CALL TO ORDER
The Parks and Recreation Commission meeting was called to order by Chair Heggeness at
9:03 a.m., at the El Dorado Park Senior Center.

Director Mouet took the roll call and confirmed a quorum.

Employee of the Month - November 2018
Candace Montgomery
With the unexpected departure of the Coordinator at Orizaba Park, 2-3 weeks before summer
programming was to begin, a huge vacancy was left to be filled. In came Candace
Montgomery with her knowledge and experience having worked in recreation for many years.
She took on the roll as not only the coordinator for the Summer Fun Day Program, she also
took on the responsibility of the coordinator for the summer Be Safe Program as well.
At various parks both programs are run by two separate employees because of the demands
and responsibility associated with the two positions. Everything was doubled for Candace,
multiple field trips to plan and attend, multiple movies in the park to coordinate and run and

multiple incidents and accidents to problem solve and write.
Candace did an exceptional job running both programs this Summer. The creativity, the
organization, dedication and communication skills she exhibited all summer made her
deserving of “Employee of the Month.”

Commissioner Ursua, to approve the recommendation for
permit numbers 16534 and 16524. Permit number 16486 was
pulled and to be placed on the January 2019, Agenda. The
motion carried by the following vote:

Right of Entry Permit and any other documents necessary with the
Public Corporation of the Arts Long Beach, dba Arts Council for Long
Beach, a California non-profit corporation, to enter Houghton Park for
the production and maintenance of a mural on the bleacher stand of
the baseball field at Houghton Park for a term of five-years, with two,
five-year options to renew at the discretion of the Director. (District 9)

Beach, through June 20, 2021. (District 2)

6. 18-083PR Approve the proposed improvements to softball fields 3, 4 and 5;
baseball fields 1 and 2; and the tee ball field at El Dorado West Park
and Authorize the Director of Parks, Recreation and Marine to execute
all documents necessary for a new Right of Entry Permit with Los Altos
Youth Baseball and Softball of Long Beach, a non-profit corporation
and/or its agents to facilitate the performance of the various
improvements, for a period of two years with one, one-year renewal;
authorize the Director to amend the scope of work as needed; and
accept a donation of planning, labor and materials; and
Support the proposed improvements to the baseball field 6 at El Dorado
West Park and recommend City Council approve a Right of Entry and
any other necessary documents, for Los Altos Youth Baseball and
Softball of Long Beach, Inc., a non-profit corporation, and/or its

Telecommunication Facility on an existing transmission tower operated
by Southern California Edison (SCE), a California corporation, and
installed by T-Mobile West, (T-Mobile), a Delaware limited liability
corporation, within El Dorado East Regional Park, Area III, pursuant to
Section 21.56.130 (B) of the Long Beach Municipal Code, and
recommend City Council execution of a Site License Agreement with
SCE, as Licensee with T-Mobile, for said Wireless Telecommunication
Facility. (District 5)

Southern California Edison (SCE), a California corporation, and installed
by T-Mobile West, (T-Mobile), a Delaware limited liability corporation,
within El Dorado East Regional Park, Area III, pursuant to Section
21.56.130 (B) of the Long Beach Municipal Code, and recommend City
Council execution of a Site License Agreement with SCE, as Licensee
with T-Mobile, for said Wireless Telecommunication Facility. (District 5)
Suggested Action: Approve recommendation.

21.56.130 (B) of the Municipal Code, and recommend City Council
execution of a Lease with New Cingular Wireless PCS, LLC (AT&T) of
Atlanta, GA for said Wireless Telecommunication Facility. (District 5)
