Director Marie Knight took the roll call and confirmed a quorum. Kelly introduced Jeff King as the April 2017 Employee of the Month. Jeff demonstrates his pride for maintenance of the Queensway Bay/Rainbow Harbor area every day. Jeff is an awesome example to his team and ensures the Shoreline area looks beautiful for our many visitors to the downtown area during special events and throughout the year. Director Knight spoke. Jeff King spoke. APPROVAL OF MINUTES 1. 17-025PR Recommendation to approve the Parks & Recreation Commission Meeting minutes of April 20, 2017. A motion was made by Vice President Heggeness, seconded by Commissioner Ursua, to approve the recommendation. STUDEBAKER ROAD, 9:00 AM 2. 17-026PR Authorize the Director, or his or her management designee, to execute the Personal Services and Instruction Agreements and amend Attachment "A" of the agreements as needed. Gladys Kaiser provided the staff report. Commissioner Antonette spoke. Director Knight spoke. A motion was made by Vice President Heggeness, seconded by Commissioner Sievers, to approve the recommendation. The motion carried by the following vote: Yes: 7 - Antonette, Morales, Sievers, Ursua, Zanatta, Heggeness and Goldberg 3. 17-027PR Recommendation to approve the fee waiver requests outlined in Attachment "A", in accordance with the Fee Waiver policy. Gladys Kaiser provided the staff report. Vice President Heggeness spoke. Commissioner Antonette spoke. Dr. Mark Chung spoke regarding the Amature Ham Radio Operators event. Jane Dean spoke regarding Amature Ham Radio Operators event. . A motion was made by Vice President Heggeness, seconded by Commissioner Ursua, to approve the recommendation. The motion carried by the following vote: Yes: 7 - Antonette, Morales, Sievers, Ursua, Zanatta, Heggeness and Goldberg 4. 17-028PR Authorize the Director of Parks, Recreation and Marine to execute all documents necessary to issue a non-exclusive Permit to St. Anthony High School for use of Gumbiner Park for school-approved activities, for a term of three-years, with two, two-year renewal options at the discretion of the Director. STUDEBAKER ROAD, 9:00 AM Commissioner Zanatta announced he will recuse himself from voting on this item as he is a board member of St. Anthony High School. Commissioner Zanatta left the dias to sit with the audience. Robert Livingstone provided the staff report. Director Knight spoke. President Goldberg spoke. Commission Sievers spoke. David Zanatta spoke during public comment in support of the item. A motion was made by Vice President Heggeness, seconded by Commissioner Ursua, to approve the recommendation. The motion carried by the following vote: Yes: 6 - Antonette, Morales, Sievers, Ursua, Heggeness and Goldberg Recused: 1 - Zanatta 5. 17-029PR Authorize the Director of Parks, Recreation and Marine to enter into a permit with Long Beach Little League, Inc. for the continued use of a City-owned parking lot at Stearns Champions Park, currently leased to the Advocacy for Respect and Choice-Long Beach, Inc., a California non-profit corporation, for a three-year permit term, with one, two-year renewal option at the discretion of the Director. Robert Livingstone provided the staff report. Commissioner Antonette spoke. Robert Livingstone spoke. A motion was made by Commissioner Ursua, seconded by Vice President Heggeness, to approve the recommendation. A motion was made by Commissioner Morales, seconded by Commissioner Antonette, to approve Approve Special Event Permit Application #17-09324 of the Pacific Talent Academy of the Arts, a Domestic non-profit corporation, with full fees, for the operatoin of the Weekend in Polynesia Cultural Heritage Celebration in Recreation Park, including the Bandshell, with parameters determined by the Office of Special Events and Filming and the Department of Parks, Recreation & Marine. The motion carried by the following vote: Yes: 7 - Antonette, Morales, Sievers, Ursua, Zanatta, Heggeness and Goldberg 7. 17-031PR Recommend to the City Manager the approval of a walking trail and associated landscaping as an improvement for public recreation at the Red Car Greenbelt, which meets a recreational need within the City. Director Knight provided the update. President Goldberg spoke. Lucy Johnson spoke. A motion was made by Vice President Heggeness, seconded by Commissioner Morales, to receive and file the May Director's Report. COMMUNITY CNTR COMMISSION MINUTES SENIOR CENTER LIBRARY 2800 N. STUDEBAKER ROAD, 9:00 AM EXECUTIVE COMMITTEE Chair Goldberg reported the agenda for May 18th and algae in the lakes were discussed. FINANCE & APPEALS COMMITTEE Chair Heggeness reported the group discussed budget, water and the current loss report. MAINTENANCE & INFRASTRUCTURE COMMITTEE Chair Antonette reported the group met at Silverado Pool. MARKETING & RECREATION COMMITTEE Davis Zanatta - Chair The Committee did not meet. PARKS USAGE & REGULATIONS COMMITTEE Stella Ursua - Chair Commissioner Morales reported the athletic field distribution was discussed. JOINT USE COMMITTEE Ron Sievers - Chair The Committee did not meet. COMMUNITY CNTR COMMISSION MINUTES SENIOR CENTER LIBRARY 2800 N. STUDEBAKER ROAD, 9:00 AM Lucy Johnson spoke regarding pools within the City, including LBUSD and joint use. STAFF COMMENTS: Meredith Reynolds reported the the Drake/Chavez Greenbelt project is moving towards completion. The projects at Admiral Kidd and Seaside Parks are also in the works. Gladys Kaiser reported on upcoming summer events including the May 26th Summer Kick Off Concert at Marine Stadium. COMMISSIONER COMMENTS: Commissioner Zanatta introduced Mark Hardison, retired City of Hawthorne Parks Department and member of the Partners of Parks Board of Directors. Commissioner Sievers commented that the El Dorado Nature Center Entryway Dedication Ceremony was great. He also encouraged everyone to attend the concert at the Nature Center on June 29, 2017. Opportunity is given to those members of the public who would like to address the Parks and Recreation Commission on non-agenda items. Each speaker is limited to three minutes unless extended by the Parks and Recreation Commission. The Brown Act prohibits Commissioners from responding to comments on non-agenda items.
