CITY COUNCIL MEETING MINUTES
MARCH 11, 2019
The Lonoke City Council held a city council meeting in the administration room of City Hall at
6:00 p.m. on Monday, March 11, 2019. Mayor Trae Reed called the meeting to order with the invocation
given by Pastor Royce Calloway, Independent Christian Fellowship. Mayor Reed asked City Clerk, Jeribeth
Edwards to call the roll. City Clerk Jeribeth Edwards called the roll and declared a quorum.

MINUTES:
Mayor Trae Reed asked for acceptance of the February minutes as recorded. Efrem Jones made a motion
To accept the minutes as written. Raymond Hatton seconded the motion. Motion carried. Mayor Reed
asked for the acceptance of the Special Meeting Minutes that was held on Feb 12, 2019. Koy Butler made
a motion to approve the minutes. Raymond Hatton seconded the motion. Motion carried. Mayor Reed
asked for the acceptance of the Special meeting minutes that was held on March 1, 2019. Koy Butler made
a motion to accept the minutes as written. Matt Cordell seconded the motion. Motion Carried.
PUBLIC COMMENT: None
2022 Executive Board Report - Anna McClung was present and gave an update on Lonoke 2022 Report.
PARKS/MOSQUITO:
Mr. Roy Don Lewis was present and gave a report. Mr. Lewis mentioned that he is
Getting quotes for the installation of two scoreboards that were gifted to the city from Sylvan Hills.

COMMUNITY CENTER:
Mr. Mike Brown was absent. The events going on are soccer sign-ups, Baptist Health day, and drivers
testing.
FIRE DEPARTMENT:
Justin Whittenburg was present and gave report. Mr. Whittenburg asked the council
To purchase four (4) sets of Fire gear from EVS, Conway AR. for $13,200.00. Koy Butler made a motion to
purchase the gear. Raymond Hatton seconded the motion. Motion carried.
PUBLIC WORKS:
Mr. Jim Kelley was present and gave report. Mr. Kelley gave updates on all the projects in the city.
Pump Controller: Mr. Kelley asked the council to purchase a Pump Controller and Level Transmitter for
the Hicks Street Pump Station. He had two quotes. Calibration and Control, Inc. for a total of $3,960.00
plus tax. Two quotes from Nickelson Electric and Cable LLC for a total of $12,307.94. Koy Butler made a
motion to use Calibration and Controls, Inc. for a total of $4,019.40. Raymond Hatton seconded the
motion. Motion carried.
Change Order for Lonoke Sewer Improvements Phase II This change order is to change a bid item for a
4-inch service line from SDR 35 to schedule 40 pipe; Add bid item for hauling off excavated materials from
the jobsite; decrease bid item 4 from 4,000 ft to 534 ft. The total change order is for $15,432.00. Koy
Butler made a motion to grant the change order. Alice Bridges seconded the motion. Motion carried.
Bid Out water improvements: Mr. Kelley asked to start the process to “bid-out” the catwalk for the water
treatment plant. Koy Butler made a motion for Mr. Kelley to start getting bids. Efrem Jones seconded the
motion. Motion carried.
STREET:
Mr. Jim Ransom was present and gave report. Mr. Ransom mentioned to the council that there are some
trees that need to be cut down. He is working with some property owners to get this concern taken care
of. Mr. Ransom mentioned that City wide clean up is set for May 4-11, 2019.
POLICE DEPARTMENT:
Chief Randy Mauk was present and gave report. He mentioned that $10,530.00 has been billed to
immigration and probation/parole. (a) Chief Mauk explained to the council he would like to purchase two
(2) display radars from Radar sign Marietta, GA. The cost per sign is $3,321.75. The Lonoke School District
will also be purchasing one sign to be dedicated in the school zone. The city’s cost is $6,643.50. Efrem
Jones made a motion to purchase the radars. Suzette Elmore seconded the motion. Motion carried. (b)
Chief Mauk asked the council to purchase two (2) portable radios. He had two bids. One bid from
Motorola Solutions for $6,092.32. Another bid from MJ Communications, Inc. for $5,037.00. Koy Butler
made a motion to purchase the radios from MJ Communications. Raymond Hatton seconded the motion.
Motion carried.

A. ORDINANCE 747- “AN ORDINANCE TO SET FEES FOR REPLACEMENT OF DAMAGED ELECTRONIC
WATER METER COMPONENTS” - Efrem Jones made a motion to put Ord. #747 on the floor. Raymond
Hatton seconded the motion. Motion carried. Ginger Stuart read Ordinance No. 747 in its entirety. Efrem
Jones made the motion to accept the 1st reading of Ordinance No. 747. Matt Cordell seconded the motion.
Motion carried with (7) aye hand votes. Efrem Jones made the motion to suspend the rules- 2nd reading-
title only. Alice Bridges seconded the motion. Motion carried with (7) aye voice votes. Ginger Stuart read
Ordinance No. 747- title only- 2nd reading. Efrem Jones made the motion to accept the 2nd reading-title
only- of Ordinance No. 747. Raymond Hatton seconded the motion. Motion carried with (7) hand votes.

Clause. Raymond Hatton seconded the motion. Motion carried.
B. ORDINANCE 748- “AN ORDINANCE TO AMEND THE ANNUAL OPERATING BUDGET FOR CALENDAR
YEAR 2018”- Efrem Jones made a motion to put Ord. #748 on the floor. Raymond Hatton seconded the
motion. Motion carried. Ginger Stuart read Ordinance No. 748 in its entirety. Efrem Jones made the
motion to accept the 1st reading of Ordinance No. 748. Raymond Hatton seconded the motion. Motion
carried with (7) aye hand votes. Efrem Jones made the motion to suspend the rules- 2nd reading- title
only. Koy Butler seconded the motion. Motion carried with (7) aye voice votes. Ginger Stuart read

C. ORDINANCE 749- “AN ORDINANCE DESIGNATING THE DISTRICT COURT CLERK AS THE OFFICIAL
RESPONSIBLE FOR THE COLLECTING OF FINES ASSESSED IN THE LONOKE DISTRICT COURT”- Koy Butler
made a motion to put Ord. #749 on the floor. Efrem Jones seconded the motion. Motion carried. Ginger
Stuart read Ordinance No. 749 in its entirety. Matt Cordell made the motion to accept the 1 st reading of
Ordinance No. 749. Efrem Jones seconded the motion. Motion carried with (7) aye hand votes. Efrem
Jones made the motion to suspend the rules- 2nd reading- title only. Koy Butler seconded the motion.

D. ACCEPTANCE OF SCHEDULE A AND B SEWER IMPROVEMENTS PHASE III- Jim Kelley explained to the
council that the total construction cost for Phase III is $1,890,175.00. Reece Construction “Schedule A” is
a total of $1,524,875.00. Heller Company, Inc. “Schedule B” is a total of $365,300.00. Koy Butler made a
motion to accept Schedule A and B for the sewer improvements. Efrem Jones seconded the motion.
Motion carried.
E. QUOTES FOR COMMUNICATION PACKAGE ITEMS- Mayor Reed presented the council with a 2019
Communications Package Summary. Mayor Reed mentioned that there has been $25,000.00 allocated in
the budget for a new Communication package. (A) First, Mayor Reed mentioned the Electronic Council
Packet which would include an iPad for every city council person. He asked the council to purchase 10
(ten) apple I-Pads with an Apple TV for $3,139.00. (B) Mayor Reed asked the council to move forward on
the Conference Technologies, Inc which would increase communications through out the city by providing
live access to Council online and provide attendees with the ability to view material being discussed for
$9,222.07. (C) Mayor Reed asked for a citizen engagement software to inform the public on infrastructure
projects and to encourage engagement with city administration. The cost from City Sourced is $12,200.00
for the first year and $8,000.00 every year after the first year. (4) Mayor Reed mentioned that he would
also like to see a lavalier microphone system for each council member that is not included in this package.
The total for all the items that Mayor Reed has asked for is $24,561.07. Ryan Biles made a motion to
approve this package. Koy Butler seconded the motion. After some discussion Efrem Jones made a
motion to table this matter until the April meeting after some more detailed information is received.
Raymond Hatton seconded the motion. Motion carried.
F. SOCCER FIELD UPDATE- Mayor Reed asked the council to set up a working session to work up a project
for the soccer field. The council decided to meet on April 2, 2019 at 6:00pm.
G. Report regarding Arkansas Governor’s Conference on Tourism- Suzette Elmore gave a report on the
conference. She mentioned she would love for the council members of Lonoke to attend this conference
if possible.
