CITY OF LONOKE CITY COUNCIL MEETING MINUTES June 15, 2020 The Lonoke City Council held a city council meeting through internet livestream video via zoom application at 6:00 p.m. on Monday June 15, 2020. Mayor Trae Reed called the meeting to order with the invocation given by Efrem Jones. City Clerk, Jeribeth Edwards called the roll and declared a quorum. Gene Eagle News Media Rick Kron, The Leader Visitors Emilie Zalfini, Greg Lingo, Matt Boyles, Leigh Ann Pool, Gib Richardson, Hannah Harris, Deborah Moore, and Jay Holstead MINUTES Mayor Trae Reed asked for acceptance of the May 11, 2020 minutes. Koy Butler made a Motion to accept the minutes as read. Suzette Elmore seconded the motion. Motion carried. PUBLIC COMMENT: 1.) Leigh Ann Pool, CAPDD was present and presented the recycling options in Lonoke. Mrs. Pool gave information on the free recycling that is available for the City of Lonoke. 2.) Matt Boyles, with the Lonoke Chamber of Commerce, was present. Mr. Boyles mentioned the concern regarding mold being present in the building for working conditions and the public coming in and out. Mr. Ryan Biles mentioned that there will be an inspection done by an environmental specialist. Mr. Boyles mentioned the chamber would like to get ultraviolet light through the HVAC system. They are also looking for some guidance regarding the window’s being shut. Mayor Reed mentioned everything would be discussed soon. Mr. Boyles thanked the council for their time. 2022 Executive Board Report – Anna McClung was present and gave an update on Lonoke 2022 Report. She presented minutes from the previous committee meetings. Economic Development Report: Mr. Gene Eagle was present and gave report. PARKS/MOSQUITO: Mr. Roy Don Lewis was present and gave report. Mr. Lewis mentioned A. Quote to Purchase Larvicide- Clarke out of St. Charles, IL gave a quote for $35,066.07 for 30 cs. Matt Cordell made a motion to accept the quote. Raymond Hatton seconded the motion. Motion carried. Greg Lingo was present and gave an update regarding the mosquito issue. B. Quote to Install Handrails around concession stand- Zack Eaves Custom Shop, out of Lonoke, AR gave a quote of $3,311.00. Matt Cordell made a motion to accept the quote. Koy Butler seconded the motion. Motion carried. C. Quote to Fabricate Enclosure around A/C units- Zack Eaves Custom Shop, Lonoke AR. gave a quote for $4,751.50 plus tax. Koy Butler made a motion to accept the quote. Raymond Hatton seconded the motion. Motion carried. COMMUNITY CENTER: Mr. Mike Brown was present and gave report. No action needed. PUBLIC WORKS (Water & Street/Animal Control)- Mr. Kelley was present and gave report and updates. A. Bid Tabulation- Water Improvements, Phase II- Bid Opening starts June 15,2020- tabled. B. Change Order #1- Sidewalks Project- To Reconcile Bid Items and Add an item for a sidewalk that moved after already being formed on Lincoln Street- Alice Bridges made a motion to accept change order #1 for $1,759.50. Koy Butler seconded the motion. Motion carried. C. Quote to extend Sidewalk one block North of the City Park on S. Center- Quote from Harris Construction Management, Little Rock AR. This is to remove, replace, and backfill 195 foot of sidewalk and the replacement of one driveway at $38.00 a foot. The total price is $7,410.00. Koy Butler made a motion to accept the bid. Suzette Elmore seconded the motion. Motion carried. This is not part of the ongoing sidewalks grant and will be paid for out of the streets department operating account. POLICE DEPARTMENT: Chief Matt Edwards was present and gave report. Chief Edwards mentioned that the total billed to immigration and Probation/Parole was a total of $5,490.00. A. School Resource Officer Contract- Chief Edwards mentioned the contract is the same as last year other than the pay increase. Mr. Edwards mentioned that the contract is being presented to the school board. Koy Butler made a motion to accept the SRO contract. Michael Florence seconded the motion. Motion carried. COMMUNITY DEVELOPMENT: Daniel Sallinger was present and gave report. FIRE DEPARTMENT: Justin Whittenburg was present and gave report. A. Quotes to replace Ice Machine at Fire Dept.- Mr. Whittenburg had (3) quotes. Superior Ice, Little Rock, AR for the total of $3,280.14. Lonoke Service Company, Lonoke AR. for the total of $4,159.97. Keathley Service Co., Inc. from Maumelle AR. for the total of $4,049.41. Raymond Hatton made a motion to accept the lower bid with Superior Ice. Suzette Elmore seconded the motion. Motion carried. OLD BUSINESS: A. Cable Franchise Collection Update- Mayor Reed mentioned he would like to table this issue until next meeting. B. NLC Service Line Partner Agreement- Emilie Zalfini, was present to answer any questions. Michael Florence made a motion to approve the marketing agreement between Lonoke City and HomeServ. Raymond Hatton seconded the motion. Motion carried. NEW BUSINESS: A. Water Department Write Off List- Raymond Hatton made a motion to approve the write off list submitted by the water department for $3,278.48. Efrem Jones seconded the motion. Motion carried. B. Selection of ESCO - Gib Richardson was present and gave a report. Mr. Richardson presented that Lonoke 2022 Infrastructure committee recommends that the city contract with McKinstry Essention, LLC. Suzette Elmore made a motion to accept the contract. Koy Butler seconded the motion. Motion carried. C. Resolution 6-1-2020- “Lonoke is Essential”- Raymond Hatton made a motion to put resolution 6-1- 2020 on the floor. Koy Butler seconded the motion. Motion carried. Ginger Stuart read Resolution 6-1- 2020 and its entirety. Koy Butler made a motion to accept 1st reading. Raymond Hatton seconded the motion. PAY THE BILLS: Michael Florence made a motion to pay bills. Koy Butler seconded the motion. Motion carried.
