CITY COUNCIL MEETING MINUTES
October 14, 2019
The Lonoke City Council held a city council meeting in the administration room of City Hall at 6:00 p.m. on
Monday, October 14, 2019. Mayor Trae Reed called the meeting to order with the invocation given by
Pastor Carlos Wallace, Word of Truth Christian Church. City Clerk, Jeribeth Edwards to call the roll. City
Clerk Jeribeth Edwards called the roll and declared a quorum.

MINUTES:
Mayor Trae Reed asked for acceptance of the August meeting minutes as recorded. Koy Butler made a
Motion to accept the minutes as read. Efrem Jones seconded the motion. Motion carried.
2022 Executive Board Report – Caroline Horton was present and gave an update on Lonoke 2022 Report.
She presented minutes from the previous committee meetings.
COMMUNITY CENTER: Mr. Mike Brown was present and gave report. Coming events are Baptist Health
will be out doing health checks. Driving tests and basketball signups are the events going on for the
month. No action required from the council.
FIRE DEPARTMENT: Chief Justin Whittenburg was present and gave report. Mr. Whittenburg needed to
action from the council.

PUBLIC WORKS: Mr. Jim Kelley was present and gave report.
A. Water Treatment Plant Bid Approval- (Sandblasting and Painting)- Mr. Kelley mentioned a project
that has been budgeted for sandblasting filters for the water treatment plant. The low bid was received
from Eagle Sandblasting and Painting, Inc for $69,500.00. Raymond Hatton made a motion to approve
this project. Koy Butler seconded the motion. Motion carried.
STREETS: Mr. Patrick Reagan was present and gave report.
A. Sidewalk Bid Approval: Mr. Reagan mentioned that there were three bids for the project. Redstone
Construction Group, Inc. for $404,305.01. Harris Construction Management for $342,443.02. Red Roc, Inc.
for $419,225.13. He requested the city go with the low bid from Harris Construction Management for
$342,443.02. Koy Butler made a motion to go with the low bid. Raymond Hatton seconded the motion.
Motion carried.
POLICE DEPARTMENT: Caption Steven Holt was present and gave report. Mr. Holt mentioned that the
total billed to immigration and Probation/Parole was a total of $6,330.00. Mayor Reed made an
announcement that he has selected a new Police Chief - Matthew Edwards. He has approximately 19
years of experience and is currently at the National Police Academy in Quantico, VA. Efrem Jones
congratulated the Mayor on the hire.
PARKS/MOSQUITO: Mr. Roy Don Lewis was present and gave report.
A. Ball Park Concession and Restroom Project bid Certification: Mr. Lewis mentioned that the ballpark
needs a new concession building. After some careful consideration the ballpark committee along with
Allison and Partners received 10 bids for the construction of the project. The apparent low bidder is Key
Builders, Inc. out of Cabot, Ar. The base bid is for $669,000.00. Mr. Lewis shared the issues with the
current concession stand and explained the reasons for the new construction. Mr. Lewis believes this
company is qualified for the construction of the project. Mr. Efrem Jones asked how this project would
be funded. Treasure Phillip Howell was present and believes this project can be given a loan and could be
paid off in three to five years. Efrem Jones made the motion to go with the bid of $669,000.00 with Key
Builders, Inc.
B. Allison and Partners Invoice: This invoice is for $18,045.57. Koy Butler made a motion to pay the
invoice. Efrem Jones seconded the motion. Motion carried.
OLD BUSINESS:
A. Ordinance 752- “Ordinance to Modify the UDC Definition of Day Care Family Home”- Raymond
Hatton made a motion to put Ord. #752 on the floor. Efrem Jones seconded the motion. Motion carried.
Ginger Stuart read Ordinance No. 752 in its entirety. Efrem Jones made the motion to accept the 1 st
reading of Ordinance No. 752. Raymond Hatton seconded the motion. Motion carried with (7) aye hand
votes. Efrem Jones made the motion to suspend the rules- 2nd reading- title only. Raymond Hatton
seconded the motion. Motion carried with (7) aye voice votes. Ginger Stuart read Ordinance No. 752-
title only- 2nd reading. Efrem Jones made the motion to accept the 2nd reading-title only- of Ordinance

No. 752. Raymond Hatton seconded the motion. Motion carried with (7) hand votes. Koy Butler made
the motion to suspend the rules-3rd reading-title only. Raymond Hatton seconded the motion. Motion
carried with (7) aye voice votes. Ginger Stuart read Ordinance No. 752- title only – 3rd reading. Koy Butler
made the motion to accept the 3rd reading- title only Ordinance No. 752. Raymond Hatton seconded the
motion. Motion carried with (7) aye hand votes. Efrem Jones made a motion to adopt the ordinance. Koy
Butler seconded the motion. Motion carried with (7) aye hand votes. Koy Butler made a motion to adopt
the emergency clause. Efrem Jones seconded. Motion carried with (7) aye hand votes.
B. Planning Commission Members: Mayor Reed mentioned that he would like to appoint two members
to fill vacancies Bill Coley and Mike Jones. Ryan Biles made a motion to accept the members. Alice Bridges
seconded the motion. Motion carried.
C. AT&T Monopole Lease/Explanation: Mayor Reed gave a summary regarding the 25-year lease with
AT&T Monopole lease. Efrem Jones made a motion to enter into the contract. Koy Butler seconded the
motion. Motion carried.
NEW BUSINESS:
A. Certify 2020 Millage Collection: Treasurer Howell mentioned that nothing should be changed
considering the maximum amount is already being collected. Mayor Reed asked there not be any
changes. Matt Cordell made a motion to keep the current collection rate at 5.4 Mills. Alice Bridges
seconded the motion. Motion carried.
B. Resolution 10-1-2019 - “Set a date for Public Hearing to hear Petition to Vacate an Alley”- Efrem
Jones made a motion to put Res 10-1-2019 on the floor. Raymond Hatton seconded the motion. Motion
carried. Ginger Stuart read Resolution 10-1-2019 and its entirety. Raymond Hatton made a motion to
accept 1st reading. Efrem Jones seconded the motion. Motion carried with (7) hand votes.
C. Dr. Holmes Building Update: Mayor Reed mentioned there are two options regarding the building.
The option to accept a cash offer for $10,000.00. The other option would be to list the building with RPM.
Suzette Elmore gave some good insight regarding the issue. Koy Butler made a motion to list the house
for a sealed offer. Efrem Jones seconded the motion. Motion carried.
PAY THE BILLS: Koy Butler made a motion to pay bills. Efrem Jones seconded the motion. Motion
carried.

ADJOURN: Suzette Elmore made a motion to adjourn. Efrem Jones seconded the motion. Motion
carried.
