CITY OF LONOKE CITY COUNCIL MEETING MINUTES September 9, 2019 The Lonoke City Council held a city council meeting in the administration room of City Hall at 6:00 p.m. on Monday, September 9, 2019. Mayor Trae Reed called the meeting to order with the invocation given by Pastor Jimmy Wallace, Retired Pastor of Lonoke Baptist Church. City Clerk, Jeribeth Edwards was asked to call the roll. Efrem Jones Made a Motion to accept the minutes as read. Raymond Hatton seconded the motion. Motion carried. Michael Florence made a motion to accept the August 19,2019 Special Meeting minutes as read. Koy Butler seconded the motion. Motion carried. PUBLIC COMMENT: Sharon Sims from Mosquito Illness Alliance was present and promoted awareness on mosquito issues. Ms. Sims gave the council great education the mosquito control issues. She also educated the city on West Nile Virus. She mentioned she is very impressed with the program that the city has been doing to work on getting rid of mosquitos. 2022 Executive Board Report - Anna McClung was present and gave an update on Lonoke 2022 Report. She presented minutes from the previous committee meetings. A. Request for Beautification Items: Ms. McClung asked the council to fund the 2019-2020 Downtown Lonoke Planter Project. She asked for new pots, shrubs, flowers, potting soil, water spikes and planters. The cost to purchase and fill eight planters is $1,745.00. Suzette Elmore made a motion to allow the Beautification team to purchase the planters out of the retail economic fund. Koy Butler seconded the motion. Motion carried. FIRE DEPARTMENT: Justin Whittenburg was present and gave report. Mr. Whittenburg needed to action from the council. PUBLIC WORKS: Mr. Jim Kelley was present and gave report. A. Core & Main Change Order #1: Mr. Kelley mentioned that the city lacks about 280 meters to finish the project. The cost to finish the meter install project is $96,483.50. Koy Butler made a motion to accept the change order. Efrem Jones seconded the motion. Motion carried. B. Bond Issue Update: Mr. Kelley gave an update on the Sewer and Water Improvements for 2018-2019. STREET: Mr. Jim Ransom was present and gave report. A. Chipper Repair Invoice: Mr. Ransom asked the council to repair the Chipper. The estimate is $5,074.64 with Altec in Conway, Ar. Michael Florence made a motion to have the repairs done. Efrem Jones seconded the motion. Motion carried. POLICE DEPARTMENT: Chief Randy Mauk was present and gave report. He mentioned that $10,040.00 has been billed to immigration and probation/parole. The Mayor mentioned that Chief Mauk will be retiring at the end of the month after working with the city for 22 years. PARKS/MOSQUITO: Mr. Roy Don Lewis was present and gave report. Mr. Lewis mentioned that he would like to put the new concession stand bathroom plans out to bid. Koy Butler made a motion to open out a bid for the baseball concession stand. Efrem Jones seconded the motion. Motion carried. Mr. Lewis mentioned that there weren’t enough children that signed up for soccer, for a league. However, the high school soccer coach will have his team come and have three soccer clinics for free in the fall. He also noted that the city will be flying to spray for mosquitoes on Sept 12th and Sept 19th. COMMUNITY CENTER: Mr. Mike Brown was present and gave report. Coming events are Baptist Health will be out doing health checks. Driving tests, blood pressure clinic are the events going on for the month. No action required from the council. BUDGET AND FINANCE: A. 2nd Quarter Budget Report: Treasure Phillip Howell was present and gave report. Koy Butler made a motion to approve the report. Raymond Hatton seconded the motion. Motion carried. B. Resolution 9-1-2019- Resolution to Amend Street Department Operating Budget: Efrem Jones made a motion to put Res. 9-1-2019 on the floor. Raymond Hatton seconded the motion. Motion carried. Ginger Stuart read Res 9-1-2019 and its entirety. Raymond Hatton made a motion to accept the first reading. Koy Butler seconded the motion. Motion carried. OLD BUSINESS: There was none. 2  CITY OF LONOKE CITY COUNCIL MEETING MINUTES September 9, 2019 NEW BUSINESS: A. Planning Commission Members: Mayor Reed tabled this item until next meeting. B. Ordinance 752- “Ordinance to Modify the UDC Definition of Day Care Family Home”- Ginger Stuart explained why this ordinance should be modified. This ordinance was presented for information only. She explained that the city has been requested to entertain Day Care family homes to modify the number of children a day care family home can have. Matt Cordell made a motion to hold a public hearing for this issue. Raymond Hatton seconded the motion. Motion carried. Mayor Reed mentioned there will be a public hearing on October 14, 2019 at 5:45. PAY THE BILLS: Michael Florence made a motion to pay bills. Efrem Jones seconded the motion. Motion carried. ANNOUNCEMENTS: Mayor Reed mentioned to the council (1) that there will be a “Lonoke Co. Friends of the Animal Shelter” meeting on September 10, 2019 held at the Anderson Guest House and (2) that the city will be hosting landscape architecture graduate students from MSU working on a study to benefit the city on how best to connect all areas of the city. There will be two options to give input: Sept 23rd 6:30 pm at city hall and Sept 24th at 9am at Lonoke Assembly. The council and anyone interested was invited to attend.
