Director Marie Knight took the roll call and confirmed a quorum. Karen's dedication to the Community, the City and her co-workers is to be commended. Joy Warren spoke. Gladys Kaiser spoke. Director Knight spoke and introduced the new "Pay it Forward" chip to recognize the excellent efforts of our employees. Karen Geib spoke. Director Knight also recognized the Department's Employee Recognition Committee (ERC). Besides fundraising for worthy causes, this volunteer committee are the caretakers of our employees during significant events in their lives. President Goldberg spoke. APPROVAL OF MINUTES 1. 17-033PR Recommendation to approve the Parks & Recreation Commission Meeting minutes of May 18, 2017. Commissioner Morales noted spelling corrections to be made. A motion was made by Commissioner Morales, seconded by Commissioner Zanatta, to approve the May minutes with corrections. The motion carried by the following vote: Yes: 5 - Ron Antonette, Margo Morales, Stella Ursua, David Zanatta and Benjamin Alan Goldberg Absent: 2 - Ron Sievers and Julie Heggeness COMMISSION ACTION ITEMS 2. 17-034PR Authorize the Director, or his or her management designee, to execute the Personal Services and Instruction Agreements and amend Attachment "A" of the agreements as needed. STUDEBAKER ROAD, 9:00 AM A motion was made by Commissioner Morales, seconded by Commissioner Antonette, to approve the recommendation with the exception of fee waiver request #9521 to be pulled for further discussion. A friendly amendment was made by Commissioner Antonette to require groups requesting fee waivers to provide a verbal or written report explaining the benefit of the waiver to the community. Commissioner Morales accepted the amendment. The motion carried by the following vote: Yes: 5 - Ron Antonette, Margo Morales, Stella Ursua, David Zanatta and Benjamin Alan Goldberg Absent: 2 - Ron Sievers and Julie Heggeness Commissioner Antonette made a motion to approve #9521 for six months, beginning on the first event date, anticipated to be in September, 2017 through March, 2018. Commissioner Morales seconded the motion. Commissioner Ursua offered a friendly amendment to request staff to report back to the Commission, the impact of the group upon the facility. Commissioner Antonette accepted the friendly amendment. Commissioner Antonette spoke. President Goldberg spoke. Commissioner Zanatta spoke. Director Knight spoke. A discussion ensued. The motion carried by the following vote: Yes: 5 - Ron Antonette, Margo Morales, Stella Ursua, David Zanatta, Benjamin Goldberg No: 0 Absent: 2 - Julie Heggeness, Ron Sievers 4. 17-036PR Authorize the Director of Parks, Recreation and Marine to execute a Right of Entry Permit any other necessary documents, for the Rotary Club of Long Beach, a California non-profit corporation, and/or its agents, to make various improvements and upgrades to Rotary Centennial Park, for a period of one-year with a one-year extension at the discretion of the Director. Director Knight provided the update and reviewed the content of the monthly We Create Community publication. She also provided information regarding upcoming community meetings regarding Lincoln Park and advised we have started a pilot credit card program at El Dorado Regional Park vehicle gates. A motion was made by Commissioner Antonette, seconded by Commissioner Morales, to receive and file the Director's report to Commission for June, 2017. FINANCE & APPEALS COMMITTEE Julie Heggeness - Chair Chair Heggeness was absent from the meeting. President Goldberg provided the update and stated fee waivers were discussed. MAINTENANCE & INFRASTRUCTURE COMMITTEE Chair Antonette provided the update. The Committee visited the Red Car Greenbelt. MARKETING & RECREATION COMMITTEE David Zanatta - Chair The Committee will meet in July. PARKS USAGE & REGULATIONS COMMITTEE Stella Ursua - Chair The Committee will meet in July. JOINT USE COMMITTEE Ron Sievers - Chair The Committee did not meet. COMMUNITY CNTR COMMISSION MINUTES SENIOR CENTER LIBRARY 2800 N. STUDEBAKER ROAD, 9:00 AM Opportunity is given to those members of the public who would like to address the Parks and Recreation Commission on non-agenda items. Each speaker is limited to three minutes unless extended by the Parks and Recreation Commission. The Brown Act prohibits Commissioners from responding to comments on non-agenda items. PUBLIC COMMENT: Dan Halverson - Resident of the 4th District spoke regarding the 100 Days of Summer website. Lucy Johnson - Aquatics Capital, spoke regarding the Belmont Plaza Pool. Emily - Resident of Long Beach spoke regarding Azteca maintenance and the need for improving site lines through the park. STAFF COMMENTS: Meredith Reynolds reported on grants that have been applied for for 14th Street Park. We will hear if the grant will be awarded to the City. David Zanatta spoke. Gladys Kaiser provided an update on Summer happenings. Staff is trained and we are ready for our day camps. 10 intense weeks of programming. Gladys will forward programming information to the Commission. Director Knight spoke. COMMISSIONER COMMENTS: Commissioner Zanatta appreciated the information regarding Lincoln Park. Commissioner Morales would like to receive information regarding volunteering at our events. Commissioner Morales advised she will not be in attendance at the July 2017 Commission meeting. Director Knight spoke. Commissioner Ursua recommended the sequel to the movie "An Inconvenient Truth". It is called "Inconvenient Sequel. The movie reinforces the sustainable model. Commissioner Antonette advised he and Commissioner Zanatta are working hard with Partners of Parks. More information to follow regarding a potential fundraiser in August. President Goldberg mentioned the Century Club, of which he is a board member, is very involved in youth sports activities and amateur sports and recently completed a middle school banquet with 800 attendees. He is very appreciative of Long Beach Parks, Recreation and Marine.
