CITY COUNCIL SPECIAL MEETING MINUTES
JANUARY 27, 2020
The Lonoke City Council held a special city council meeting in the administration room of City Hall at
6:00 p.m. on Monday, January 27, 2020. Mayor Trae Reed called the meeting to order with the invocation
given by Mayor Reed. Mayor Reed asked Deputy City Clerk, Regina Ibbotson to call the roll. Deputy City
Clerk Regina Ibbotson called the roll and declared a quorum.

1. RESOLUTION 1-1-2020 – “A RESOLUTION PROVIDING FOR THE ADOPTION OF A BUDGET FOR THE
CITY OF LONOKE FOR THE TWELVE (12) MONTHS BEGINNING JANUARY 1, 2020 AND ENDING
DECEMBER 31, 2020, APPROPRIATING MONEY FOR EACH ITEM OF EXPENDITURE THEREIN PROVIDED
FOR; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES.” Koy Butler made the motion to
put Resolution 1-1-2020 on the floor for discussion. Raymond Hatton seconded the motion.
Motion carried. Mayor Reed allowed Treasurer Howell to make comments regarding the
questions concerning the 2020 budget. These items included: (a) Funding for banners if
allowed to place them somewhere downtown – funding already exists in the Retail Economic
budget, (b) additional funding of $6,000 for the Animal Shelter – will be researched and
handled at a later date, (c) funding for the Lonoke County Library – will require research,
compliance with ArkLegAudit and handling at a later date, (d) funding for Main Street Lonoke
program – will also require research, compliance with ArkLegAudit and handling at a later
date. Raymond Hatton made the motion to adopt Resolution 1-1-2020. Michael Florence
seconded the motion. Motion carried.

2. PERMISSION TO PURCHASE CONCESSION TRAILER FOR THE PARKS DEPT – While the new
concession stand is under construction, the parks department is proposing to use a mobile
concession trailer. A fully outfitted and permitted trailer was located for sale in Heber Springs
for $5,000. Pictures of the concession trailer were shown to the council members for
reference. Once the concession stand is completed, the wagon can be used down at Fields 6-
8 for the tournament crowd and for soccer. Koy Butler made the motion to spend us to $5000
on the trailer. Ryan seconded the motion. Motion carried.
ADJOURN: With no objections, Mayor Reed adjourned the meeting.
