CITY OF LONOKE CITY COUNCIL SPECIAL MEETING MINUTES February 12, 2019 The Lonoke City Council held a special city council meeting in the administration room of City Hall at 6:30 p.m. on Tuesday, February 12, 2019. Mayor Trae Reed called the meeting to order with the invocation given by Kevin Petrus. Mayor Reed asked Deputy City Clerk, Regina Ibbotson to call the roll. Deputy City Clerk Regina Ibbotson called the roll and declared a quorum. ASBESTOS AND LEAD BASED PAINT STABILIZATION QUOTES FOR DR. HOLMES OFFICE PROPERTY Two proposals were presented from Snyder Environmental following the environmental assessment for stabilizing the lead-based paint and abating the asbestos in the property located at 305 SW Front Street. The stabilization of the lead-based paint is estimated to cost $13,816.00 and the abatement and disposal of the asbestos is estimated to cost $14,873.00. After much discussion regarding the pros and cons of each proposal, the following plan was presented: (1) Beginning on February 25th, the city will open up the property for a period of 45 days and allow anyone interested to do their own inspections and submit an “as is” sealed bid. The city will tarp the roof to prevent any more water damage. (2) If the first option brings no bidders, the city will again open up the property for another 60 day “as-is” inspection period with the 15K incentive that the city will complete the asbestos abatement for the winning sealed bidder. Michael Florence made the motion to proceed with Item #1 as listed above. Matt Cordell seconded the motion.
