CITY COUNCIL MEETING MINUTES
July 13, 2020
The Lonoke City Council held a city council meeting through internet livestream video via zoom application
at 6:00 p.m. on Monday July 13, 2020. Mayor Trae Reed called the meeting to order with the invocation
given by Pastor Reid Terry, Lonoke Baptist Church. City Clerk, Jeribeth Edwards to call the roll. City Clerk
Jeribeth Edwards called the roll and declared a quorum.

MINUTES:
Mayor Trae Reed asked for acceptance of the June 15, 2020 minutes. Raymond Hatton made a Motion
to accept the minutes as read. Koy Butler seconded the motion. Motion carried.
PUBLIC COMMENT: No public Comment
2022 Executive Board Report – Anna McClung was present and gave an update on Lonoke 2022 Report.
She presented minutes from the previous committee meetings. Mrs. McClung has asked the council to
spend up to $500 for plants that should be refurbished around the city. The funds will come from the
Retail Economic fund. Michael Florence made a motion to spend the money for the plants. Raymond
Hatton seconded the motion. Motion carried.

Economic Development Report: Mr. Gene Eagle was present and gave report.
PUBLIC WORKS (Water & Street/Animal Control)- Mr. Kelley was present and gave report and updates.
A. Bid Tabulation and Recommendation for Water Improvements Phase II Water- Two bids
given through Bond Consulting. The first is by Privcon Developments, Inc. in the amount of $3,294,094.91.
The second was from White River Construction, Inc. in the amount of $3,628,622.50. After some
discussion, Matt Cordell made a motion to go with White River Construction. Raymond Hatton Seconded
the motion. Matt Cordell, Suzette Elmore, and Ryan Biles all opposed. Motion carried.
B. Quote for Repairs to Street Dept Backhoe- The estimate from Stribling Equipment, LLC for
the John Deere Backhoe is a total of $15,123.43. Matt Cordell made the motion to get the work done.
Raymond Hatton seconded the motion. Motion carried. This is a City Street Department Asset.
POLICE DEPARTMENT: Chief Matt Edwards was present and gave report. Chief Edwards mentioned that
the total billed to immigration and Probation/Parole was a total of $8,700.00.
A. State Bid on Dodge Ram Vehicle- The bid is for a 2019 Ram 1500 Classic SSV Crew Cab, from
Steve Landers Chrysler Dodge Jeep for a total of $24,160.00. Alice Bridges made a motion to purchase
the truck. Suzette Elmore seconded the motion. Motion carried.
B. Quotes on Outfitting Dodge Ram Vehicle- The first quote is from Dana Safety Supply, Inc in
North Carolina for a total of $4,041.55. The seconded quote is from Arkansas Valley Communications for
a total of $5,178.75. Raymond Hatton made a motion to go with the lowest bid. Matt Cordell seconded
the motion. Motion carried.
PARKS/MOSQUITO: Mr. Peirce Johnson and Greg Lingo was present and gave report.
A. Mosquito Trapping Data- A report was shown that was the average of Trapped Mosquito’s in
Lonoke City. The Data from June 2nd- June 7th. The Traps run from 4:00pm to 8:00am, Monday through
Friday.
COMMUNITY CENTER: Mr. Mike Brown was present and gave report. No action needed.
COMMUNITY DEVELOPMENT: Daniel Sallinger was present and gave report. Condemnation special
meeting will be on July 16th at 6 pm via Zoom.
FIRE DEPARTMENT: Justin Whittenburg was present and gave report.
OLD BUSINESS:
A. Cable Franchise Collection Update- Mayor Reed gave a report regarding this issue. All is
positive for the city of Lonoke.
B. Memorandum for On-Call Architects and Engineers- A report was given listing the 5 firms that
were selected to be called upon should the city have upcoming projects and need an architect and/or
engineer to work on the project.

NEW BUSINESS:
A. Resolution 7-1-2020- “Designating a Non-Profit as CBDG Grant Administrator” - Michael
Florence made a motion to put Resolution 7-1-2020 on the floor. Efrem Jones seconded the motion.
Motion carried. Ginger Stuart read Resolution 7-1-2020 and its entirety. Matt Cordell made a motion to
accept 1st reading. Alice Bridges seconded the motion. Motion carried.
B. Resolution 7-2-2020- “FY21 Matching Parks Grant”- Mayor asked this resolution to be
tabled until August.
C. Resolution 7-3-2020- “Set Date for a Public Hearing to Hear Petition on Vacating Alley, Blk
21 H&R”- Ryan Biles made a motion to put resolution 7-3-2020 on the floor. Suzette Elmore seconded
the motion. Motion carried. Ginger Stuart read Resolution 7-3-2020 and its entirety. Suzette Elmore
made a motion to accept 1st reading. Ryan Biles seconded the motion. Motion carried.
D. Ordinance 765- “Allowing a Municipal Official to do Business with the City”- Koy Butler made
a motion to put Ord. #765 on the floor. Ryan Biles seconded the motion. Motion carried. Ginger Stuart
read Ordinance No. 765 in its entirety. Efrem Jones made the motion to accept the 1st reading of Ordinance
No.765. Suzette Elmore seconded the motion. Motion carried with (8) aye hand votes. Efrem Jones made
the motion to suspend the rules- 2nd reading- title only. Koy Butler seconded the motion. Motion carried
with (8) aye voice votes. Ginger Stuart read Ordinance No. 765- title only- 2nd reading. Koy Butler made
the motion to accept the 2nd reading-title only- of Ordinance No. 765. Ryan Biles seconded the motion.
Motion carried with (8) hand votes. Koy Butler made the motion to suspend the rules-3rd reading-title
only. Efrem Jones seconded the motion. Motion carried with (8) aye voice votes. Ginger Stuart read
Ordinance No. 765- title only – 3rd reading. Koy Butler made the motion to accept the 3rd reading- title
only Ordinance No. 765. Ryan Biles seconded the motion. Motion carried with (8) aye hand votes. Koy
Butler made a motion to adopt the ordinance. Efrem Jones seconded the motion. Motion carried with
(8) aye hand votes. Matt Cordell made a motion to adopt the emergency clause. Koy Butler seconded.
Motion carried with (8) aye hand votes.
E. Resolution 7-4-2020- “Encouraging the use of Masks in Relation to Covid-19 Pandemic”- Koy
Butler made a motion to put resolution 7-4-2020 on the floor. Alice Bridges seconded the motion. Motion
carried. Ginger Stuart read Resolution 7-4-2020 and its entirety. Michael Florence made a motion to
accept 1st reading. Suzette Elmore seconded the motion. Motion carried.
F. Resolution 7-5-2020- “Apply for ACEDP Grant Funds”- Koy Butler made a motion to put
resolution 7-5-2020 on the floor. Efrem Jones seconded the motion. Motion carried. Ginger Stuart read
Resolution 7-5-2020 and its entirety. Efrem Jones made a motion to accept 1st reading. Koy Butler
seconded the motion. Motion carried.
G. Sanitation Contract – Request the council to release RFP for Services to include Trash bin,
no touch loader service, and recycling options- Koy Butler made a motion to start the bidding process.
Suzette Elmore seconded the motion. Raymond Hatton and Efrem Jones opposed. Motion carried.
PAY THE BILLS: Koy Butler made a motion to pay bills. Alice Bridges seconded the motion. Motion
carried.

state his or her name and address, followed by a concise statement of the person’s position or concern. All remarks shall be addressed to
the Mayor or the Council as a whole, not to any particular member of the Council. No person other than the Council members and
the person having the floor shall be permitted to enter into any discussions without permission of the Mayor.
