CITY COUNCIL MEETING MINUTES
November 12, 2019
The Lonoke City Council held a city council meeting in the administration room of City Hall at 6:00 p.m. on
Tuesday November 12, 2019. Mayor Trae Reed called the meeting to order with the invocation given by
Pastor Garry Harris, St. John Baptist Church. City Clerk, Jeribeth Edwards to call the roll. City Clerk Jeribeth
Edwards called the roll and declared a quorum.

MINUTES:
Mayor Trae Reed asked for acceptance of the October 14th meeting minutes as recorded.
Koy Butler Made a Motion to accept the minutes as read. Raymond Hatton seconded the motion. Motion
carried.
2022 Executive Board Report – Anna McClung was present and gave an update on Lonoke 2022 Report.
She presented minutes from the previous committee meetings.
PARKS/MOSQUITO: Mr. Roy Don Lewis was present and gave report. The old concession stand at the
ballpark has been torn down and moved off. Mr. Lewis mentioned that they will have to move the ADT
monitoring equipment in order to keep the thefts down. The cost to move the equipment is $1,548.45.
Michael Florence made a motion to spend the money. Raymond Hatton seconded the motion. Motion
carried. Mr. Lewis also mentioned the Christmas light committee plans to start putting up Christmas lights
in the next few weeks.

COMMUNITY CENTER: Mr. Mike Brown was present and gave report. Coming events are Baptist Health
will be out doing health checks. Driving tests, Mamo Van tests, and driver’s test are the events going on
for the month. No action required from the council. Mr. Brown also mentioned that the Community
Center has been asked to host a high school 4A swim meet next season.
A. Lawn Mower Purchase: Sourcewell Contract- Mr. Brown asked permission to purchase a 60” cut
Kubota mower from Heritage Agriculture, Carlisle AR. The cost is $13,442.00. Alice Bridges made a motion
to purchase the mower. Suzette Elmore seconded the motion. Motion carried.
B. Pool Deck Resurfacing Quote-TIP TAPS Contract and Locker Rooms/Restrooms: Mr. Brown asked to
resurface the pool deck area. The estimate from Dennis Neal Resurfacing from Swifton, AR. is $29,637.00.
Mr. Brown asked to resurface the Men’s and Women’s Locker Rooms and bathrooms. The estimate from
Dennis Neal Resurfacing, Swifton, AR is for $15,562.00. The total for resurfacing will be $45,199.00. Koy
Butler made a motion to get this process started. Raymond Hatton seconded the motion. Motion carried.
PUBLIC WORKS DEPARMENT: (Water/Street/Animal Control) Mr. Jim Kelley was present and gave
report.
(Efrem Jones entered the building during the report.)
A. LED Lighting Proposal (City Shop)- Mr. Kelley had three estimates for this job. Justice Electric Service
LLC, for a total of $4,750.00. A+ Plus Electrical, LLC for a total of $2,250.00, and Entergy Solutions of
Arkansas for $1,850.72. Michael Florence made a motion to go with Entergy Solutions and to add enough
money for taxes, $2,100.00. Raymond Hatton seconded the motion. Motion carried.
B. LED Lighting Proposal (Animal Shelter)- Mr. Kelley had three estimates for this job. Justice Electric
Service LLC, for a total of $3,850.00. A+ Plus Electrical, LLC for a total of $1,550.00, Entergy Solutions of
Arkansas for $1,241.15. Michael Florence made a motion to go with Entergy solutions of Arkansas for
$1,400.00 for any extra taxes. Koy Butler seconded the motion. Motion carried.
POLICE DEPARTMENT: Caption Steven Holt was present and gave report. Mr. Holt mentioned that the
total billed to immigration and Probation/Parole was a total of $7,740.00.
A. Jail Heat and Air Unit Quotes- Mr. Holt had two proposal’s for replacing indoor furnace, Evap Coil, new
refrigeration line set and AC unit. Lonoke Service Company, LLC in Lonoke, AR. for $7,165.66. The other
is from Danny Elmore Heating and Air Conditioning LLC in Lonoke, AR for a total of $5,000.00. Efrem Jones
made a motion to go with Danny Elmore for the lowest bid. Alice Bridges seconded the motion. Motion
carried.
FIRE DEPARTMENT: Justin Whittenburg was present and gave report. Mr. Whittenburg needed to action
from the council.
3rd Quarter Budget- Treasure Phillip Howell was absent and Mayor Reed gave a report for the budget.

OLD BUSINESS:
A. Dr. Holmes Building Update: Mayor Reed asked if the city could re-advertise the building. Raymond
Hatton made a motion to advertise for bids again.
NEW BUSINESS:
A. Ordinance 753- Amend UDC-Center Street Overlay District: Raymond Hatton made a motion to put
Ord. #753 on the floor. Efrem Jones seconded the motion. Motion carried. Ginger Stuart read Ordinance
No. 753 in its entirety. Efrem Jones made the motion to accept the 1st reading of Ordinance No. 753.
Raymond Hatton seconded the motion. Motion carried with (7) aye hand votes. Koy Butler made the
motion to suspend the rules- 2nd reading- title only. Efrem Jones seconded the motion. Motion carried
with (7) aye voice votes. Ginger Stuart read Ordinance No. 753- title only- 2nd reading. Efrem Jones made
the motion to accept the 2nd reading-title only- of Ordinance No. 753. Raymond Hatton seconded the
motion. Motion carried with (7) hand votes. Koy Butler made the motion to suspend the rules-3rd reading-
title only. Efrem Jones seconded the motion. Motion carried with (7) aye voice votes. Ginger Stuart read
Ordinance No. 752- title only – 3rd reading. Efrem Jones made the motion to accept the 3rd reading- title
only Ordinance No. 753. Raymond Hatton seconded the motion. Motion carried with (7) aye hand votes.
Michael Florence made a motion to adopt the ordinance. Efrem Jones seconded the motion. Motion
carried with (7) aye hand votes. Efrem Jones made a motion to adopt the emergency clause. Koy Butler
seconded. Motion carried with (7) aye hand votes.
B. Ordinance 754- “Vacate Alley, Blk 16, Dismuke’s Addition”: Raymond Hatton made a motion to put
Ord. #754 on the floor. Koy Butler seconded the motion. Motion carried. Ginger Stuart read Ordinance
No. 754 in its entirety. Efrem Jones made the motion to accept the 1st reading of Ordinance No. 754. Koy
Butler seconded the motion. Motion carried with (7) aye hand votes. Koy Butler made the motion to
suspend the rules- 2nd reading- title only. Matt Cordell seconded the motion. Motion carried with (7) aye
voice votes. Ginger Stuart read Ordinance No. 754- title only- 2nd reading. Efrem Jones made the motion

C. Ordinance 755- “Adopt New Employee Handbook”- Efrem Jones made a motion to put Ord. #755 on
the floor. Koy Butler seconded the motion. Motion carried. Ginger Stuart read Ordinance No. 755 in its
entirety. Efrem Jones made the motion to accept the 1st reading of Ordinance No. 755. Raymond Hatton
seconded the motion. Motion carried with (7) aye hand votes. Koy Butler made the motion to suspend

with (7) hand votes. Michael Florence made the motion to suspend the rules-3rd reading-title only.

carried with (7) aye hand votes. Michael Florence made a motion to adopt the emergency clause. Koy
Butler seconded. Motion carried with (7) aye hand votes.
D. Tree Board- Appoint new member - April Anderson- Alice Bridges made a motion to appoint April
Anderson to the tree board. Suzette Elmore seconded the motion. Motion carried.
E. Request to Hire Community Development Director- Mayor Reed reported that he would like to hire
someone to be the community development director. Condemnations, building inspection, code
enforcement. This position will be a primary building inspector. Koy Butler made a motion to put this hire
out to the public. Suzette Elmore seconded the motion. Motion carried.
F. Trash Can Proposal- Alice Bridges reported to the council regarding the issue. Next meeting, she would
like for the council to vote on this subject.
G. ARML AD&D Plan Invoice for 2020 Council and Department Heads- The total Premium for 23 positions
under the age of 70 is $1,840.00. Koy Butler made a motion to accept this. Alice Bridges seconded the
motion. Motion carried.
PAY THE BILLS: Koy Butler made a motion to pay bills. Efrem Jones seconded the motion. Motion
carried.
