CITY OF LONOKE CITY COUNCIL MEETING MINUTES January 13, 2020 The Lonoke City Council held a city council meeting in the administration room of City Hall at 6:00 p.m. on Monday January 13, 2020. Mayor Trae Reed called the meeting to order with the invocation given by Pastor Woody Evans, Brownsville Baptist Church. City Clerk, Jeribeth Edwards was asked to call the roll. Efrem Jones Made a Motion to accept the minutes as read. Koy Butler seconded the motion. Motion carried. 2022 Executive Board Report – Anna McClung was present and gave an update on Lonoke 2022 Report. She presented minutes from the previous committee meetings. POLICE DEPARTMENT: Chief Matt Edwards was present and gave report. Chief Edwards mentioned that the total billed to immigration and Probation/Parole was a total of $11,970.00. A. Radars: Chief Edwards had a quote to purchase three (4) dual-2 antenna Radar Systems, from Stalker radar in Richardson, TX. The total cost for the 4 radars is $6,576.00 plus tax. Alice Bridges made the motion to purchase the radars and cover the cost of tax. Efrem Jones seconded the motion. 1  CITY OF LONOKE CITY COUNCIL MEETING MINUTES January 13, 2020 B. New Dodge: Chief Edwards had a bid from state bid, Steve Landers Chrysler Dodge Jeep, for a Dodge Ram 1500 Crew Cab. The total cost is $24,160.00. Koy Butler made a motion to purchase the truck. Matt Cordell seconded the motion. Motion carried. Chief Edwards also had a quote from Fleet Safety out of Greensboro, NC to have the Dodge truck outfitted. The total cost is $3,402.17. Koy Butler made a motion to outfit the truck. Efrem Jones seconded the motion. Motion carried. FIRE DEPARTMENT: Justin Whittenburg was absent, Mayor Reed gave report. A. Renewal of IaR Subscription: After some discussion the council decided to table until the Feb meeting. PARKS/MOSQUITO: Mr. Pierce Johnson was present and gave report. A. Change order #1- Concession Stand Project: There needed to be additional dirt work for $14,381.90. Also, Maxima Roof Panels for the total of $4,375.00. The total amount for the change order is $18,756.90. Koy Butler made a motion to accept the change order. Matt Cordell seconded the motion. Motion carried. COMMUNITY CENTER: Mr. Mike Brown was present and gave report. Activities going on this month Health Checks from Baptist Health, Drivers Tests, Jan. fitness promotion “Get Fit Lonoke”. Mr. Brown mentioned he would like to start the process of replacing the pool pac. The Approximate cost is $300,000.00. Aquatic’s director, Brian Bowen was present and gave the council some insight regarding the reason for the pool pac. The council discussed the benefits to the community center and the interest in working on this project in the future. Brian Bowen introduced his vision “Get Fit Lonoke” to the council. PUBLIC WORKS (Water/Sewer & Street)- Mr. Kelley was present and gave report regarding the side walk project. He mentioned that Phase 1 of the sewer project, Kraus Construction should be done in a month or so. A. LED Lighting Proposal Correction for Shop and Animal Shelter: Mr. Kelley brought some information to the council regarding a project that had been voted on in November. 1. City Shop: In November the city made a motion to purchase a LED lighting switchover from Nickleson Electric and Cabling. There is a change in the amount. There will be a refund of $455.67 from Entergy. Koy Butler made a motion to approve the total cost of $3,362.12. Efrem Jones seconded the motion. Motion carried. 2. Animal Shelter: In November the city made a motion to purchase LED lighting switchover from Nickleson Electric and Cabling. There is a change in the amount. There will be a refund of 1,511.40 from Entergy. Koy Butler made a motion to approve the total cost of $1,696.82. Efrem Jones seconded the motion. Motion carried. COMMUNITY DEVELOPMENT: A. Request to purchase vehicle off of State Contract: Mr. Bill Blankenship, new Community Development Director, was present and gave report. The vehicle is a 2019 Ram Promaster city. Efrem Jones made a motion to purchase the vehicle. Koy Butler seconded the motion. Motion carried. BUDGET AND FINANCE - Treasurer Phillip Howell was present and gave a report. Mr. Howell had a recommendation regarding remaining bond funds, Mr. Howell mentioned to the council that there is currently 4.5 million left on the bond issue. Jim Kelley gave the council insight on a new water and sewer improvement project; he would like to see the City of Lonoke continue water and sewer improvements. He does believe the cost would be around $4,315,000.00. Mayor Reid asked if this was something that was decided on water would be the percentage of water and sewer being reconstructed. Mr. Kelley mentioned water would be around a 94% improvement and sewer would be around a 75% improvement. Mr. Howell mentioned there would be some money left from the bond, however that money could be used for any change orders that might occur during the work being completed. Mr. Kelley also mentioned that paving would be allocated as well, as long as it is being affected by the water improvement. Mayor Reid mentioned that there would be a delay of around 12 months because the City wants to make sure all is complete and not mess up any pavement. Raymond Hatton asked how Mr. Kelley would determine where to start. Mr. Kelley answered by explaining that he knows the areas that need it the most as far as older material. Mr. Hatton asked for Mr. Kelley to let the council know where he would start. Alice Bridges made a motion to start the process. Matt Cordell seconded the motion. Motion carried. OLD BUSINESS: A. Lonoke Train Depot Renovation RFQ - Tiffany Hunter was present and explained to the council that with careful review the committee has met and selected Revival Architecture, Scott Ar. for the Rock Island Lonoke Depot Restoration/Repair project. Efrem Jones made a motion to accept the recommendation. Michael Florence seconded the motion. Motion carried. NEW BUSINESS: A. Ordinance #759- “An Ordinance Amending 267 and 555 allowing a council member to conduct business with the city”. Efrem Jones made a motion to put Ord. #759 on the floor. Koy Butler seconded the motion. Motion carried. Ginger Stuart read Ordinance No. 759 in its entirety. Michael Florence made the motion to accept the 1st reading of Ordinance No. 759. Koy Butler seconded the motion. Ryan Biles abstained himself from the motion. Motion carried with (6) aye hand votes. Koy Butler made the motion to suspend the rules- 2nd reading- title only. Proposal for Council Bench Construction: A quote from Arkansas Correctional Industries from Pine Bluff, AR. for a custom council counter, two (2) skirted tables, and a dictionary stand. The total cost is $5,288.00. Koy Butler made a motion to purchase the new furniture. Michael Florence seconded the motion. Motion carried. C. Purchase six (6) (AED) Units for city locations: The quote for Automatic External Defibrillators from Cintas is $2,002.01 per unit. Each unit consists of an AED, case, and extra pads. There will need to be six (6) units ordered; City Hall, Parks Dept, City Shop, Fire Dept., Police Dept., and Community Center. Each department will pay for their own device.
