The Parks and Recreation Commission meeting was called to order by Chair Heggeness at

2. 19-064PR Recommendation to consider approval, or denial, of the fee waiver
requests outlined in Attachment “A” in accordance with the Fee Waiver
Policy.
A motion was made by Commissioner Goldberg, seconded by
Commissioner Ursua, to approve permit numbers: R20733,
R20622, R20665, R20732, R20731, R20730, R20729, R20728 and
R20727. The motion carried by the following vote:

3. 19-065PR Authorize the Director of Parks, Recreation and Marine to approve a
new park amenity and to execute all documents necessary to issue a
Right of Entry Permit with Adventures to Dreams Enrichment Inc., a
non-profit public benefit corporation, to begin the pre-construction (i.e.
planning and organization) for a youth and family educational garden at
Drake Chavez Greenbelt for a period of three months from January 1,
2020 through March 31, 2020, or until a City Council approved Lease
can be executed and;
Recommend to the City Manager the approval of a Lease with
Adventures to Dreams Enrichment Inc., a non-profit public benefit
corporation, for the use of approximately 0.23-acres of City-owned
land within the Drake Chavez Greenbelt as a youth and family
educational garden and farm produce stand, for a period of five years,
from March 1, 2020 through February 28, 2025, with two, two-year
renewal options, at the discretion of the City Manager, which meets a
recreational need within the City. (District 1)

Health Plan, a not-for-profit Health Maintenance Organization based In
Long Beach, for the production and maintenance of one mural in Pan
American Park, for a term of one year from January 1, 2020 through
December 31, 2020, to paint, complete, and maintain the murals, with
two, one-year options to renew through December 30, 2022, for mural
maintenance purposes, at the discretion of the Director. (District 5)
