seconded by Commissioner Ursua to receive and file the presentation regarding Measure "A" Funding for playgrounds. The motion carried by the following vote: YES: 7 - Ron Antonette, Margo Morales, Ron Sievers, David Zanatta, Julie Heggeness, Stella Ursua and Benjamin Alan Goldberg. PUBLIC COMMENT: IMMEDIATELY PRIOR TO ADJOURNMENT Opportunity is given to those members of the public who would like to address the Parks and Recreation Commission on non-agenda items. Each speaker is limited to three minutes unless extended by the Parks and Recreation Commission. The Brown Act prohibits Commissioners from responding to comments on non-agenda items. Jeff Miller - Resident of 34 years spoke regarding concerns about the proposed Belmont Pool. Sam - CSULB Recreation Student Director Knight spoke. Lucy Johnson - Aquatics Capital of America spoke regarding the Belmont Pool plans. Mary Mattiensen - Friends of El Dorado Dog Park, spoke regarding fundraising for the El Dorado Dog Park. Gladys Kaiser spoke regarding summer programming, Day Camps, Aquatics and 11 Be Safe locations. The grand opening for Gumbiner Park is being held on April, 23 at 10:00 a.m. COMMISSIONER COMMENTS: Commissioner Ursua reminded everyone regarding the upcoming Green Prize Festival to be held on April 22, 2017 at Houghton Park. NEXT MEETING The next Parks and Recreation Commission meeting will be held on Thursday, May 18, 2017, at the El Dorado Park West Community Center, Senior Center Library located at 2800 N.
